VI. AGENDA ITEMS
1. Park Field Use Policy
Chuck Anderson, 232 College Park Drive, S. B. and John Luther, 1 DB Dartmouth Circle,
S.B., expressed concern regarding the baseball-field use policy at Edison Park. Mr.
Anderson, in particular, felt that he was being excluded from use of the field.
Recreation Supervisor Kirk Zuniga explained that during baseball season, the sports
leagues have priority use of the fields in Seal Beach and Los Alamitos per the Sports
Board (comprised of Los Alamitos School District and the cities of Seal Beach and Los
Alamitos). This policy has been in place for over ten years. The sports leagues are still
required to submit rental application forms and pay' all fees, and are filled on a first-come
first-served basis. A vailable field times not used by the league and during off-season
are rented out on a first-come first-serviced basis. Mr. Zuniga explained to Mr. Anderson
that he was not being excluded from use of the fields. He has not submitted any
applications for off-league time slots. Since Mr. Anderson and Mr. Luther would be
participating in the Los Alamitos Pony League as coaches, the league would determine
field assignments. Mr. Zuniga contacted the Los Alamitos League and the majority of its
participants are from Los Alamitos, therefore, they play mainly on Los Alamitos fields.
Sf. Hedwig School and Seal Beach Kids Baseball Association normally use Edison Park
since their teams have more Seal Beach players. Although Mr. Anderson and Mr.
Luther live in Seal Beach, their team majority is from Los Alamitos and are participants in
a Los Alamitos league. Mr. Zuniga stated that at the'end of the season, he would meet
with the Sports Board to review member composition of the various leagues and their
use of available fields. The commissioners discussed ,this item and concurred with the
current use policy.

VII. MANAGER'S REPORT - Informational items
1. Resignation of District 5 Commissioner.
Assistant City Manager June Yotsuya reported that Norma Sue Chance had resign.ed as
District 5 Commissioner. Due to health reasons, she would not be able to continue to
serve on the commission.
2. Founders Day
Ms. Yotsuya provided information on past Founder's Day activities as a starting point for
discussion with the Commission. Ms. Watson and Ms. Sustarsic volunteered to co-chair
a subcommittee to oversee the Founder's Day activities and fundraising efforts.

SUMMARY OF REQUEST
Commission to consider setting goals and timeline for event patterned after similar past activities. The
Commission should consider establishing a date for the Founder's Day program and also consider
potential use of entertainment that have early reservation requirements.
DISCUSSION
Recreation Supervisor Kathleen McGlynn has compiled additional information for the Commission and
its subcommittee to consider when establishing its goals and timeline for the Founder's Day event. Based
on the information provided, if the commission/committee would like to provide carnival services as in
past events, these companies suggest at least a one year in advance reservation to secure the date, and
other amenities such as booths, rides and special requests. They also require a 50% deposit at time of
booking that can be covered by existing Founder's Day startup funds.

Subject: Founders Day 2005
The Founders Day Committee should meet to set goals and timelines for the upcoming
85th annual city celebration event. Please utilize this information as a conversation
starting point. Typically the carnival companies suggest at least one year in advance
reservation to secure booths, rides and special requests. At the time of booking a 50%
deposit is required.
I suggest that we meet to discuss the event and contact vendors, musicians, puppeteers
and other entertainment possibilities. I have taken the liberty to request information and
current pricing from Carnival' Services whom the Committee has dealt with in the past.
Their information is attached and can be used as a starting block for the upcoming
planning meetings. Thereafter, fundraising and marketing plans can be initiated and
timelines set well in advance to achieve the budgetary goals of the event.
Events in the past included a golf tournament and Carla Watson is more familiar with the
budget and inner 'workings of that event. Also, every club and organization within the
city and neighboring Los Alamitos and Rossmoor are invited to participate. Groups
managed booths, sponsored rides, chaired committees, provided food, children's
activities and much more. Local school bands entertained and recreation contract
instructors and their students demonstrated skills and specialties.
The Day on the Green included a parade and community celebration on the Electric
Avenue Greenbelt. Special rides and apparatus included the following items. The prices
listed are those of 5 years ago and the current prices.

I suggest the use of generators for this event and the electricity on the g~en belt may be
inadequate to handle all these demands. Generator -large ($150), medIum ($125), small
($75)
A couple of bands were booked including a Dixieland band, a children's band and a
strong closing group like Gregg Young and the Second Street Band. Perhaps Eddie
Montana, a resident musician and storeowner may be interested.
Franklin Marionettes was also a very popular attraction with 2, ~ hour performances
geared to the younger audience. I have contacted the company asking for prices and open
dates for October '05 as well. Preschools and scouts helped with face painting, ring toss,
and preschool arts and crafts booths.
These are just a few items to discuss and start working on. I am sure the committee may
have additional suggestions. Below is an event day of schedule for your review.
