Flag Salute Approval of Agenda Approved and submitted Approval of Minutes Approved and submitted Oral Communications Resident Jerry Anderson: Expressed his concern on the Recreation Department change to the Police Department and questioned how this is a cost saving. Also expressed concern on the Police Department being a • part of Recreation and possible reduction of Police Department services. Leela Donley, Volunteer and resident; gave praise to the Recreation Supervisors on their continued work throughout the relocation. Agenda Items 1. Recreation and Community Services restructuring a. Carla Watson read a letter from resident Jane McCloud expressing her concern on the restructuring of the Recreation Department, letter attached. b. Carla Watson also made it very clear her disappointment on the Commission meeting being canceled at the time of the restructuring. c. Carla Watson expressed great concern that board members were not notified of the change, and had no opportunity for input. Remaining board members shared this concern. 2. McGaugh Pool Deck repair a. Recreation Supervisor Kirk Zuniga indicated the pool deck was resurfaced not replaced. The cracking is due to water damage, which occurred before pool was refurbished. Pool deck will be cleaned and re-coated in the next 2 months. - 3. Solar Heating at McGaugh Pool a. Kirk Zuniga gave a report that solar heating would cause variable temperatures and the solar heating chambers tend to wear at a fast rate due to the commercial pool chemical needs. Solar heating is not a viable option for public pool in our climate. 4. Commission Meetings in Council Chambers and time Change a. Commission requested that all future meetings be held in the Council Chambers and the meetings to start at 6:30 PM. • _5. LAUSD Facility Use Agreement a. All commissioners were given a copy of the proposed agreement. Kirk Zuniga and Captain King explained the LAUSD proposal on fees and ownership of equipment bought by the City. Commissions were asked to review the contract for their input. Director's Report Orville King shared information on his new duties and some of the ways the Recreation Department is developing ways to continue providing quality service to the community. King reported that swim passes can now be sold at the pool, and class registration can be dropped off at City Hall as well as the Police Station. Issuing of key for Sr. activities in the Sr. Center can now be checked out also in city hall for authorized users. Finance department has agreed to process all skate park fees. The Recreation Department has opened communications with Leisure World to enhance/evaluate services for that community. There are also ongoing meetings with Los Alamitos Recreation on possible streamlining of services. Commissioners Concerns Carla Watson stated that to her knowledge no other community combines the PD and Recreation. Questioned why our Recreation Department taken the first big financial reduction. Carla also had concerns on the phone access with the recreation department.. Capt King stated the problem would be fixed by next month, and it is the goal to provide better phone access to Recreation. Carla gave praise to the Recreation Department on their work with the Community Guide and stresses there should be no change in this publication. She expressed concern that the guide would be printed on newsprint. Captain King reported that no such change is currently being studied, and every effort will be made to maintain the quality of the guide. Lisa Chattier echoed the statements made by Carla Watson regarding the relocation and lack of lack of communication from the City regarding the restructure. Her main concern was the Recreation Commission being left out of the loop on the restructuring. Andy Rohman felt that Recreation Department should not be a function of the Police Department. He commented that police managers should be focusing on issues related to law enforcement. - Emily Frazier was questioning the signs posted at City Hall that after January 31, registration would not be taken there. King responded that class registration would continue to be taken at City Hall. Emily had a question on the lack of maintenance at the Senior Center. Captain King stated he would check with our maintenance contract and find a solution for the problem. Schelly Sustarsic stated she is very objective in the Departments change, and felt embarrassed on not knowing until after the fact that such a change was made. Schelly feels there should be more public input on such changes. Orville King gave a report on his duties with the Recreation Department. Carla Watson asked why Recreation on the organization chart. Captain King explained Recreation is now a part of the Police Department organizational chart. Oral Communications Jerry Anderson had questions on the Tennis Club and who will be giving input on that project. He was referred to Engineering. Rita Hayes resident and Director of Recreation at Cal State Long Beach commented on her concern on Recreation Supervisors being front line support. The moving of the department away from the flow of the community would be taking away support and exposure recreation needs. Using different volunteers would not be consistence with daily operation to a recreation department when dealing with the public. Suggested the PD visit other recreation departments to get first hand knowledge on how a recreation department is run. Stated that she would be happy to give her input and suggestion on Recreation needs and questions. She further stated that CSULB recreation is less complex than ours and she has appropriate staffing. She does not believe our staffing levels are appropriate. Adjourn The meeting was adjourned 7:30 PM Next meeting Wednesday. February 27, 6:30 PM Seal Beach Council Chambers
