MINUTES OF PLANNING COMMISSION MEETING OF NOVEMBER l, 1967 The Seal Beach Planning Comm1ssion met in regular session on Wednesday, November I, 1967, in the Counc11 Chamber at City Hall. Present: Absent: Boeger, Crowley, Lanning, Peters Murphy Meet1ng was called to order by Chairman Boeger at 7:30 P.M. Minutes of the meeting of October l8, 1967 approved. I. Public Hearing - Esther Steinman, V-31-67 Esther A. Steinman, 1107 Central Ave., Seal Beach, requested a variance to allow construction of a 4 unit apartment on a wedge shaped lot having 3,341 square feet of area. In addition, a variance from the rear yard setback requirement is requested because the parcel has no access to the alley as is typical in the area. No protests were received. Mr. Crowley moved to approve a variance allowing a minimum 4 foot rear yard and a maximum of 4 units on Assessor's Parcel No. 043-053-ll because of shape of lot and no alley access. All units must meet minimum code requirements. Seconded by Mrs. Lann1ng and passed unanimously by the members present. Resolution No. 174. II. Public Hearing - M. A. Sharon, V-32-67 M. A. Sharon, 709 E. 3rd St., Long Beach, requested a variance to permit construction of a 15 unit apartment on a parcel with 8,8l3 square feet and a 4' rear yard. Property is described as Lots 38, 40, and 42, Block 10, Bay City Tract (140 10th St.). Three alternate plans submitted, two of which would require side yard variance. No protests received. Proposed plans conform with concept of general plan in allowing bonus units for accumulation and redevelopment of small lots w1th substandard buildings. Plans A and C rejected and Plan B approved w1th maximum of 2'6" balcony project10n. 4' rear yard acceptable if minimum of 16' wide exit provided and used as exit only. Mr. Peters moved to ppprove request in accordance with conditions above. Seconded by Mrs. Lanning and passed unanimously by the members present. Resolution No. 175. III. Pub11c Hearing - Frank Semasko, V-33-67 Frank Semasko, l30 Dolphin Ave., Seal Beach, requested a variance to permit construction of a garage with an upstairs apartment with the second story encroaching 4 feet into the rear yard. Basic purpose of large rear yard setback is to provide turning radius which would not be affected by second story. Similar variances have been granted. Mr. Crowley moved to approve the request. Seconded by Mr. Peters and passed unanimously by the members present. Resolution No. l76. IV. Plan Review, Edgar Prine, PR-l6-67 Edgar K. Prine, 302 Main St., Seal Beach, presented plans for revised internally lighted fascia sign panels and projecting roof mounted sign panel for drug store located at above address. Basically the same as existing signs, new copy only. Conforms to Uniform Sign Code. Mrs. Lanning moved to approve plans as presented. Seconded by Mr. Crowley and passed unanimously by the members present. Resolution No. l77. e e . V. Plan Review - Bixby Ranch COOt PR-17-67 Bixby Ranch Co.. 523 W. 6th Sto, Los Angeles, presented plans for development of a new Mobil Oil Corp. auto service station to be located at the northeast corner of Lampson Avenue and future Basswood Avenue. Plans generally conform with newly adopted development standards. Revolving signs not allowed by code. Curb cuts approved by City Eng1neer based on traffic volume. All frontage improvements on both streets to be installed by developer. Rendering of architectural design exhibited showing conformance with design of Old Ranch Country Club. Mr. Crowley moved to approve the plans subJect to conditions stated above. Seconded by Mrs. Lanning and passed unanimously by the members present. Resolution No. l78. VI. Plan Review - Bixby Ranch CO.p PR-l8-67 Bixby Ranch Coo, 523 W. 6th St., Los Angeles, presented plans for development of a new Mobil Oil Corp. auto service station to be located on Los Alamitos Blvd. opposite Rossmoor Shopping Center. Similar architectural design as Old Ranch Country Club. Same condit10ns as above includ1ng non-rotating sign. Utility connections must be approved by City Council. Mr. Crowley moved to approve the plans subject to cond1tions statedo Seconded by Mr. Peters and passed unanimously by the members present. Resolution No. 179. VII. Public Hearing - Determination of proper zoning class1fication and controls for "Drive-In" Restaurant Use. . "Drive-In" Restaurant not IIpecified in ordinance, but referred to in limitations under Zones C-2 and C-3. Discussion of special controls needed regard1ng lighting. traffic, and distance from residential zones. Hearing continued for further discussion. VIIIo Other Business Commissioners advised of public hearings scheduled for other November meetings. Discussion of other areas of the ordinance to be considered in the future; front yard requirements, public parking d1stricts in residential zones, apartments over garages when total parcel not redeveloped, etc. No further business, the meeting was adjourned at 9:l5 P.M. until Wednesday, November 8, 1967, at 7:30 P.M. ~~~ ois Arnold; Reeording .
