MINUTES OF PLAIlING COMMISSION MEETING O~NUARY 20, 1965
The Seal Beach Planning Commission met in regular session on Wednesday,
January 20, 1965, in the Council Chamber at City Hall.
Present: Ray Boeger, Tom Crowley, Sutter Kunkel, Ed Twining
and Secretary John Stratford
Absent: None

The meeting was called to order at 7:40 P.M. by Chairman Boeger.
The minutes of the meetings held on December 16, 1964 and on December
19, 1964 were approved as presented.
I. Mrs. Trabuco of Marble Cove Way requested a ruling on a home
occupation. She desires to operate a one operator, one drier beauty
shop in her home upon retirement from a shop she now operates in Los
Angeles~ She further stated that there would be no advertising or
signs and is only desirous of taking care of a few old establishsd
customers. General discussion followed. Since this was the first
request of its type in an R-l Zone and would be setting a precedent,
the Commission advised Mrs. Trabuco that they would take her request
under consideration and have a decision for her at the next meeting
scheduled for January 27, 1965.
II. Recommendation made to the City Council by the Planning Commission
for an amendment to the zoning ordinance regarding sideyard setback
requirements was referred back to the Commission for further study.
After much additional discussion, Dr. Kunkel made the following motion.
"After additional deliberation, the Planning Commission does re-submit
and reaffirm their recommendation to the City Council made in Resolution
No. 7 and add two basic points in their findings that were not
specifically itemized in the resolution. 1. This amendment would
equalize the maximum sideyard setback required in District I residential
zones with the maximum presently required in District II, R-l Zone
(5 feet). 2. The maximum of five foot sideyard setback would tend to
encourage accumulation of larger parcels of land which in turn, in
our opinion, would improve the development of the city." Mr. Twining
seconded the motion and it passed unanimously.
III. Chairman Boeger presented an informal request from the V.F.W.
regarding the commission's attitude toward rezoning the property known
as "Larsen Hall" at 14th and Electric. The commission felt they could
not encourage it, however, the organization could file a formal
application if they so desire.
IV. Dr. Kunkel invited all members to the next meeting of the newly
organized Citizens Council on February 4. Their objective to bring any
current items of interest before the people as information and to
dispel rumors or misunderstandings in existence.
V. Mr. Stratford advised the Commission on the status of the General
Plan by Design Associates and Larry Smith and Co.
VI. Commission reminded of public hearing scheduled for 1/27/65 for
zoning of Annexation No. 64-1.

There being no further business the meeting was adjourned at 9:15 P.M.
until Wednesday, January 27, 19~5 at 7:30 P.M.
