MINUTES OF THE PLANNING COMMISSION MEETING OF JULY 6, 1966 The Seal Beach Planning Commission met in regular session on Wednesday, July 6, 1966, 1n the Council Chamber at City Hall. Present: Absent. Boeger, Crowley, Jones, Lanning, Murphy None The meeting was called to order by Chairman Boeger at 7.45 P.M. The minutes of the meeting held on June 15, 1966 were approved as presented. Mr. Boeger spoke briefly before the opening of the scheduled public hearings to advise the persons 1n attendance of the law govern1ng the granting of variances as well as the procedures that must be followed. I. Pub11c Hearing - George W. Hardie, Jr., V-6-66 Mr. Hardie, 294 Park Ave., Long Beach, submitted an application request1ng a variance to permit him to construct an addit10nal room on to an exist1ng non- conforming bU11ding without the required covered ovv-street parking. An unenclosed surfaced parking area would be provided. The property is described as Lot 12 and southerly ~ of Lot 14, Block 2, Bay City Tract, Seal Beach (112 2nd St.). He felt this addition would attract a more desirable type of occupant to the property. Mr. Peters, 211 Ocean, protested the request by stating that he thought 1t would 1ncrease the congestion in the area and that the zoning requirements were established for the general commun1ty good and should be adhered to. Mr. Bazzeni, III 2nd St., and Mr. Benton, 207 Ocean Ave., also spoke in protest. Letters of protest were received and read from Mr. and Mrs. Elmer E. Howard and Dr. Sutter E. Kunkel. A petition was also presented protest1ng the variance and s1gned by 17 property owners from the area. Mrs. Lanning moved to deny the app11cation. Seconded by Mr. Jones and passed unanimously. Resolution No. 71. II. Pub11c Hearing - George Crane, V-7-66 Mr. Crane, 835 Catal1na Avenue, made application for a variance to permit him to construct an additional room onto an existing structure at Lot 44, Tract No. 18l7. This room would be used as living quarters and would extend six feet into the front yard setback in line with s1de entry garages on other homes in the area. Mr. Shoddy, 245 Surf Place, approved of the request and felt it would not detract from the aesthet1c appearance. Mr. Bauman, 815 Cata11na Ave., stated he d1d not obJect and d1d not feel it would depreciate values 1n the neighborhood. One letter of objection was rece1ved and read from Eldon Bagstad, 901 Catalina Avenue. Mr. Murphy felt a second story or extension to the rear of the bU11ding would furn1sh additional room without encroaching into the required yards. Mr. Boeger pointed out that a variance that 1S approved without meeting the conditions required by law is a grant of privilege and thus establ1shes a precedent enabling others the same right. General discussion followed. Mr. Crowley moved to deny the app1icat10n. Seconded by Mr. Murphy and passed unanimously. Resolution No. 72. . t - -... ..., . '1 . . e e III. Freeway Sign Control Ordinance Mr. Stratford advised the commission that the State Division of Highways requires a city ordinance governing signs on freeways before they will proceed with landscaping. A sample ordinance was presented and a public hear1ng scheduled at the next regular meeting of July 20. IV. Gener.ll Plan Chairman Boeger advised that the Planning Comm1ssion had held the two required public hearings on the proposed compfehensive general plan on May 4, 1966 and June 1, 1966. Mr. Crowley moved that the Planning Commission approve the Proposed Comprehensive General Plan as presented with the addendum and to recommend its adoption by the City Council. The motion was seconded by Mrs. Lanning and passed unanimously. Resolution No. 73. v. Other Business Attent10n was called to the study meet1ngs of the proposed zoning ordinance scheduled for July 12 and July 26.
