Present: Absent: Ray Boeger, Tom. Crowley, Sut ter Kunkel and Mrs. Merva Lflnn1Dg Ed Twining Meeting called to order at 1.40 P.M. by Chairman Boeger. M1nutes of the meeting of January 5, 1966 were approved as presented. I. Approval of street names for Tract 5699 . Mr. Bernard McCune, S & S Development Co., presented plans for the overall Tract No. 5699 showing street names based on the names of trees and flowers. This map with a revision date of February l, 1966 waG approved unanimously by the members present. II. Public Hearing - Use Variance, Charles S. Lofton, 13560 St. Andrews Dr., Apt. 31 (UV-1-66) Mr. Lofton requested a Use Variance to permit one living unit, l3560 St. Andrews Dr., Apt. 31, in the leisure World area of Seal Beach (R-3 PD), to be used as a church office and reading room by the Christian Science Society of Seal Beach. There WDuld be very few persons using the room da1ly, therefore, no noise, congest1on or/parking prob~ems would be created. In addit10n, this office would only be used during daylight hours. There would be no outside sign. No objections, written or oral, were received. Dr. Kunkel moved that the Use Variance.be granted as requested subject to rat1fication by the City Council. Seconded by Mr. Crowley and passed unanimously by the members present. Resolution No. 56. " III. Public Hearing - Variance, Robert L. Vogler, 1780 Coast Highway (V-l-66) Dr. Vogler requested a Variance from parking and loading requirements on Lots 29, 3l, 33 & 35, Block 217, Tract No. 10. This is located in a C-l Zone. He proposes to eonstrUct a 3 unit commercial business at the corner of Bay Boulevard and Pacific Coast Highway. A waiver of the on-site load1ng zone requirement together with prOVision for an on-street loading zone on Bay Blvd. would prevent congestion 1n the narrow alley and provide sufficient area for the required off- street parking. Waiver of required 6" curb four foot from. the property line to allow use of parking bumpers would greatly improve traffic flow and parking accessibility. Mr. Delaney, 318 11th St., favored any arrangement that would assist in keeping the alley clear to allow access to residential garages. No protests were received, written or oral. In the general discussion that followed, it was p01nted out that the requested parking and loading arrangement would be more beneficial than detr1mental to the neighboring property owners. There is no parking density problem in t~is particular area due to the navy base being located directly across Bay Blvd. The traffic pattern on the state highway presents an extraordinary condit10n in accessibility to this property. . . . Minutes - continued February 2, 1966 Mr. Crowley moved to approve the Variance w1th the cond1tion that parking layout be approved by the City Engineer, on-street loading be allowed specif1cally and excluding alley use for loading and unloading. Dr. Kunkel seconded the motion and it passed unanimously by the members present. Resolution No. 57. No further business, the meeting was adjourned at 9:20 P.M. .r:J ..
