SEAL BEACH PARKS AND RECREATION COMMISSION Minutes of.October 22,2003 meeting I. CALL TO ORDER Called to order by Chair. II. PLEDGE OF ALLEGIANCE III. CONSENT CALENDAR 1. Minutes of September 10, 2003 minutes Consent calendar was approved as submitted. VI. AGENDA ITEMS 1. Helmman Ranch Educational Center Update Agenda item was received and filed by Commission. VII. MANAGER'S REPORT - Informational items 1. Introduction of new District 5 Commissioner. Assistant City Manager June Yotsuya reported that Andy Rohman had resigned as District 5 Commissioner. At the last Council meeting, Council Member Doane appointed Norma Sue Chance to represent his district. Ms. Chance was introduced to the Commission. 2. Oral Update on Recreation Issues Ms. Yotsuya provided a brief update on several issues: 1). Hellman Ranch - the proposed educational center was submitted to Coastal Commission for approval; 2) Tennis Club - 65 interested parties/individuals were sent RFP's, advertised online through several tennis associations as well as sent out initial RFP's to local tennis pros/companies that City was aware of, RFP's due Thursday, October 23, anticipating 2-3 viable bids; 3) Proposed Canine Use at Arbor Park - due to continuing interest for a play area for canines at Arbor Park, Public Works Department plans to present a Agenda Item -g..-l .. proposal to City Council designating an area of the Arbor Park for canine use, proposed trial period will be four to six months. Any recommendations for continued use of the park for that purpose after the trial period ends will be brought forward to the Parks and Recreation Commission and subsequently to the City Council for consideration; 4) Public Works will be going out to RFP for a company to do a facility inventory of all City property and its uses and conditions in preparation for any capital improvement requests and priorities for the next budget round, do not anticipate having completed information until April; 5) Gum Grove Park - in response to some complaints received, staff followed up ana the graffiti has been removed. Orange County Fire Authority will be responsible for the removal of overgrown weeds and bush that may contribute to a fire hazard in the area; Ms. Yotsuya invited the Commissioners to attend an Instructor Meet and Greet that the Recreation and Community Services staff will be hosting on November 11, 2003. It will be an opportunity for current instructors to get to know their fellow counterparts and to meet many of the department's part-time staff who assist the programs as well as for staff to meet the instructors. The get-together will have some food and soft drinks from 6:30-7:30 p.m. on Tuesday, November 20. VIII. COMMISSION CONCERNS The Commission cancelled the November meeting. Ms. Watson was interested in providing background information to the Commission on DWP property located near Ocean Avenue and First Street in Seal Beach. She had a copy of a Power Point presentation that she requested be distributed to the group. Ms. Yotsuya suggested that this information could be mailed to the Commissioners and that including any recent City Council reports on the potential development of DWP property would be helpful. Ms. Yotsuya also mentioned that Council Members Antos and Yost would be hosting an informational meeting on the subject matter on November 17 at 7 p.m. in the City Council Chamber. IX. ADJOURN Meeting adjourned to January 28, 2004 at 7:00 p.m. i AGENDA REPORT DATE: January 28,2004 TO: Parks and Recreation Commissioners FROM: June Y otsuya, Assistant City Manager SUBJECT: Park Fiel~ Use Policy SUMMARY OF REQUEST Commission to receive and file information. DISCUSSION Several individuals from College Park West recently had questions about field use at Edison Park. One of the concerns was about priority use of the baseball fields at Edison. Since we have newer members on the Commission, a report prepared by Kirk Zuniga, Recreation Supervisor, regarding the City's long existing policy on park field use has been submitted to the Commission ~ an information item. Many years ago, the cities of Seal Beach and Los Alamitos, along with the Los Alamitos School District formed a Sports Board to help streamline use of the fields in the area for all local youth sports organizations. During the sports season, priority use is given to local sports leagues. In the case of baseball, the leagues are either City-sponsored or Seal Beach Kids Baseball Association and the local pony leagues such as Los Alamitos and St. Hedwig. These organizatio~ are required to submit rental agreement applications each year and are subject to the fee structures established by each local government agency. A question was posed as to how fields are assigned (i.e. ifl live in College Park West, why can't I practice and play at Edison Park and do I have to pay fees for use when I do extra prep work on the fields?). If a local resident coaches or participates in a local team that is part of tJIe sports leagues, the sports-organization pays for all the rental use fees. As a rental, the sports organizations make their own determinations on field and play assignments. Last year, a few parents from CPW approached Public Works and Recreation about using the fields during the off-season. They wanted to do some field upkeep. At that time, Mr. Zuniga agreed to waive rental fees for that particular rental use in exchange for the additional field prep; However, the fields require ongoing maintenance and Mr. Zuniga did not commit to any ongoing priority use of the fields. Public Works provides basic field and landscape maintenance at the parlcs through its landscape contractor. The leagues that rent the fields provid,e their own equipment and prep for their use. As m~n~oned earlier, during baseball season, the youth baseball leagues have had priority'use and that has been the field policy for many years. These l~agues include and serve our Seal Beach youth. Off-season Agenda Item Irr. -I March 25, 2002 City Council Agenda Report - Restricted Use at Zoeter Field for Dog Play Page 2 and field times outside league use are available per rental requests and are subject to application and fee requirements. The City has had other circumstances where organizations have donated or provided improvements to our facilities that did not give them immediate priority use of those facilities. This included A YSO soccer use of Arbor Park (until they recently entered into a formal agreement with the City). The lOK Run Committee and Lions Club have donated money and equipment to the Marina Center but do not have priority use of the facility and are also subject to reservation and fee procedures. As an information item, staff has not received any applications this year for field rentals from any individuals outside the local sports organizations. The sports organizations will be meeting shortly with all team coaches and have indicated that they will emphasize a review of field assignment policies with everyone since they have several new participants this year. This approach may help alleviate any confusion or lack of information that may exi.st among the participants. Kirk Zuniga, Recreation Supervisor SUBJECT: Arbor, Edison Park Field Use SUMMARY OF REQUEST: Edison, Arbor Park Field Rentals BACKGROUND: Ten years ago a local Sports Board was formed between Los Alamitos Recreation, Seal Beach Recreation and Los Alamitos School District to help streamline use of fields for all youth sports organizations. Two months before fall, and spring Sports seasons, the board meets with all groups to allocate field use. Field permits and insurance certificates are issued at this time. Each organization is responsible to allocate their assigned fields to their teams. If, and when any coach calls for a field rental, they are directed to call their organizations director for field use. This has made it more efficient for Recreation Supervisors to maintain fields and control any problems that may occur during the usage of these ,fields. Edison, and Arbor Park is used by the ~eal Beach Kids baseball league and St. Hedwig'league. They have these fields Monday through Thursday. There is no rental given to those groups on Friday through Sunday. Both Seal Beach Kids Baseball and Hedwig both filled out request in December. No other written requests have been received by our department for use of these fields. During team's off-season, field use is given on a first come basis. In September of 2003, Chuck Anderson approached the department for use of Edison Park for some local youth- to practice. In lieu of fee, $5/hr, his group. would maintain the field, water drag etc... Their group also painted the backstop and build up a pitching mound for a nice place for their kid's to practice. Their permit ended in November. No other promises were made for field use in the future. The week of January 12,2004, I received a call from Adam Zinero requesting use of Edison Field. At that time' I already received an application for Seal Beach Kids Baseball and Hedwig for use of the same field. At that time I explained the use agreement we have with the other youth baseball teams and he needed to contact his groups field director for field use. He then explained to me he had helped in the work done at Edison-ball field, and felt this wou1q. give him use priority. A follow up call went to Chuck Anderson my original contact on this issue and explained to ~m the use permit system both Los Alamitos Recreation and Seal Beach uses. I received two other calls from local teams wanting to use Edison Field for their practice. At that time I also, directed them to their organization and they would give them practice time. --. .. ~ I A I then received a third call from John Luther and explained. to him the process on field rental. He said he talked to Chuck Anderson and was getting information that did not make sense to him and decided. to call me to clear things up. After explaining the process to him he understood and, he told me he would talk to the other parties and clear up the misinformation. f r.: A call to the Los Al Pony League Director Gary Bufther, he explained to me that his league hasn't had teams formed yet. They have scheduled. a meeting on Thursday, January 22, and practice fields fortheir league would be given then. He also stated he would explain the process to all coaches on field use. All local baseball season run from February through June. During the off-season fields can be rented by any group if available on a first come basis. All groups are responsible to provide their own bases, equipment etc... while using the fields. Recreation Directors, Mark Wagner and Andy Seymour helped in the development of the Sports Board some ten years ago. Knowing the limited use of places to practice, this group was developed to create ample time and space for all local teams to practice. Due to the many different location of fields, practice fields were allocated to the proximity of the leagues highest percentage of residence. Los Al Pony has a high percentage of Los Alamitos residences therefore most of the fields in Los Alamitos are given to that league. Hedwig, and Seal Beach Kids'.Baseball is done the same way. In the past there have been more Seal Beach residences that play at Hedwig so they have always used : . "'- Arbor and Edison Park, and a few fields in Rossmorr. Seal Beach Kids Baseball Use Arbor, Edison McGaugh and Zoeter for their practices. Any changes in field allocation would be made at the next year's Sports Board meeting in November. DISCUSSION At their October 27, 2003 meeting, the City Council authorized the City Manager to implement a trial canine use area at Arbor Park for four to six months. . Provided with this report are copies of the attachments submitted at that time that include map location and suggested canine ar~a rules. Public Works has installed a temporary fence to enclose the designated area and included trashcans, benches, plastic doggy bags and a water fountain connection for dog use. On January 6, 2004, the City held a "ribbon cutting" of the canine area and opened the area for public canine use. During the next four to six months, Public Works and Police will monitor the area and prepare an evaluation report for consideration at the end of the trial period. DISCUSSION Unfortunately our newest commissioner, Norma Sue Clance has developed health problems that preclude her continuing as a Parks and Recreation Commissioner. She submitted her resignation in January. Council Member Doane anticipates making another appointment before the Commission meets again in February. The parade will feature the Los Aiamitos. High School Band, the Dixieland Band playing on a 60-foot- long train, Miss Seal Beach, Miss LosAlamitos, Miss Cypress and their courts, as well as m~ny local service groups. . Since the day's theme IS Surf's Up 2000, organizers hope to honor Seal Beach. surfing history and famous local surfing grel!ts. The parade will be taped by SBTY3 to be shown on television. All proceeds from ticket and food sales will be used by Seal Beach Parks and Recreation to improve park facilities. Another Founder's Day event will be a dinner-dance from 7 to 11:30 p.m. on. Friday, Oct. 13, at the Old Ranch Country Club. T~e cost of $25 per person includes a Mexican buffet and danc- ing to live music. Tickets, as well as Founder's Day T-shirts and sweatshirts, are available from Watson, as well as at the Oct. 7 festivities. The Founders Day Committee is raisng funds for the SAVE OUR POOL drive and that any co~tribution you would like to ~ak.e will go to this project. The marching order of entrants in the parade will be printed in theOcotber 2 edition of the SUN and the News Enterprise. Find your assigned number/position. 3. Saturday., Ocotber 4 - arrive no later than 11 a.m. and report to Schelly Sustarsic, the parade chair. She will be at the corner of Electric and 11 th Street (north side). 4. The parade begins at 11:30 a.m. 5. The parade will proceed around the Electric Avenue Green Belt once and disassemble into the Green Belt for the afternoon activities. If you are driving a vehicle in the parade, once you've driven around the Green Belt once you will exit Electric by turning up, onto 11th Street from where you began. You may park your vehicle there for the rest of the day. ' . , 6. For those who are marching in the parade, the 8th Street Parking lot is open for your convenience at no charge if you enter the lot before 11:30 a.m. , 7. For those groups that will be marching with dogS/animals, you must carry a bag for clean up. Remember that city ordinances do not permit dogs in any city parks. . . 8.
