MINUTES OF PLlrING COMMISSION MEETING OF4tEPrEMBER 9, 1964
The Seal Beach Planning Commission met in regular session on Wednesday,
September 9, 1964, in the Council Chamber at City Hall.
Present: Ray Boeger, Rudy Avila, Ed Twining and Secretary John
Stratford
Absent: None
The meeting was called to order at 8:05 P.M. by Chairman Boeger.
The minutes of the meeting held on August 12, 1964 were approved
as presented.
I. ~tudy of application forms
A general discussion was held regarding establishment of standard
application forms.
Mr. Avila moved that Form PL-IA (Application for Variance or Use
Variance) be adopted. Mr. Twining seconded the motion and it passed
unanimously.
Mr. Avila moved that Form PL-lB (Instructions for applying for
Variance, Use Variance, Conditional Use Permit or Unclassified Use
Permit) be adopted. Mr. Twining seconded the motion and it passed
unanimously.
Mr. Avila moved that Form PL-2A (Application for Conditional Use
Permit or Unclassified Use Permit) be adopted. Mr. Twining seconded
the motion and it passed unanimoUSly.
Continued study of application forms deferred until after public
hearing.
II. Public Hearing - Carl and C. Darlene Allen, Variance fDDm lot
area required per dwelling unit and side yard setback requirement.
Carl and C. Darlene Allen request a variance on a parcel described
as Lots 32, 34 & 36, Block 7, Bay City Tract to allow a ten unit
building on 8,812.5 square feet of lot area and a five foot side-
yard setback instead of the required 7.5 foot (10%) setback.
It was pointed out that the building was well planned and would be
a major improvement to the area. The property owners have allowed
for additional parking area above the requirements. The majority
of existing properties in the area only have 3 f'eo~ sideyards and
the five foot would allow adequate space for access, firefighting,
light and air.
Mr. Avila moved that the Planning Commission resolve (Resolution #3)
to grant the variance (Apulication #V-1-64) to allow ten units on
parcel of land as presented and to allow 5 foot sideyard setback
instead of 7.5 feet according to plans as presented with the
application. Mr. Twining seconded the motion and it passes unanimously.
III. Other Business
1. General discussion of fence requirements as covered by ordinance.
2. Question by Mr. Erhardt requesting clarification of variance
granted to Mrs. l.~ndoza.

Mr. Twining moved that Form PL-3A (Application for Change of
Zone) me adopted. Mr. Avila seconded the motion and it passed
unanimously.
Mr. Avila moved that Form. PL-4A (Application for Plan Review) be
adopted~ Mr. Twining seconded the motion and it passed unanimously.
Mr. Twining moved that For.m PL-5A (Application for Precise Plan)
be adopted. ~~. Avila seconded and the motion passed unanimously.
~~. Avila moved that Form PL-6A (Application for Appeal) be adopted.
Mr. Twining seconded and the motion passed unanimously.
Mr. Twining moved that the Letter or Authorization rorm be adopted.
Mr. Avila secoqded and the mot~on passed unanimously.
The meeting was adjourned at 9:15 P.M. until Wednesday, September
16, 1964, at 7:30 P.M.
