MINUTES OF PLANNING COMMISSION MEETING OF NOVEMBER 29p 1967 The Seal Beach Plann1ng Commission met in regular adJourned session on Wednesdayp November 29, 1967, in the Auditorium at City Hall. Present: Absent: Boeger. Crowley, Lanning. Peters Murphy Meeting was called to order by Cha1rman Boeger at 7:30 P.M. Mr. Murphy arrived at 7:35 P.M. I. Continued Public Hearing - Golden Ra1D Foundation, CZ-1-67, UV-5-67, SP-3-67 Concurrent public hearings were opened on the three above applications from Golden Rain Foundation on November 8, 1967. and were continued to this date. The Chairman read a synopsis of proceedings of the la~t meeting and requested the City Attorney to g1ve a legal opinion advis1ng the Commission on the proper legal methods for them to follow and as to the legal owners and their r1~hts and responsibilities 1n submitting the applicat10ns. Secretary read letter from County Tax Assessor clar1fying any effect a change of zone would have on assessment of property. Secretary also stated that the City could not foresee establishment of any future commercial areas 1n Le1sure World since lack of offstreet park1ng facilities would prohibit 1t. Mr. William A. Williams, attorney for Golden Rain Foundat10n presented resolut10ns of approval of the request made by the Board of Directors from Mutuals 1. 2, 3, 4, 5, 7, 9, 11 and 14. Mr. Keating of Mutual 7 protested inclusion of the resolution from h1s mutual. City Attorney advised that their minutes would have to stand unt1l the Commission was offic1ally advised to the contrary. Mrs. Hast1ngs presented a pet1tion signed by l,610 residents of Leisure World protesting the change of zone for the amphitheater area. General d1scussion followed. Public hear1ng was closed on all of subJect applications at 9:00 P.M. Chairman Boeger declared a recess at 9:00 P.M. Meeting reconvened at 9:18 P.M. Secretary explained C-O, Professional Office Zone, and read allowable uses. This would be the most restr1ctive profess10nal and service type businesses only. He recommended that the Commission determine that Administrative Offices and Newspaper Off1ces (with no printing production) are acceptable uses in said zone since they are not specifically listed. Mr. Murphy moved to recommend to the City Council the adoption of an amendment changing the zone on Lot 3, Tract 4401, from R-3-PD to C-O, Professional Office Zone. and stipulating Administrative Office and Newspaper Office (w1th no pr1nting production) as reasonable uses 1n this zone. Seconded by Mr. Peters and passed unanimously. Resolution No. 187.
