HomeMy WebLinkAboutPC Min 1966-09-07 . . . e e MINUTES OF THE PLANNING COMMISSION MEETING OF SEPTEMBER 7, 1966 The Seal Beach Planning Commission met in regular session on Wednesday, September 7, 1966, in the Council Chamber at City Hall. Present: Absent. Boeger, Crowley, Jones, Lanning, Murphy None The meeting was called to order by Chairman Boeger at 1:30 P.M. The minutes of August 17 and 31 were approved as presented. I. Plan REview - Dr. Vogler's Commercial Pole Sign at Bay & PCH - PR-9-66 Dr. Vogler presented plans for a proposed tall pole sign to be located at the southwest corner of Bay Boulevard and Pacific Coast Highway to advertise the commercial establishments on the same premises. After discussion Mr. Jones moved to approve the plans. Mr. Crowley seconded the motion and it passed unanimously. Resolution No. 84. II. Report on Appeal of Dalbey Variance, V-8-66 The Commission received an order by the C1ty Council to study and report back on subject variance. This variance had previously been denied by Planning Commission Resolution No. 79. The denial then was appealed to the City Council, which referred it back to the Commission with the informat10n that the Council favored granting the variance. Mr. Lawrence Peters Depresented Mr. Dalbey and spoke in favor of the appeal. Discuss10n by the Commiss10n ensued. Mrs. Lanning moved to deny the variance. Seconded by Mr. Crowley. Motion defeated by the following vote: AYES: NOES: Crowley, Lanning Boeger, Jones, Murphy Considerable further discussion followed. It was determined that this was a type of problem peculiar to this area and zone and is unlikely to occur too frequently. Therefore, it is susceptible to solution by variance. Mr. Crowley moved that the Commission report to the C1ty Council in favor of granting the variance. Seconded by Mr. Murphy. The motion passed by the following vote: AYES: NOES. Boeger, Crowley, Jones, Murphy Lanning Resolution No. 85 III. On-Sale Liquor Sales in Proposed Steak House Mr. Carl Henrichsen made an informal request to the Commission to determine the method for obtaining a zoning permit for his proposed Steak House in the Seal Beach Center, 1ncluding on-sale liquor license. The Commission informed him that e e . the only feasible method of making this determinat10n was through the public hearing process of a Use Variance application. Mr. Henrichsen indicated that he would submit such an application immediately in order to be placed on the next regular meeting agenda. IV. Rural Type Mail Boxes The secretary presented to the Commission copies of the mimeographed instructions for rural type mail boxes as prepared by the local post office. This is for all new tract development. Considerable discussion followed, but no action was taken. v. Regulations for Operat10n of Fraternity and Sorority Houses After considerable discussion, it was suggested that the State College administration be contacted by the City to obtain 1ts recommendat10ns. One requirement suggested by the Commission was that there be provided a minimum of one on-site parking space for each occupant, plus some additional amount for visitors. No further business, the meeting was adjourned at 8:45 P.M. . .
