Pursuant to the Brown Act, the Commission cannot discuss or take action on items not on the agenda unless authorized by law. Matters brought before the Commission that are not on the agenda may, at the Commission's discretion, be referred to staff or placed on the next agenda.' VI. Thank you. ~~ 'i SEAL BEACH PARKS AND RECREATION COMMISSION Minutes of March 24, 2004 meeting I. CALL TO ORDER Called to order by Chair. II. PLEDGE OF ALLEGIANCE III. ROLL CALL Present: AnnaBe~h Goering, Dona Smith, Shelly Sustarsic, Carla Watson Absent: Rickie Layman IV. APPROVAL OF AGENDA (By motion of Commission) Agenda approved as submitted. V. ORAL COMMUNICATIONS Jane McCloud, 700 Balboa Drive, S.B., representing the Gum Grove Park Nature Group, updated the Commission on the group's efforts to keep the park clean and natural. They are currently working with Public Works Director Doug Danes to propose written guidelines for the grove. The issues to be considered are fire hazard/safety, restoration of grove, funding, re-foresting and future of the grove. It was clarified that the group's proposed guidelines would be given to Mr. Danes, who would be responsible for review and preparation of a report for City Council consideration. As part of the process, Mr. Danes would forward the item to the Commission at a future date for their input. VI. CONSENT CALENDAR 1. Minutes of February 25, 2004 minutes Consent calendar was approved as submitted. VII. AGENDA ITEMS -1. Permanent Canine Use Area at Arbor Park Assistant City Manager June Yotsuya provided a brief background regarding the temporary area designated in Arbor Park for canine use. The overall response to the park has been positive and staff requested that the Commission consider creating a permanent canine area at the park. In addition, the Commission was asked to consider including a separate area for small dogs and whether to charge a separate fee for non- residents. The following individuals provided community comments: Glen Raben, 4301 Femtree, S.B. - park doing better then anticipated, 30 dogs average per day; the 2-acre site serves as a community gathering place for dogs and people, does not feel there is a need for a small dog area. Agenda Item ~ 2. ~ . Janet Pignulio, 5381 Anthony, Garden Grove -loves the park, doesn't live in City but is very close; park serves as a social place. Abbey Raben, 4301 Ferntree, S.B. - dogs are well behaved, better than expected, no need for small dog area at this time, leave it open for now, positive addition to the community. Mary Eason, 11459 Antecost Way, Cypress - small dog owner, great for the community, not just Seal Beach, willing to pay non-resident fee. Susan Steele, 6808 Pritchard Way, Cypress - wonderful setting, willing to pay a fee, how about a tag or sticker. Commissioner comments included: Dona Smith - visited park, enjoyed it, people and dogs were getting along. Carla Watson - positive for community, try an honor system for any additional fees AnnaBeth Go.ering - concerns regarding policing of park, is peer pressure adequate, supports honor system, how to keep dog handler business out of park (3 dog maximum). Shelly Sustarsic - concerned about any problems with aggressive dogs Commission discussed the issues of making the dog park permanent, setting aside a small dog area and charging fees, and recommended the following: 1) Create a permanent dog park area at Arbor Park; 2) No need to include a separate areafor small/senior dogs; and 3) Adding a nominal addition to dog licenses to recoup the initial cost of investment is okay. Does not recommend any additional or non-resident fees as this time - suggest implementing an honor system where people deposit money in a drop box when they use the park. 2. Founder's Day Committee Planning The Commission agreed to meet earlier at 6:00 p.m. on March 24, 2004 to work on the planning of Founder's Day activities. VIII. ADJOURN Meeting adjourned to April 28, 2004 at 6:00 p.m. AGENDA REPORT DATE: April 28, 2004 TO: Parks and Recreation Commissioners VIA: June Y otsuya, Assistant City Manager FROM: Captain John Schaefer and Corporal Raul Ahumada SUBJECT: Zoeter Park Skateboard Facility SUMMARY OF REQUEST Commission to receive and file information presented by Captain Schaefer and Corporal Ahumada in reference to the Zoeter Park Skateboard Facility and surrounding area. DISCUSSION In 2001 the City Council authorized the use of a portion of the Zoeter School facility for a skate park to be operated by the City of Seal Beach through the Parks and Recreation Department. In the past year the Police Department has noted a significant increase in activity in and around the Skate Park. An internal assessment of the skateboard facility, including calls for service, arrests, complaints, and other associated activities, was conducted. As a result of that internal assessment the Police Department has identified issues of trespassing, narcotic and alcohol consumption by juveniles and adults~ littering, physical altercations, and noise complaints by residents and businesses. Additional issues of concern include faulty equipment or equipment in need of repair, and a lack of accessibility for a police or fire response in the case of an emergency , The Police Department and the Recreation Department believe that the Parks and Recreation Commission should consider possible modifications to the Skate Park and surrounding area to bring it more in line with the operation initially envisioned by the Commission and City Council; a Skate Park that provides a safe environment for those who visit and use the park as well as a compatible use for those who live or conduct business around the park. Staffwill provide a PowerPoint presentation to the Commission that will include several suggestions to enhance the facility and surrounding area in an effort to reduce the issues of concern as stated above and meet the original intent of the City Council.
