MINUTes OF PLANNING COMMISSION MEETING OF OCTOBER 18, 1967
The Seal Beach Plann1ng Comm1SS1on met 1n regular seSS10n on Wednesday, October
18, 1967, 1n the Counc1l Chamber at C1ty Hall.

Meet1ng was called to order by Cha1rman Boeger at 7:30 P.li.
M1nutes of the meet1ng of October 4, 1967, were approved as read.
1. Le1sure World Request for Commerc1al Use
The Golden Ra1n Foundat10n has subm1tted the followlng app11catlons: CZ-1-67
(Rezon1ng to Commercial Use), UV-5-67 (Use Var1ance for Comnerc1al), and
CP-3-67 (Cond1t10nal Use Perm1t). Because of the nature of the s1tuat10n, and
because pub11c hear1ngs should be held on each of thec;e app11cat10ns (wh1ch can
be heard concurrently), the Chairman recommended an adJourned meet1ng on Wednesday,
November 8, 1967 at 7:30 P.M. It was suggested that notices be put on the Le1sure
World Bullet1n Board, In the Med1cal Center BU1ld1ng Rnd cards ma1led to ea~h
mutual agency.
2. Cont1nuat1on of Pub11c Hear1ng - Dunn-Laugher, UV-4-67
.
OrLg1nal request was for Use Variance to construct a 3 story, 6 unlt apartment
bU1ld1ng and 6 garages 1n a C-l zone on Seal Way (adJacent to Dave's Harburger).
The park1ng arrangement was very poor and one more un1t was requested than allowed
by code.
New rev1sed plans have been subm1tted WhlCh are 1mproved compared to the or1g1nals,
reduc1ng the number of un1ts to 5. Park1ng spaces are all at the rear, allow1ng
for tandem park1ng, and backing 1nto the alley. After a general d1scuc;s1on 1t was
agreed there should be an add1tional one foot set-back at the rear, spr1uklers
1nstalled In the automob1le park1ug area, w1th dedlcation of 5' strlp across the
rear of the property for alley wldenlug. Whlle not a part of zon~ug cond1t1ons,
lt was brought out that to conform to bU1ld1ng lnspect10n code, a mlnlmum of two
stalrways would be requ1red.
Mr. Crowley moved th1S request be granted as out11ned by the above cond1tlons.
Seconded by Mr. Peters and passed unan1mously by all members. Resolut10n No. 168.
3. Public Heaung - Wong ArtarneD V-28-67

Wong Artarne, 308 N. Myrtle Ave., Monrovia, Ca11f., represented by P. H. Cox, 201
E. Haven Ave.D Arcad1a, Ca11f. proposed to construct an apartment over~a ~arage,
to overhang 4 feet into the rear yard. Legal description 1S Lot 12, Block l4D
Bay City Tract, Seal Beach, Cal1f., known as 112 14th St. Th1s lS siml1ar to
other varlances granted 1n the past. Varlance is also requested from 4 foot yard
required adJacent to "T-head" alley to a 3 foot setback. EX1st1ng house 1S already
estab119hed at 3 feet. A lengthy d1scussion followed concern1ug the "T-head" alley
situat10n, whether a corner cut-off ded1cat10n should be establlshed 1n these cases,
of a maX1mum 8 foot on each leg, thus widenlng the corner of the alleys to allow
garbage trucks, etc. to dr1ve through. Mr. Cox d1d not know if 1t would be agree-
able with Mr. Artarne to ded1cate the 8 feet to the city, and would have to consult
w1th h1m. Cond1t10n to grant1ng the var1ance to ded1cate corner cut-off of 8 foot,

not effect1ve unt1l recorded. A Mr. Greaves commented on a s1m1lar s1tuat1on he
is hav1ng w1th pub11c and C1ty trucks CrO&S1ng over his dr1veway, break1ng the
concrete, knocking down qafety poles he has 1nstal1ed, etc. He d1dn't have any
part1cular obJect10n, merely comment1ng on h1s exper1ence w1th a narrow entrance
to an alley.
Mr. Crowley ~oved that the var1ance be granted under the above cond1t10ns.
Seconded by Mr. Peters and passed unan1mously. Resolut10n No. 169.
4. Pub11c Hear1ng - Uniom Oil Co., V-29-67
Un10n 011 Co., 461 S. Boylston St., Los Angeles, Ca11f., repreqented by Harold
Sprague, requested var1ance to install a 30 foot h1gh, rotating free-stand1ng
s1gn at an eX1sting Union 011 Station, Bradbury Rd. and Los Alamitos Blvd. A
recent Plan ReV1ew was approved for a part1al remode11ng of th1s stat1on. Th1s
would be the typ1cal Un10n 011 Co. 1nternally 1l1um1nated orange ball. The
recently approved serV1ce station development standards l1mited the he1ght of
these standards to 20 feet. A general d1scuss10n followed regarding th1s part1cular
10cat10n. Because of tall trees, traffic s1gnals, est1mated at 22' to 25'~ the
proposed 30 foot high s1gn would be more effect1ve and aesthetic than the 20 foot
h1gh standard.
Mr. Murphy moved that th1S var1ance be granted to 1nstall the 30 foot h1gh
standard s1gn. Seconded by Mrs. Lann1ng and passed unan1mously. Resolut10n No. 170.
5. Pub11c Hear1ng - Arguelles - V-30-67
Joe Manuel Arguelles, 128 Dolphin St., Seal Beach, requests rear yard variance to
allow construct1on of a garage with second story apartment wh1ch w1ll overhang
6 feet into the requ1red 12 foot rear setback. Alley 1S 12 feet w1de. EX1st1ng
garage and storeroom have been condemned by the city. Th1S var1ance is s1m1lar
to others granted 1n the past for rear overhang. A general d1scuss10n followed
concern1ng a 6 foot cant1lever. The Build1ng Inspector sa1d 1t could be done,
but actually was not feasible. Mrs. Murphy who 11ves d1rectly back of this
property, obJected, mainly because she d1dn't th1nk such var1ances should be
granted to one, when she had a deeper setback. There were no other obJect1ons.
Mr. Peters moved this variance be granted. Seconded by Mr. Murphy and passed
unan1mous1y. Resolut1on No. 171.
Chairman Boeger called for a recess. Meet1ng reconvened at 8:40 P.M.
6. Other Bus1ness
A. The Post Office Department must f1nd a new s1te to build an enclarged faci11ty.
Proposal 1S to construct a new local ma1l d1str1but1on office on the vacant parcel
of land Just west of the Alpha Beta Market 1n the Le1sure World Shopp1ng Center.
Th1s would e11m1nate the present Le15ure World Post Off1ce. The present faci11ty
on Ma1n St. would be ma1nta1ned. Mr. Lee R1sner, C1ty Manager, 1ntroduced Mr. K1ng
of San D1ego representing the Postal Department. Mr. K1ng explained in dcta1l
the 1ntent of the net1 fac1l1ty, shot11ng a porposed drawing of the layout.
D1SCUSS10n followed regard1ng n01se and l1ghting and effect on ne1ghbor1ng
property value. Mr. K1ng agreeable to work out any arrangements necessary to
keep everyone happy.
Mr. Peters moved that Postal D1str1bution Fac1lity be determ1ned as C-l use.
Seconded by tIre Crowley and passed unanimously. Resolut10n NQ. 172.

~ B. Cha1rman instructed secretary to set pub11c hear1ng on Planned Development as
soon as conven1ent.
C. Rev1se Tentat1ve Map 5699 (College Park East). Th1s 1S basically a reV1S1on
of the northwesterly port10n to reduce the street r1ght-of-way w1dths to conform
to the rev1sed widths in other port10ns of the development. Mr. Peters moved
th1S be approved. Seconded by Mr. Murphy and passed unan1mously. Resolut10n No. 173.
D. Orange County Econom1c Development Conference. Mr. Boeger to attend. Other
members to advise.
E. Cha1rman d1rected Secretary to set hear1ng on proper zon1ng or change of zon1n~
for Serv1ce Stat10ns at ear11est date conven1ent. It was noted that city should
get sales 1tems off sidewalk at stat10ns, espec1ally at Un10n 011 stat10n, Le1sure
World Shopp1ng Center,
F. Bernste1n's presented 1nformal plans for proposed remode11ng by convert1ng
passageway between present build1ngs 1nto covered storeroom.
G. Gary Potter had plans for con~truct10n of a duplex at approx. 320 17th St.
(between Landing and P.C.II.) for 1nforma1 presentat10n and d1scuss10n.
