DATE: April 14, 2008 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Vince Mastrosimone, Director of Public Works SUBJECT: ESTABLISHING POSTED SPEED LIMIT SIGNS ON BEVERLY MANOR ROAD SUMMARY OF REQUEST: The City Council is asked to adopt Resolution No. establishing a 35 mph speed limit on Beverly Manor Road. BACKGROUND: . In January 2008, Leisure World opened a new entrance on Beverly Manor Road. The new entrance reduces congestion at the main entrance on Seal Beach Boulevard and Golden Rain. Since then, there has been significant additional vehicle traffic, bicycle traffic and pedestrian activity along Beveriy Manor Road. Several residents and employees in the nearby area have concerns with the speeding of vehicles. CurrenUy, Beverly Manor Road does not have a posted speed limit. The California Vehicle Code Section 40802, requires that speed limits, as set by local authorities, shall be justified on the basis of engineering and traffic (E & T) speed surveys if radar is to be used for speed enforcement by the Police Department. The City retained Hartzog & Crabll Inc., an engineering firm that regularly performs E & T surveys for municipalities. Based upon the traffic counts, accident history, road conditions, neighboring land use and majority of vehicle speeds, the Engineer recommends a posted speed limit of 35 mph. Staff has reviewed the Engineer's recommendation and concurs with his findings. . FIIIIANCIAL IMPACT: The cost to perform the survey is $500, The cost of the posts and speed limit signs is $400. These items will be covered by the regular operating budget. Agenda Item X . Beverly Manor is two lane roadway that providas access to the residential community of Leiser World. Field observations inclue a narrow roadway with no curb & gutter, narrow dirt shoulders, bike route, and vehiclas as well as bicyclists and pedestrian traffic all share the roadway. With the speed survey resutting with an 85th percentile of 36.9 mph and a 10 mph pace of 29 to 38 mph, it is recommended that a 35 mph speed limit be posted for this roadway. . . NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: Section 1. Council hereby establishes the posted speed IIm~ of 35 mph for Beverly Manor Road.
