MINUTES OF PLANNING COMMISSION MEETING OF APRIL 21, 1965 The Seal Beach Planning Commiss10n met 1n regular session on Wednesday, April 21, 1965, 1n the Counc1l Chamber at City Hall. Present: Absent: Tom Crowley, Sutter Kunkel and Ray Boeger Ed TW1n1ng The meet1ng was called to order at 7.35 P.M. by Cha1rman Boeger. The minutes of the meet1ngs held on March 17, 1965 and March 31, 1965 were approved as presented. I. Plan ReV1ew - Seal Beach Center Plan Rev1ew app11cat10n from Jerry Moss & Co., 27777 S11ver Spur Road, Palos Verdes, Ca11fornia, for approval of f1nal development plans for the Safeway, Super S, and serV1ce shops bU1lding as well as the general layout of all park1ng, loading and landscape areas in the development. (App11cat10n No. PR-2-65) Serv1ce stat10n, car wash and restaurant are not 1ncluded 1n th1s app11cat10n. General d1scussion. Mr. Crowley moved that the f1nal development s1te plans for the Safeway, Super S, and serV1ce shops build1ng and parking and access layouts of the Seal Beach Center be approved as presented. Dr. Kunkel seconded the mot10n and 1t passed unan1mously by the members present. (Resolut10n No. 20) II. Pub11c Hear1ng - V-5-65, Hubbard, Substandard garage width Variance applicat10n from R. Thurman as agent for Lorene Hubbard, owner, request1ng approval of substandard garage w1dth approval on Nly 24' of Lot 20, Block 1, Bay C1ty Tract. (App11cation No. V-5-65) Because of w1dth of lot, 1t 1S 1mposs1ble to meet code requ1rements on garage w1dth. General d1scuss10n. Dr. Kunkel moved that the var1ance be granted to allow constr~ct10n of a double garage w1th 18 feet width from outs1de of bU1lding l1ne to outside of bU1lding l1ne. Mr. Crowley seconded the mot1on and 1t passed unan1mously by the members present. (Resolution No. 21) III. Plan Rev1ew and determ1nat10n of proper zone - Dr. Day Plan Rev1ew app11cat10n from Dr. Robert J. Day, VMD, 101 Main St., Seal Beach for approval of site and development plans for a veterinary c11nic at 233 Bay Blvd., Seal Beach. (Applicat10n No. PR-1-65) S1nce the Seal Beach Zon1ng Ord1nance does not spec1fically designate the use "Veter1nary C11n1c", a determ1nation had to be made of the proper zone for th..!s use. After a general d1scuss10n, Dr. Kunkel moved the proper zone for the use and construction of Veterinary Cl1nics is the c-o Professional Off1ce Zone and said use shall be governed by the following cond1t10ns: (a) No overn1ght hold1ng of animals on the premises except 1n cases of emergency and 1n such emergency cases, no more than six animals at anyone t1me, and (b) All holding of such an1mals shall be conf1ned with1n the clin1c bU1lding thus allow1ng no outdoor kennels or an1mal houses. Motion was seconded by Mr. Crowley and passed unanimously by the members present. (Resolution No. 22) . . . . e A general d1scussion to cons1der the s1te and development plans followed. No wr1tten protests were rece1ved. Oral commun1cat10ns had no bas1c object10ns. Four letters were rece1ved supporting the application. Dr. Kunkel moved that the site and development plans for the veterinary clinic be approved as presented. Mr. Crowley seconded the mot10n and 1t passed unanimously by the members present. (Resolution No. 23) IV. Publ1c llearing - First Bapt1st Church, Park1ng Var1ance Var1ance app11cation No V-6-65 from F1rst Bapt1st Church, 239 Bay Blvd., Seal Beach for erection of additional classroom buildings w1th less than the requ1red number of parking spaces. Except10nal circumstances exist due to the 1rregular shaped lots caused by the railroad right of way b1secting the property. The applicants proposed to 1nstall 11 parking spaces on the site. A total of 18 is required by code. Add1tional parking has been arranged by use of portions of the ra1lroad right of way and adJoin1ng property owned by Dr. Day. General discussion. Mr. Crowley moved that the appl1cation be approved to allow erect10n of two add1tional structures for church school classroom purposes on the property of the F1rst Baptist Church, 239 Bay Blvd. This approval to be condit10ned upon the requ1rement that church representatives confer w1th the C1ty Eng1neer to develop the parking area for the maximum number of usable and accessible spaces while reta1n1ng a minimum of 11 spaces. Dr. Kunkel seconded the motion and 1t passed unanimously by the members present. (Resolution No. 24) V. Plan Review - Dav1d Stangeland Plan review app11cat10n from DaV1d Stangeland, 1499 Seal Way, for approval of preliminary site plan and development plan for a restaurant building. Application .No: PR-3-65. Th1S use is proper in the C-l Zone, parking and all other code requirements have been met. Dr. Kunkel moved that s1te and development plans for the restaurant be approved as presented. Mr. Crowley seconded the mot10n and it passed unanimously by the members present. (Resolution No. 25) VI. Plan Review - Dr. W. P. Garrison Plan reV1ew application from Dr. W. P. Garrison, 5639 Corso Napo11, Long Beach, for an addit10n to an eX1st1ng commerc1al structure located at 135 Main St., Seal Beach. (Application No. PR-4-65) The plans meet all requirements includ1ng parking spaces. Mr. Crowley moved that the site plans for an add1tion to an exist1ng building be approved as presented. Dr. Kunkel seconded the motion and 1t passed unan1mously by the members present. (Resolution No. 26) VII. Plan Review - General Telephone Plan Review applicat10n from General Telephone Co. for an addit10n to their central equipment building at 2970 Garden Grove Blvd., Seal Beach. (Applicat10n No. PR-5-65) The plans meet all requ1rements and this is an allowable use in the M-l Zone. . e . Mr. Crowley moved that the s1te and development plans for the add1tion to an existing build1ng be approved as presented. Dr. Kunkel seconded the motion and 1t passed unanimously by the members present. (Resolut10n No. 27) VIII. Other business The Seal Beach Plann1ng Commiss10n has been invited to become a member of the Southern Californ1a Plann1ng Congress. The fee is $25.00 annually for the ent1re Commission. The secretary was directed to apply for membersh1p. A general discuss10n held regarding the artist's render1ng of Ma1n St. presented at the last City Counc1l ~eeting.
