MINUTES OF PLANNING COMMISSION MEETING OF SEPTEMBER 15, 1965
The Seal Beach Planning Commission met in regular session on Wednesday, September
15, 1965, in the Council Chamber at City Hall.

The meeting was called to order at 7:32 P.M. by Chairman Boeger.
The m1nutes of the meeting of September 1, 1965 were approved as presented.
I. Plan Review - LeRoy Harrison (Application No. PR-lO-65)
Mr. Harrison requested approval of a change in use of the front two ground floor
apartments (in an 8 apartment building located at corner of Bay Boulevard and
Landing Avenue in the C-l Zone). The proposed new uses are to be a realtor's
office and a beauty parlor. It was determined that these are allowable uses in
the C-l Zone and that they will be reducing the amount of presently non-conforming
residential use. The proposal was approved subject to the applicant arranging
the off-street parking layout to the approval of the City Engineer.
Mr. Crowley moved the approval of the application. Mr. Twining seconded the motion
and it passed unanimously. Resolution No. 42.
. II. Plan Review - David Stangeland (Application No. PR-11-65)
Mr. Stangeland requested approval of the development plans for a two story
restaurant located at Dolphin Avenue and Seal Way, and facing the beach. The plan
submitted is in lieu of a different design submitted previously and approved by
Resolution No. 25. It was determ1ned that the plans as submitted were acceptable,
with the condition that the small projection at the rear of the building (housing
a water heater) be removed from the location shown in order to provide adequate
access to the parking area, and that the applicant shall make adjustments in the
arrangement of the off-street parking layout to the approval of the City Engineer.
Dr. Kunkel moved the approval of the application. Seconded by Mr. Twining and
passed unanimously. Resolution No. 43.
III. Considerable discussion was had concerning the difficulties caused by
receiving and acting on last minute subm1ssions of plans for approval. This does
not allow sufficient opportunity for investigation of the proposals and can result
in ill-advised decisions being made by the Commission. As a matter of comparison,
var1ances, use permits, etc. require a lead time of 13 to 20 days, depending upon
the type of legal public notice required. It was determined that for a Plan
ReV1ew application to be placed on a commission meeting agenda it must be submitted
to the Secretary of the Comm1ssion at least 5 days prior to the meeting.

It was moved by Mr. Crowley and seconded by Mr. Twin1ng to establish the above
stated requirement as the policy of the Planning Commission. Passed unanimously.

IV. Cons1derable discussion was had concern1ng the improper conversion of garages
to living space and the improper use of residential buildings in residential
zones for business uses such as realtor's offices, vend1ng machine operator's
base, mail order business, etc. No specific cases were cited. Dr. Kunkel expressed
the need for the Commission to take official notice of these practices and to go
on record deploring them, w1th such community publicity.as may be available.
It was moved by Dr. Kunkel and seconded by Mr. Crowley to make this finding a
part of the official records of the Commission. Passed unanimously.
The Secretary reviewed the most recent meeting of the Citizen's Planning Advisory
Committee for Dr. Kunkel who had not been able to attend.
The Secretary was notified that the Commission members desire copies of all legal
notices at the time of issuance rather than at the time that the regular agenda
packet is delivered to them.
No further business, the meeting was adjourned at 9:45 p'.M.
