MINUTES OF PLANNING COMMISSION MEETING OF DECEMBER 6, 1967
. The Seal Beach Planning Commission met in regular session on Wednesday. December
6, 1967, 1n the Council Chamber at City Hall.

The meeting was called to order by Chairman Boeger at 7:40 P.M.
Minutes of the meeting of November 15, 1967 were approved as presented and minutes
of the ~eet!ng of November 29, 1967 were approved as corrected.
Secretary introduced newly appointed Asst. Planner-Engineer John Mulqueeney.
I. Public Hearing - Ray Herbeck, V-35-67
Ray Herbeck, 850 Catalina, Lot 187, Tract 1817, requested a variance to permit
encroachment of living quarters into the front yard setback. This is a garage
converted to living area and property owner plans construction of a carport meeting
all requirements to conform to off-street parking requirement: Mr. Herbeck cited
two recent approvals by the City Council of living quarters encroaching into the
front yard setback as a precedent. Drawing submitted was incomplete and Commission
moved to continue the hearing and requested Mr. Herbeck to present more complete
drawings.

110 Public Hearing - North American Rockwell, CP-4-67
North American Rockwell, 2201 Bay Blvd., requested a Conditional Use Permit to
allow establishment of a Heliport at this address in an area adjacent to the park1ng
lot. Previously a helistop had been approved by the Commission on the roof of
Building 80. Pilots have experienced problems with wind currents and propose the
ground level helistop as a substitut10n onlyo Mr. Crowley moved to approve the
request as submitted. Seconded by Murphy and passed unanimously by the members
present. Resolution No. 188.
III. Public Hearing - Charles Elston, V-36-67
Charles Elston, 3740 Wisteria, Lot 72, Tract 6173, requested a variance to permit
construct10n of a swimming pool with equipment/dressin~ room cabana encroaching
into the side and rear yard setback. Property abuts stOrm dra1n channel on rear.
After discussion, application was modified to request encroachment into rear yard
only. Mr. Crowley moved to approve revised request. Seconded bv Mr. Murphy and
passed unanimously by the members present. Resolution No. 189.
IV. Public Hearing - Wilbur Molander, V-37-67
Mr. Molander, 1728 Catalina, Lot 317, Tract 2590, requests a var1ance to permit
construction of an additon to an existin~ dwel1in~ which would encroach 2' into
the rear yard setback. Mr. Murphy moved to approve the request with the condition
that the addition match the eX1sting architecture. Seconded by Mr. Peters and
passed unanimously by the members present. Resolution No. 1900

v. Public Hearing - Proposed Amendment Concern1ng Proper Definition, Zone
Classification and Controls for Use "Ambulance Service"
Request for business license necess1tated establishment of definition, zone
and controls for Ambulance Service. General d1scussion of area and controls.

Mr. Crowley moved to recommend to the City Council an amendment to the ordinance
defining the use Ambulance Service, establishing the C-l Zone as the proper zone
subject to the issuance of a Conditional Use Permit. and establishing the
off-street parking requirements as 1 space for each service vehicle plus 1 space
for each employee on the premises. Seconded by Mr. Murphy and passed unan1mously
by the members present. Resolut10n No. 191.
VI. Plan Review - Rossmoor Business Center, PR-2l-67
Rossmoor Business Center presented plans for an identif1cation directory sign .
similar to existing signs and conforming to established plan for the center.
Mr. Murphy moved to approve as presented. Seconded by Mr. Peters and passed
unanimously by the member~ present. Resolution No. 192.
VII. Determination of Zone - David Stangeland
David Stangeland, through a letter from his attorney. Jim Bentson, requests an
interpretation on whether a restaurant or coffee shop with on-sale beer is a
proper use in~la zone allowing restaurant or coffee shop. After general
discussion. it was moved and seconded to continue cons1deration of this request
after receiving a legal opinion from the City Attorney.
VIII. Other Business
The Secretary advised that the City Council had granted an extension of time to
Suburbia.
Discussion of sections to be studied for possible revision as well as new areas
to be investigated and ordinance drafted. Secretary directed to set public hearing
for street rights-of-way.
No other business, the meeting was adjourned at 9:20 P.M.
