MINUTES OF THE PLANNING COMMISSION MEETING OF MAY 25, 1966
The Seal Beach Planning Commission met 'in regular adjourned session on Wednesday,
May 25, 1966, in the Council Chamber at Ci~y Hall.

The meeting was called to order by Chairman Boeger at 7:37 P.M.
The minutes of the meetings held on May 4, 1966 and May 11, 1966 were approved
as presented.
I. Public Hearing - Fred A. Johnson, V-4-66
Fred A. Johnson, 700 Coastline Drive, Seal Beach, requested a variance from the
rear yard setback requirement to allow construction of an enclosed patio to the
rear lot line. He stated that the rear of the property abuts the state highway,
is enclosed by a solid block wall and no access gates are permitted. An enclosed
patio would help control the noise and dirt problem originating on the highway.
No objections were received.
Mr. Jones moved to approve the var1ance with the condition that there be no
encroachment into the sideyards and that construction begin within the next twelve
months. Motion seconded by Mrs. Lanning and passed unanimously. Resolution No. 63.
4It II. Public Hearing - Adam J. Pawlak, V-5-66 and CP-1-66
Mr~i3k, 8121 Pennington Drive, Huntington Beach, California, requested
approval to construct a multi-story apartment building on a parcel of land
described as Lots 1, 2, 3, 4 & 5, Block 8, Bay City Tract. A variance is also
requested to exceed the 80 ft. height limit and to provide less than the required
22 foot rear yard. General discussion followed. It was brought out that this
is one of the largest single parcels in the beach area for use as high-rise, but
to make it economically feasible it must be built to a greater height than allowed.
The 22 foot rear yard required in the C~2 zone is intended for commercial loa~ins
which is unnecessary for residential use. Rear yard setback of sufficient width
still required to provide turning radius of minimum of 24 feet to garages. Garages
to be completely enclosed with the exception of access on the alley side and an
entrance on the 8th Street side.
If soil tests prove to be favorable, this will be the first stage of a larger
development and request was made for minimum side yard on 8th Street side of
property to allow maximum possible use of high value land. Minimum setbacks to
be 1 foot on ground floor level and 4 feet to the maximum projection on all
floors over ground level. The development and construct1on plans shall conform
substantially to the preliminary plans submitted. Construction must begin before
24 months from this date or Conditional Use permit will expire.
Letter from Mrs. Dorothy Leonard approving request. Asked that a 3 foot sideyard
be maintained on easterly side of property. This would conflict with ordinance
in C-2 zone. No objections made, written or oral.

Mr. Crowley moved to grant the variance with the conditions stated above. Seconded
by Mrs. Lanning and passed unanimously. Resolution No. 64.
Mr. Crowley moved to approve the Conditional Use Permit subject to conditions stated.
Seconded by Mr. Murphy and passed unanimously. Resolution No. 65.
III. Other business
Mrs. Pat Osborne, 1201 Electric, submitted a letter requesting permission to
operate an exercize club in her home in a R-3 Zone.
Since there is no specific zone established in the ordinance for this use, the
Planning Commission advised that they would have to recommend a proper area for
this type of use to the City Counc1l for their approval. Commission advised of
zoning for this use in surrounding cities. General discussion followed.
Mr. Murphy moved that the Planning Commission, at the request of Mrs. Pat Osborne,
determine the proper zone for a use described as Health and Exercize Club be C-l,
Light Commercial, and recommend adoption by the City Council. Seconded by Mrs.
Lanning and passed unanimously. Resolution No. 66.
Commission advised of Planning Commission Symposium on June 17, 1966 at University
of Southern California.
No further business, the meeting was adjourned at 9:36 P.M.
