The Seal Beach Planning Commission met 1n regular session on Wednesday, January 5, 1966, in the Council Chamber at City Hall. Present: Absent: Ray Boeger, Tom Crowley, Sutter Kunkel and Mrs. Merva Lann1ng Ed Twining Meeting called to order at 1:30 P.M. by Chairman Boeger. Minutes of the meeting of December 15, 1965 approved as presented. I. Mrs. Herbert Nel,on asked the commission's policy regarding establishment of a day nursery business, on week days, in rented facilities of the First Bapt1st Church at 23~ Bay Blvd. The Commission determined that this is an allowable use for this property and zone' (C-l) , ~nd requires no special action of the comm1ssion since the proposed use does not anticipate any deviation from code requirements. . II. Site Plan Review - North American Aviation (Applicat10n PR-1-66) ~pproval was requested for the preliminary site'plan for 'the North American Aviation Co.'s industrial complex located on a portion of the old Hellman Ranch property south ofoWestminster Avenue and northwest of Bay Boulevard. Also requested was approval of the deta1l construction plans for the first increment of development, several large parking areas, w1th landscaping, drainage, and frontage improvements. After discussion of the parking criteria indicated on the plans and an explanation by the City Manager, it was determined that the plans were acceptable as submitted. Mr. Crowl~y moved that the Commiss10n approve the application. Mrs. Lanning seconded the motion and it passed unan1Dlously. Resolution No. 55. III. Mr. Don Davis, Architect, 39 Nieto Avenue, Long Beach, requeste~ a finding by the Commission that his invent10n for vertical stacking of two autos per garage space by means of a mechanical tram arrangement be considered as meeting the zoning ordinance requirement for usable and accessible parking spaces on a site. The Commission stated a tentative approval, indicating that affirmative act10n could be expected on the first case presented for Plan Review which incorporates the new invention. This approval would be on a test cas. basis to allow reasonable review of this concept in actual use.
