MINUTES OF PLANNING COMMISSION MEETING OF NOVEMBER 3, 1965 ~ The Seal Beach Planning Commiss10n met in regular session on Wednesday, November 3~ 1965, in the Council Chamber at City Hall. Present: Absent: Ray Boeger, Tom Crowley, Sutter Kunkel, Merva Lanning Ed Twining Meet1ng called to order at 7:35 P.M. by Chairman Boeger. The minutes of-meeting of October 20, 1965 were approved as presented. 1. Variance - Jerry Mo~s & Co. for Revolv1ng Sign for Un10n Oil Co. Service Stat10tLat Pacif1c Coast Highway and Bolsa Ave. (App11cation No. V-12-65) The applicant requested a var1ance to allow construction of a tower s1Rn, the top of which revolves. Drawin gs and details were presented by Mr. Stober of the Ray Stober Co. (Signs). N~ written o~ oral objections were received. After d1scussion it was moved by Mr. Crowley and seconded by Mrs. Lanning to approve th1s variance. It passed unan1mously by thoge members present. (Res. No. 49) . 2. Variance - Stan Miller Park1ng Var1ance at 913 - 917 Electric Avenue. (App11cat1on No. V-13-65) App11cant requested a ~ar1ance to allow construction of a two story build1ng with less than the required number of parkIng spaces. Lower floor to contain commercial shops, upper floor to be a custom sail loft. Park1ng spaces requxred = 13. Parking spaces prov1ded = 9. Mr. Ralph Peterson (build1ng designer) made an explanation for the applicant. No written or oral protests were received. After considerable d1scussion it was moved by Dr. Kunkel and seconded by Mr. Crowley to approve this var1ance. It passed unan1mou~ly by those members' present. (Resolution No. 50) 3. Informal discussion concerning parking situation in the business d1strict. Dr. Kunkel made a mot10n, seconded by Mrs. Lanning, that a request be made to the City Manager for a report on the current status of business district parking. It passed unanimously by those members present. The City Manager was present and stated that his office had been compiling such data and would submit a report to the Commission. 4. City Manager's Letter to Commiss10n - Height Limitations in Industrial Zone. A letter was received from the City Manager recommend1ng an amendment to the zoning ordinance be passed to elim1nate the 75 foot height restriction in the M-l Zone. Th1s has particular bear1ng on the proposed plans for construction of the new space center by North American Aviat10n Co. After considerable d1scussion the Comm1ssion indicated general approval of this idea, but subject to Conditional Use Permit. A pub11c hearing will be held as soon as possible to in1t1ate this amendment. . 5. City Manager'$ Letter to Commiss10n - Encroachments to be allowed 1nto Sidewalk Areas on Main St. A letter was received from the C1ty Manager recommending amendment of the Zon1ng 1 . . . e e Minutes - November 3, 1965 - Con'd Ordinance to allow encroachment of fronts of bU11dings into the s1dewalk area 1n the downtown business d1strict. This would be to facilitate the remodeling of many of the buildings along Main Street, which has been discussed for some time. The types of encroachments would be canopies covered arcades, etc. After considerable discussion the Commission decided that it did not favor amend1ng the ord1nance at this t1me, but expressed the desire to encourage Ma1n Street development and inovation. The secretary was directed to prepare a resolut1on indicat1ng this encouragement, in order that the resolution might be cons1dered at the next regular meeting.
