COMMISSION CONCERNS It was discussed that two of the commissioners, Ricki Layman and Andy Rohman, would be on vacation in March and would not be able to attend the next commission meeting. The commissioners concurred that unless there were any important issues, the March meeting will be cancelled. XI. AGENDA REPORT DATE: April 23, 2003 TO: Honorable 'Chair and Members of the Commission FROM: June Y otsuya, Assistant City Manager SUBJECT: INFORMATION ITEM - LANDSCAPE MAINTENANCE FOR CITY PARKS SUMMARY OF REOUEST: Receive and file staff report. BACKGROUND: At their April 14, 2003 meeting, the City Council approved award of a service contract for Landscape Maintenance to Mariposa Horticultural Enterprises, Inc. The new contractor will provide landscape maintenance of. the City's parks, medians and facility grounds. The Public Works Department has determined through the request for proposal process that outsourcing this function will help save money by eliminating capital equipment and associated costs, decrease potential worker's compensation claims, out increase service levels through a performance-based contract with the new service provider. As part of the request for proposal process, Public Works required that potential firms provide their professional opinion of the current condition of the landscape areas. Provided for your information are Mariposa Horticultural Enterprises, Inc. evaluations sections regarding existing conditions in City in the parks that would be addressed through the new landscape maintenance program. FISCAL IMPACT: Public Works Department determined that the landscape maintenance contract was within budget limits established for labor and contract services, materials and equipment. ES-1 PA-1 Arbor Park sign - Overall this park is pretty good. The main problem here is old gopher holes in the turf. This presents a hazard when playing, on the field. PA-1 South side of park along the access road - Toward the East end it has been neglected. High weeds are present and the trees.(which have been going donnant since November) have not had the leaves cleaned from underneath them. This place should be cleared and planted. If not planted, at least wood chips pla~ there'on top of landscape fabric. , PA-1 Broadleaf weeds in turf - Here is a typical example ofthe broadleaf weeds that are present throughout the turf area. PA-1 gopher activity - This is typical of the gopher activity in numerous areas in the turf. Many of the older holes are difficult to see, however, if you walk around you can feel the unevenness of the turf. Numerous hard to find holes, just big enough for a small child's foot are throughout the turf area. Solution: institute a rodent control program and methodically fill in the existing holes. Evaluation Section PA-.1 Arbor Park (11 AC) ES-2 PA-1 more broadleaf weeds In the turf - Another example of the broadleaf PA-1 poor weeding and string trimming. - Here's an example of poor ,weeds present in the turf. Solution: spray the turf with a selective herbicide weeding and string trimming on the West side of the baseball dla~ond. for broadleaf control. Then, schedule pre-emergent applications. ~ PA-1 bare areas in turf - Due to compaction, these areas have become bare. The bermuda grass in areas like this is thin or completely missing. Solution: complete turf renovation and selective soli prep and sod planting in the bare areas. In the other areas the turf should be reseeded in the spring with bermuda grass. Aeriation should fake place monthly with an adequate fertilization program. Every year the turf should be renovated and reseeded. The play on the field should be moved and some areas off PA-1 poor leaf pick-up around the baseball diamond - Apparently the leaves are blown off of the hardscape into the turf. During mowing the tractor mower blows the leaves around and when the wind picks up it is blown back onto the hardscape. PA-2 planter beds on the West side of,the park - The shrubs in these areas have become overgrown and need thinning. Weeds and excess leaves are also present . PA-2 more planter beds West side of park - The weeds have become excessive in the planter areas. This is obvious in this photograph. PA-2 turf area throughout the park - This is an example of the broadleaf weed infestation in the turf area of this park. Solution: Spray a broad leaf weed control herbicide. Schedule yearly applications of pre-emergent herbicides and institute adequate cultural practices ( seriation, de-thatching. re-seeding, and fertilization.) 't .\-" ES-4 .,-.~..,.... Evaluation Section PA-3 Bluebell Park.(1.3 AC) ES-5, , {~:::~:~;:'r '"'.-- PA-3 Siuebell Park sign - Overall. this park is in very poor condition. Ifs infested with gophers, leaving mounds and holes all over the grass which makes it a hazard to play on. The shrub beds are weedy and the sand play area is full of weeds and leaves. PA-3 looking at parkway next to sand play area' - The fine bladed warm season turf (hybrid bermuda) is being mowed with a rotary mower. This is , not totally unacceptable except that there's a mound that causes unsightly scalping. Remedy, remove grass, lower area and replant with hybrid ," fescue. PA-3 main turf area shot 1 - This is evidence of fresh gopher activity. The park turf is infested with gophers. This is totally unacceptable in that there are no open fields nearby. In essence, this park is the SOURCE of the gopher population for this area. Gopher holes present an extreme hazard to the communily using the park and a liability for the city. PA-3 main turf area shot 2 - This is further evidence of the extensive gopher activity in ,this park. ,\I, Evaluation Section PA-3 Bluebell Park (1.3 AC) ES-6 ~A-3 main turf area shot 3 - There is broadleaf and spotty turf throughout the turf area in the parlt. Remedy: herbicide program with initial kill and folJow-ul' pre-emergents, renovation and reseeding of the turf in the fall. PA-3 north planter bed - The planter bed is choked with weeds and full of leaf debris from the Carolina Cheny bushes. PA-3 Carolina Cheny chlorosis - The hedge of Carolina Cheny bushes in PA-3 weed infestation - Another shot of the horrible weed infestation of the the North planter of the park (South of the tennis courts) exhibits a nutrient North planter. deficiency (probably multiple nutrients.) The .play sand" has now become a combination of sandy loam. Weeds are present throughout Remedy; remove sand and install a safety play surface that can be easily cleaned. l '" ES-7 Evaluation Section PA-4 Almond Park (1.8 AC) ES-8 PA-4 Almond Parle sign - Almond park is in very poor condition. The turf is full of dangerous holes, the ilTigation is a mix of heads, the beds are full of weeds, shrubs are thin and the larger ones are trimmed improperly and the trees need trimming. The turf Is weedy and the thatch is excessive. PA-4 planter near sand play area - A prime example of how bad the weed infestation of the planters is at this park. The bennuda has engulfed this rapheolepis. . PA-4 sand play area - Due to excess leaf build-up over the years the sand play area has become a planting medium. Weeds are present in the sand. Remedy: install a safety play surface that can be cleaned. PA-4 gopher activity - Fresh gopher activity. Remedy: institute an aggressive rodent eradication program immediately. The holes and mounds they leave are hazards to play. Rodents are also a public health issue. Here is a safety issue, where the pop-up impact head is missing its protective lXlver. This is a pUblic safety problem waiting to happen. A child running and falling on this hazard presents a great liability for the city. PA-4 south planter area - The saying goes, .Should you pull the weed or stake it and call it a tree?" PA-4 planter south of basketball courts - This bed is full of weeds and there is no clearly defined edge between the planter and the grass. .' PA-4 overall park view - In general, this park is in poor condition. The trees are also in need of trimming. The clearance on the trees is below 7' over walkways and 14' over roadways. PA-6 North field wet spot near baseball diamond - This is one of the wet spots due to a broken sprinkler head. This lake area is one of the worst The whole area needs regradin,g and the addition of new brick dust. PA-6 North field; wet spot in the m!ddJe of the field - This wet spot appears to have been there for quite some time. People have put wood boards over the area to help solve the problem. A broken head or mainline may be the problem here. t; PA-6 ~orth field, broken head causing a hazard - Here is a head with the top broken off. Clearly presenting a safety hazard. PA-6 North field, newly broken sprinkler head -I spoke with one of the patrons of the park and they described this area as a newly wet spot. Apparently, the other wet spots (due to broken irrigation heads) have been there for quite some time. This is a new one. ~l.' Evaluation Section PA-6 Edison Park (10 AC) ES-14 PA-6 South field. possible dry area. - This area may not be due to irrigation coverage but due to the bermuda turf going dormant. It is suspect because bermuda grass in other areas of the parle: is green in color. Because of the irrigation problems at the North'end of the parle: this area is also suspect. . PA-6 Edison Park, South end near entrance - Here is the South field. Turf renovation and reseeding every year could help the appearance. PA-6 Entry road ground cover edging - Here is an example"of the weed over growth and poor edging of the ground cover along the entry road. PA-6 typical bed weed coverage - The weeds are light in the entry sign bed but are apparent. Evaluation Section ,v fltY~'.~ c. ....~_..' ....... (:~&f~ \ '- PA-6 Edison Park (10 AC) PA-6 heavy weed over growth along entry road - This is extremely heavy Weed growth in the iceplant bed along the West side of the entry road. '!- ,;l.: ES-15 Evaluation Section PA-7 Gum Grove Nature Park (10.5 AC) ES-16 PA-7 Gum Grove Park sign - As a nature area. Gum Grove park is in pretty good shape. However, to really evaluate this park it must be viewed numerous times over the year. Right now the weeds growth from the rain is exploding. If it is routinely cut-down and sprayed then the park is line. If not, then it will be a mess and a lire hazard in the summer. Another general concem about is park is the numerous areas of standing water along the North fence-line'. These areas present a mosqu!to vector hazard. PA-7 parking lot entry slope - Right now Irs covered with broad leaf weeds. Adequate control measures would be to hit the high visibility areas '. quarterly and the entire park twice a year. "Hitting" means weed-whacking with string trimmers down to 2" and a follow-up spray with Round-up herbicide. .,' PA-7 road past gate looking East - For the long term, mulch from tree trimming throughout the city should be dumped and spread near the flat areas next to the road. A 3" covering would reduce weed growth. PA-7 tree problems - It would be prudent to get a price to perform an ISA class III safety trim on all the trees in the park. I noticed numerous areas where dead branches and dangerous conditions existed in regard to the tree care in this park. Evaluation Section .1-' ~~':0' ~:~?ii# (::~'~ . ~;......J ~.-/ tJA-7 Gum Grove Nature Park (10.5 AC) ES-17 .' ~., ....'. t~lt~ PA-7 arundo donax - Arundo donax is one of the most noxious weeds in Southern California and has no place in a natural area. This small clump should be eradicated with a vengeance immediately and continuously sprayed so that it never returns. I noticed no other infestations in the wild _ areas to the North of the park. It would be terrible if this clump infested the wetlands North of the park. . PA-7 east end of the park shot 1 - Further into the park I noticed downed trees which have not been removed. This is one of the few things in the park (besides trash) that should be a part of the regular weekly inspection checks. All the downed trees and branches in these shots have been there for more than one week. There is a hiking trail (used by off-road bicycles) to the Sou1h ofthis shot that meanders , throughout the Eucalyptus trees.- Areas of concern there are erosion. PA-B poor ground cover trimming - The ground cover is not being trimmed. PA-B noxious weeds in the beds - Here is one of the worst weeds in Western United States (if not the world) yellow nutsedge. Aggressive eradication measures should be instituted immediately! I would suggest that this park and PP-4 Ocean Ave. receive litter control twice daily M-F and once daily at the end of the day on Saturday and Sunday. . BACKGROUND: In the past, recreation ~taff has been responsible for the maintenance and the chemical treatment of the pools at McGaugh School. Two recent incidents at the pool site prompted the City to reevaluate the best method of providing safe pool maintenance oper~tion. Two specific incidents included built-up pressure from the exhaust gases inside the pool maintenance room causing a door to blow open and over chlorination of the pool water during use. Fortunately, no injuries occurred. However, as part of the City's new centralized building maintenance program, the Public Works Department solicited proposals from variou.s qualified pool maintenance contractprs and recommended Service First Commercial Pool System. At their April 14, 2003 meeting, the City Council approved award of contract to this company. FISCAL IMPACT: The service contract will be covered through reallocation of funds from existing general fund sources. No new general fund money is necessary to implement this change in service.
