MINUTES OF PLANNING COMMISSION MEETING OF NOVEMBER 23, 1966
The Seal Beach Planning Commission met in regular adjourned session on Wednesday,
November 23, 1966, in the Council Chamber at C1ty Hall.

The meeting was called to order by Cha1rman Boeger at 7:35 P.M.
Minutes of the meeting of November 2, 1966 were approved as presented.
Mrs. Lanning's absence was excused because of illness.
I. Public Hearing - Proposed Amendment to Article 6, Section 600 of Ordinance
No. 628
A public hear1ng was held to cons1der proposed amendment to Article 6, Section
600 of Ordinance No. 628, adding provisions for control of group l1ving,
fraternity and sorority houses. The proposed ord1nance was read in full. A
general discussion followed with a great number of persons present in agreement
that some form of control was necessary to protect other residential users in
the ne1ghborhood. The preferred method to establish controls was by an amending
ordinance which would enable the City Council to adopt or revise rules and
regulations by resolut10n.
Mr. Jones moved to recommend to the C1ty Council the passage of an ordinance to
establish control of sorority, fraternity and group living houses which enabled
the City Council to adopt or revise rules and regulations by resolut10n. In
addition, the regulations should require that off-street parking for such houses
be located within 300 feet of the house. Seconded by Mr. Crowley and passed
unanimously by the members present. Resolut10n No. 94.
II. Public Hear1ng - Herbert L. Benedict, UV-5-66
Mr. and Mrs. Herbert L. Benedict, 9302 East Florence Ave., Downey, requested a
Use Variance to perm1t construction of dwelling units in a C-I Zone. Legal
description of the property is Lot 8, Block D, Tract No. 1 and Ely 15 ft. of Lot
5, Block H, Tract 1009 (1421 Seal Way). No protests were received. There are
many other dwelling units in this part1cular C-l Zone.
Mr. Crowley moved to approve the Use Variance as requested subject to ratification
by the City Council. Seconded by Mr. Jones and passed unanimously by the members
present. Resolution No. 95.
III. Public Hearing - W. F. Denos, CP-4-66
W. F. Denos, 369 Wisconsin, Long Beach, requested a Conditional Use Perm1t to
allow establishment of a fratern1ty house by the Theta Ch1 Fraternity in an R-3
Zone. No one from the fraternity was present at the hearing. No provisions for
off-street parking were included with the app1icat10n. A number of persons present
protested the granting of the permit on the b.sis of inadequate parking, 1ncreased
traff1c 1n the narrow alley, and excessive noise. A petition of protest carrying
39 signatures was also received. Legal description of property is Lot 23, Block
E, Tract No.1 (15l5 Seal Way).

Mr. Crowley moved to deny the application for Condit10nal Use Permit. Seconded
by Mr. Jones and passed unanimously by the members present. Resolution NO. 96.
IV. Public Hearing - James A. Barrett, CP-5-66
James A. Barrett, 2657 56th Way, Long Beach, requested a Conditional Use Permit to
allow establishment of a fraternity house by the Sigma Chi Sigma Fraternity in an
R-3 Zone. Legal description of property is Lots 49 and 51, Block 13, Bay City
Tract (1310 Electric). No one from the fraternity was present at the hearing and
no park1ng provisions were submitted with the app11cation. Three letters of
protest were received as well as a petition of protest containing 101 signatures.
A number of persons present at the hearing protested granting a permit. In all
cases, the reasons g1ven were inadequate parking, increased traffic and excessive
and obJectionable noise.
Mr. Murphy moved to deny the app11cation for Conditional Use Permit. Seconded
by Mr. Crowley and passed unanimously by the members present. Resolution No. 97.
V. Public Hearing - John H. Guest, V-14-66
John H. Guest, 1025 Fathom Ave., Seal Beach, requested a Var1ance to permit sub-
standard garages and sideyard abutting the alley. Legal descript10n of property
is Lot II, Block 11, Bay City Tract (111 12th St.). No protests were rece1ved.
Garages would be suffic1ent size for practical use and turning radius from alley
is maintained. A 3 foot sideyard on the alley side would be maintained 1nstead
of four foot to allow enough area for bU1lding.
Mr. Jones moved to approve the request for a Variance as submitted. Seconded by
Mr. Murphy and passed unanimously by the members present. REsolution No. 98.
VI. Pub11c Hearing - Dean H. Gemmill, V-15-66
Dean H. Gemmill, 628 Beachcomber Dr., Seal Beach, requested a Variance to permit
construction of an addition to an eX1sting building wh1ch would extend into the
rear yard setback. Legal description of the property is Lot 148, Tract 2590.
Design of present house includes an atrium and a previous variance was granted
under similar conditions. Adjoining property to the rear 1S elevated and would
not be affected. No protests received.
Mr. Murphy moved to grant the Variance as requested. Seconded by Mr. Crowley
and passed unanimously by the members present. REsolution No. 99.
F1ve minute recess.
VII. Other business.
Mr. Stratford advised the Commission that notificat10n had been received from
the Federal Aviation Agency advising that North American Aviation had applied
for approval of a helistop at their Seal Beach faci11ty.
Sbme discussion on possible changes in street names. Secretary instructed to
set a public hearing.for second regular meeting in ~anuary\.
A discussion regarding street numbers on curved streets (i.e. Island V1ew,
Beachcomber, etc.) was held. Suggested contacting residents and City Manager
for possible changes or posting with street signs.

. Mr. Jones asked to be excused from meetings in December due to personal bus1ness.
Mr. Murphy moved that Planning Commission request the City Council to concur in
directing the Building Department to abate illegal converted garages. Seconded
by Mr. Crowley. The motion passed by the following vote:

Mr. Murphy moved that a rotation system be established for the commissioners to
attend City Council meetings whenever any Planning Commission actions are on the
agenda to improve communications. Seconded by Mr. Crowley and passed unan1mously
by the members present. Resolut10n No. 101.
No further bus1ness, the meeting was adjourned at 9:25 P.M.
