I. 10k Run Committee Donation
Commission concurred with staff comments that installing an exercise circuit on the Electric Park
greenbelt would not be a viable option due to upkeep and use and that such an installation would
require Planning Commission and Coastal Commission approval. Public Works Director Doug
Danes also commented that the course and equipment would be subject to American with Disabilities
Act(ADA) requirements. The Commission suggested that the 10K Run donations continue to be used
for additional improvements at the Marina Community Center. Commission concurred with
Assistant City Manager June Yotsuya's suggestion to forward Public Works'list of non funded parks,
recreation and landscape projects to the 10K Run Committee for its consideration.
2. Annual Election of Commission Chair and Vice-Chair
Ms. Sustarsic nominated Lisa Chattier for Commission Chair position. Ms. Chattier declined. Ms.
Chattier then nominated Andy Rohman, who also declined. However, Mr. Rohman did volunteer to
serve as Vice-Chair. Commission then discussed asking Carla Watson to serve as next year's chair.
Since she was not present at the meeting to accept the nomination, the annual election was continued
to the next Commission meeting in October.
IX. MANAGER'S REPORTS
Ms. Yotsuya provided information on Recreation's direct phone number (562-799-9660) and its
phone tree that provides access to general and specific recreation programming information. She
also emphasized that residents can access a variety of information via the Internet, including the
recreation brochure and rental forms by going to the City's website www.ci.seal-beach.ca.us or to
http:/sbrecreation.tripod.com.
Ms. Yotsuya also distributed the Commission's phone and address list to each member. She also
mentioned that Recreation would probably not host a Haunted House this year. Recreation provides
such an activity only when a house that is scheduled for remodel or demolition, and with owner's
permission, is available. No such homes exist at this time.
X. COMMISSION CONCERNS
Ms. Chattier expressed her appreciation for the new playground equipment at Edison Park.
Ms. Layman mentioned that she had been curious about the swings at the beach tot lot but found her
answer in the staff report that indicated all playground equipment would be installed by November.
Ms. Layman also asked if there was an alternate location for the middle school dances. Ms. Yotsuya
reported that since the City does not have an alternate site available, suggestions were shared with
interested students that they work with the Los Alamitos School District middle school principals,
staff and PTA's to see if dances could be held at their respective school sites.
Ms. Sustarsic asked that the meeting times be changed from 6:30 p.m. to 7:00 p.m. Ms. Yotsuya also
asked that the Commission consider using the City Manager's Conference Room as its regular
meeting place. In the event of a large audience, the Commission could relocate into the Council
Chamber. Commission members concurred with both suggestions.
Mr. Rohman had a question regarding terms of commissioners. Ms. Yotsuya explained that the list of
Commissioner's phone and address information also provides information regarding when each
commissioner's term expires. Ms. Chattier also mentioned that in the past, her Council Member has
sent a letter regarding interest in reappointment just before the end of her term.

Approved and Submitted. Ricki Layman abstained minutes. One correction that Schelly Suatarstic comment on
the Middle School dances was what was told to her, not from what she observed.

Agenda Items
A. 10k Committee Donation Report. June explained some of the donation ideas the 10k committee has
suggested. One of the ideas was a fitness par course be built on the green belt. The commission felt
this was not a viable option, due to upkeep and use. June also reported a fitness course would he
subject to planning commission approval and costal commission approval. Doug Dance reported
such a course would be subject to ADA regulations. The commission suggest that 10k donations
continue to be used for the development of the Marina Community Center, due to the center seems
to be the main community building in the city.
B. Annual Elections will be held next meeting scheduled for October 30, 2002. Schelly Sustarsic
nominated Lisa Chattier, she declined, and Andy Rohman also declined. Andy did volunteer for
Vice Chair.
Director's Report
June Yotsuya reported that the Recreation Department would be fine-tuning the.phone tree to better serve the
'community. The Department has it own phone number, 562-799-9660, and patrons can get department general
information through the phone tree. Also all recreation information can be obtained on the Internet

Commissioners Concerns
Lisa Chattier— commented and gave thanks for the new playground equipment at Edison Park.
Ricki Laymen - had a question on the swings on the beach tot lot. Her question was answered through the staff
report stating the playground equipment of all parks will be replaced starting in October and finished in
November. Ricki also stated she will not be at the next meeting. Ricki asked if there was an alternate location
for Middle School Danes. June reported that local students met with her on their concerns of not having dances,
see staff report. June suggest the students work with the school district and PTA to get dances through their
schools.
• Schelly Sustarsic —Committed on how great the department did on having, the dances and that parents used
them as "Carrots" for their children. Schelly also asked to have meetings changed to 7 PM instead of 6:30 PM.
June also stated that if meeting could move back to the conference room instead of Council Chambers. Andy
only concern was if there happened to be a large audience the conference room would be too small. June
responded that if this was to happen, we could always move meeting over at any time.
Andy Rohman —Had a question on the terms of commissioners. Lisa Chattier answered the question that her
councilperson gives her a renewal letter every year. Question on weather or not there will be access to Gum
Grove Park from Seal Beach Blvd.? Doug Danes replied that there will, and that the homes that are being built
will be a gated community.
Due to no available house to use this year, June Yotsuya reported that the Recreation Department probably
would not have a Haunted House.

Accepted Receive and File status report, on Bixby Tennis Club status by Mark Vukojevic. The commission
wanted to know the specifics on the project and wanted a clarification. Kathleen McGlynn reported that the
project is in the 3rd stage of development. 1st stage was the golf course, 2nd stage was the homes and the 3rd is
the tennis club. Carla Watson stated again, she would like a detailed explanation of the project. Andy Rohman
stated that the cost we pay today would cost more tomorrow on the improvements made at the tennis club.
Schelly Sustarsic stated that there has to be more studies on the possible park designs.

Agenda Items
A. Middle School Dances. Recreation Supervisor, A. Kirk Zuniga, gave an oral report of the dances
that were held duri~g the past year. Kirk reported on the meeting with the PTA and the proposed
combination of the PT A and the Recreation DepartmeI:1t working together for next year dances.
B. The concerns of the dances were individual number of students in the gym and the heat inside of the
gym. Kirk Zuniga reported that he is working with the school district to get better ventilation in the
gym.
C. Carla Watson felt it was great that our department was offering this activity for the middle school
and also felt that -the Recreation Department was picking up the slack for the school district, since
they do not run dances themselves. Carla also stated that our dances are a positive experience for the
middle school student
D. Shelly Sustarsic noted that the problems she saw 2 years ago were the dress code, the number of
people at the dances and refreshments. Kirk Zuniga reported that refreshments were served by
parent volunteers and the number of students at the dances were about 500 per dance. Kirk also
stated the Fire Marshall attended a dance and gave the clearance for the number of people at the
dances. Dress code is the same that is used at the middle schools. Kirk also paSsed out an
information flyer stating dress code, behavior and adult volunteers, who work the dance.
Director's Report
Captain John Schaefer reported that our department continues to get hammered by the school district after
every dance and that we should be aware of the schools concerns. He also gave an explanation of the
Recreation Departments move back to City Hall. Captain.Schaefer also explained the 1000 hr. cap on PT
employees. Kathleen reported that all classes were up and running for the summer. Lisa Chattier voiced her
concern about not knowing sooner of the Departments move back to City Hall. John Schaefer explained the
time line of the move and felt one of our Department Staff could have notified the commission of the change.

Commissioners Concerns
Carla Watson - Stated that Gum Grove park committee is hoping to have a report in September. She also
reported on the beach water quality and the 301(d) waiver from OCSD and had concerns that Seal Beach might
use this waiver. Captain John Schaefer stated the City is not using this waiver. The waiver has to do with the
dumping of live fecal bacteria in the ocean.
Emily Frazier - Had questions on the Tot lot at the pier and would like a time line of the repairs to be made.
Lisa ChattIer - Wanted to know the status of the Edison park playground equipment. She also wants to know
what equipment is not up to code and if any equipment is to be retro fitted.

SUBJECT: MIDDLE SCHOOL DANCES
SUMMARY OF REOUEST
Receive and file staff report.
BACKGROUND
In June of 1999 the Middle School Dances were moved to McGaugh Gym in hopes of increasing
attendance. Before that time dances were held at the Marina Community Center and had low
attendance. The first dance in the new location attracted 170 students. Approximately 400
students attended the October and December 1999 dances. 'The February and April 2000 dances
had 500 students participate. The year-end dance in June of 2000 saw 400 attendees as well.
With an average of 500 students/dance five times a year, the program serviced just over 2500
students annually. Each dance was decorated according to the theme of the season.
Although no major problems have occurred, staff had to deal with disciplining kids for possible
fighting and rumor distraction. The one problem we faced was dealing with a female student
smoking in the restroom. The police department handled the incident as she b~came very
disrespectful to staff. ' '
The dance format included the following: at 6:50 p.m., students signed an attendance sheet
before paying entry fee. Adult volunteers screened the students for gum and any other items not
permitted. Then, one at a time, each paid the fee before entering a waiting area. While waiting,
all students were delayed before entering the gym at 7:00 p.m. There was a maximum of 500
permitted to each dance and waiting teens were permitted in as others departed for the night.
We provided water and soft drinks to the teens. Ten (10) parent volunteers helped supervise and
five (5) others served refreshments. Parents rotated duties throughout the night checking for
appropriate behavior and ensuring safety. At 8:30 p.~., pizza was delivered and served to the
participants. High school students earning service hours for graduation participated at the dances
by helping with trash clean up. Leo's Club members also earning service hours helped decorate
the gym. At 10 p.m., the dance ended and parents picked up students. Students were not
allowed to leave the dance ,until a parent picked them up. During the dance, all students were
required to remain within the vicinity of the gym.

The City received a letter from Judi Smith, McGaugh School Principal, inaicating that the Los
Alamitos School District no longer supports holding the dances in the McGaugh Gymnasium.
Based on their decision, the City has cancelled any future dances. We have received several
inquiries from District Middle School students who want the dances to co~tinue. Staff has
directed them directly to the school district and provided them with an alternate suggestion to
work with their individual schools and PT As to organize dances at their own facilities.

It has been a pleasure w.orking with you this past year as the liaison with the Seal Beach
Recreation Department. Prior to the end of the 2001-2002 school year Marcia Scharfen, Director
of Facilities and Planning, and I met with Kirk Zuniga to discuss summer programs at McGaugh
.,"....,;i,-:-~ and to evaluate some of the recreational activities that took place at the McGaugh site over the past
school year.
During our meeting we discussed the summer sports program being run by the recreation
department and how this program interfaces with the, Young Adventures Program, our school
extended day care program, also on the McGaugh site. These two programs seem to have been able
to work cooperatively together so far: this 'summer. We have asked everyone to follow school rules
and I believe the directors are trying to meet our requests to maintain a safe, secure campus. I would
suggest the recreation department considers meeting with Marcia at the end of summer for a
debriefmg. ,
We also talked about the middle school dances that were scheduled in the McGaugh gym this
past school year. Marcia and I both evaluated these dances with the Middle School and District
Office administrative teams and have recommended that middle school dances not ,be held at
McGaugh in the future. The community continues to think that the dances are "school
sponsored" and therefore the district gets numerous calls about the dances. Over the course of
time that the dances have been held, I have spoken with parents who have concerns about
supervision of the dances. Some of our PTA parents who were originally in support of the dances
no longer think th~y are appropriate for their children. They report that much of the supervision is
done by high school students and students talk about sex, alcohol, and drugs being involved with
dances. In addition there is a tremendous amount of administrative time spent at the middle schools
dealing with problems that stem from these dances. We understand that the many of the
"problems" are rumor and middle school age exaggeration; however, it has become a distraction
from the school routine. We told Kirk at this meeting that we (the district) would no longer support
having dances in the McGaugh gym.
In addition, we evaluated the recreation department use of the gym from the past fall regarding
the Los Alamitos High School use of the gym during basketball season. It is our expectation that
the school district will be using the gym after school and into the evening next Fall (2002), just as
was done this past year. We understand that this is an imposition to the Recreational program;
however. the LABS basketball players the previous year ~$7 .000 to rent additional gym space
outside the district. This doesn't seem appropriate when the district has the McGaugh gym for
additional practice space. '
It is my understand,ing the district and the city are in negations to finalize an agreement regarding
the pool, tennis courts, and gym. The items listed above will also be included in the proposal. If

:~, Thank you very much for your very well written letter regarding the McGaugh Dances.
You certainly make a strong argument for ,some of the benefits of the dance.
Unfortunately, there are a number of other factors and people involved. This includes
other parents who are not supportive of the dance, the Junior High principals, the school
staff at McGaugh who have to clean up after the dance and the City Recreation Staff
who have to deal with the issues and problems each dance generates.
Despite a number of recent modifications, we have been unable to work out a dance
--solution tbaLsatisfies_alLoUhe -concerned parties. Subsequently, until a mutually
agreeable solution can be reached, there will be no McGaugh dances.
However, in the meantime, we are working for a solution to provide a positive outlet for
our Junior High students, including discussions with the Los Alamitos Youth Center.
I have forwarded a copy of your letter to the new Director of Recreation / Assistant City
Manager, June Yotsuya, for consideration in that process. I have also sent a copy to
the Mr. Sackett, the Principal at McAuliffe Middle School.

McGaugh Dances. This is probably one of the many letters that-
you will be receiying about this topic along with phone calls and
many petitions. (My dad is Dennis lllingworth you will also be

.~ receiving a letter from him.) One of my best friends is a new 6th
grader at McAuliffe and she has been looking forward to these
-- dances for the past-year along with. all of her other 6th grade
friends. I think that it is not fair to take these dances away from
her just because a small group of parents complained. I also mow
that these dances take place to keep kids out of trouble. It works
because kids are to busy buying their outfits, accessories,
practicing dance steps, whatever, instead of getting in trouble. My
parents are pretty strict and they told me that the only way that I
could go to the dances is if I maintained A's on my report card.
Well I DID go to the dances and DID have A's on my report card.

On the first dance of last Yeat, my dad stayed the entire dance to
watch what was going on.. He is now fine with the dances and has
-no worries -sending-me-there.-After-all. this..is_a1i:e.e_c.ountry, so
th.ose parents who obj ect ;fo ~ending their kids don't p.eed to let
them go. On top of that there are no regular school dances. I
know that McAuliffe & Oak students woul,d mostly do anything
within r~ason to get our dances back.

Thank you very much for your very well written letter regarding the McGaugh Dances.
., received a letter from another student of McAuliffe Middle School expressing similar
.,' concerns. My response to your letter is basically the same as my response to the other
student.
You certainly make a strong argument for some of the benefits of the dance.
Unfortunately, there are a number of other factors and people involved. This includes
other parents who are not supportive of the dance, the Junior High principals, the school
staff at McGaugh who ,have to clean up after the dance and the City Recreation Staff who
have to deal with the issues and problems each dance generates.l
Despite a number of recent' modifications, we have been unable to work out a dance
solution that satisfies all of the concerned parties. Subsequently, until a mutually
agreeable solution can be reached, there will be no McGaugh dances.
However, in the meantime, we are working for a solution to provide a positive outlet for our
Junior High students, including discussions with the Los Alamitos Youth Center.
I have forwarded a copy of your letter to the new Director of Recreation / Assistant City
Manager, June Yotsuya, for consideration in that process. I have also sent a copy to Mr.
Sackett, the Principal at McAuliffe Middle School.

I think: that t...~e McGaugh dances are a great t..1-llng.. They should not be
canceled. They are a fun and safe way to socialize and hang out. They are
the only dances that the s~~dents in the Los Alamitos Unified School District
have where we can see otlf friends from different schools. The music and
the food are great also. I love the dances so much. They really bring up the
spilits of the students looking forward to the dances. I look: forward to going
to them all the time, as do all of my friends. They are ~ big deal at McAuliffe
because they are OUI only dances, unlike Oak. They are also extremely safe.
With parents and police surrou~ding th.e' gym I feel totally Safe. And the fact
that people check ID cards additionally makes me feel. safe because I know
that only people from McAuliffe and Oak vvill be there. And to prev'ent any
8th graders ,from doing anything inappropriate, they have parents and
volunteers chaperoning inside the gym, which is a really good idea. And'
since the school district people think that it will not accommodate all the
people, well what made them decide that now? Why was it that last year and
the years before the gym could accommodate all of the people? The gym has
not gotten any smaller. As you can see by this paragraph if the dances get
taken away, they will be missed passionately by all of the students.

BACKGROUND:
The McGaugh Gym is used by both the School District and the Recreation Department daily. It is
scheduled, supervised and maintained by Recreation Staff. Daily maintenance includes mopping of the
floor and trash disposal. The Recreation Department replaces the backboards, rims and backboard safety
padding as well as the crash matting on the walls along each baseline. The School District replaces light
bulbs and lenses and each entity splits major floor cleaning ($1500 each bi-annually) and resurfacing
($5,000 each every 5-6 years) equally. '
A monthly calendar is posted listing authorized groups and hours of use. As outlined in the attached
table, the City and the School District each utilize the gym 50% of the time. Generally, McGaugh School
uses the gym daily during the school year from 8am until 1 :30pm. During the Basketball season, the
High School teams use the gym daily from 3pm-7pm, November 18 through February 16. McGaugh's
"Splash" group reserves the gym on Wednesday's from 2:30-3:30pm, February 6 through April 10.
The Recreation Department schedules many youth and adult programs throughout the year including:
Youth Fundamentals - Tuesday and Thursdays - 1 :30-3:3Opm - September through June.
Youth Volleyball - Saturdays and Sundays - 1-3pm - October through June.
Adult Sports - 5 nights a week - Sun, Mon, Tue, Wed, Thur - 3 or 4 10 week leagues throughout the
year.
Adult groups also utilize the facility during Open Gym hours on Wednesday evenings and Saturday
mornings.
Youth groups have priority and a healthy combination balances the age groups and a variety of sports
is maintained throughout the year.
Recreation Department Day Camps utilize the Gym. during holidays and vacation periods and during
the ent~e summer from 7am-6pm, Monday through Friday.
Last season the High School utilized McGaugh gymnasium for basketball team practices. Larger
enrollment of participants created the need for additional gyms other than the High school facility. To
accommodate this request the Recreation Department altered the fall sports leagues to conclude before
Thanksgiving. Additionally, winter leagues were delayed one month to resume in mid-February instead

of early January. The coaches set up a daily calendar, and wherever possible, Recreation staff took
advantage of open opportunities to offer community programming. The high school is again scheduling
team practices at ~cGaugh Gym this season and we anticipate a similar result. The agreement worked
very well last year without incident.

BACKGROUND
On August 19,2002, Assured Pools installed a new Low Knox, High Efficient-Heater at the
McGaugh Pool. The installation took three days to complete and on Thursday, August 22, the
heater was fully operational. The new heater is touted to keep its efficiency rating through its
entire lifetime.
On Monday, September 2 the front section of the pool deck was re-painted and cleaned. The
application of this protective paint will solve the cracking problems that had occurred since the
refurbishing project two years ago. The remainder of the deck surface will be completed this
month.
Over 1500 swim lessons were taught at the pool this summer. Using a combination of returning
and new staff ensured another successful program. The Pool Manager did an excellent job
training and supervising staff. Over 60 swimmers participated in the All-City Swim Meet
summer finale. Swimmers included residents, swim team members and lesson participants,
youth and adult alike. Highest scores received age-group medals and the meet concluded with
the ever-popular kids penny pitch.
The summer day camp housed on McGaugh School campus offered a safe and fun program for
over 300 youth during the 10-week period. The campers engaged in a variety of recreation
activities and trips to Wild Rivers and Knott's Berry Fann. Local trips included treks to the
beach, Gum Grove Park and Zoeter Skate Park.
Summer Recreation Programs and classes were very successful this quarter. The recreation
brochure was delivered in early May and the 111 classes offered provided a broad range of
programs benefiting all age groups. Educational programs like Ocean Adventure Camp have
increased in popularity recently and the always-favorite surf camp, beach and indoor youth
volleyball, and tennis activities kept the kids and families busy and the community very active.

The summer brochure is complimented with a phone directory insert listing all the chamber
business members including phone numbers and hours of operation. This joint venture is a
popular addition to the publication and proves beneficial for the recreation department as well as
the Seal Beach Chamber and Business Association.
Adult sports leagues continued through the summer with 3 levels of basketball including 20
teams enjoying the physical and social benefits of competition. Open gym volleyball was also
steady with constant numbers year-round.

BACKGROUND:
In Septeniber of 2001, the City received notice that it was a recipient of Proposition 12
per capita grant funds, which was a California Voter approved bond measure. Its purpose
was to assist Cities in "catching up" with park related projects that have been deferred for
lack of funding.
In October of 2001, a playground safety audit waS ,conducted. The audit indicated that
existing play structures did not meet current safety guidelines. Edison Park, Heather Park,
Marina Park, and the Beach Tot Lot playgrounds were programmed in the C.I.P for
rehabilitation. The work will consist of removal of existing equipment and installing new
equipment with a poured in place rubberized surface made of recycled material to meet
ADA accessibility requirements. The rehabilitation will upgrade the playgrounds to meet
proper standards and requirements set forth in the Safety Standards and Guidelines for all
Public Playground Equipment.
In-house staff completed the plans and specifications. The contract was awarded to Ortco,
Inc. in the amount of $230,971. The contractor has ordered the playground equipment
and construction is anticipated to start in October and be completed in November.
The original estimates and bid proposals were higher than originally programmed in the
Proposition 12 budget. In order to keep the same playground components at each park and
in order to offer a wide variety of activities for children age's 2-12 years, staff did not reduce
the amount of the play equipment. Staff is proposing to Use additional Proposition 12 funds
to complete the project.

BACKGROUND:
In December of 2001, the City of Seal Beach received a donation from the 10k Run
Committee. It was their desire to upgrade and make changes to the Marina Coriununity
Center in order to improve the aesthetics and functionality of the Center. Their goal was
to attract more of the community to the Center. In addition, the Seal Beach Host Lions,
Seaside Lions, and Seal Beach L.O.T.E. donated additional funds to bring the total
contribution to $29,000.
The Engineering Division of the Public Works Department worked closely with the
donors and the Recreation Department to develop the project components. The completed
project includes; a new sound system, stove and sink, new vertical blinas, complete
painting of interior, six new commercial sliding glass doors and small miscellaneous
repairs. Recreation classes and community uses have resumed in the Center.

BACKGROUND:
At their meeting of September 9, 2002, the Seal Beach City Council adopted a resolution
authorizing the acceptance of the conveyance of the Gum Grove property from Hellman Properties
LLC to the City of Seal Beach. The dedication of Gum Grove Nature Park to the City is part of the
Hellman Ranch Specific Plan development. The City will have title to the property through a grant
deed that is subject to several conditions. As part of these conditions, the property must 'be
preserved in perpetuity as a passive recreational nature park that is open to the public. In addition,
active recreational activities/faci~ities, residential development and commercial facilities, as well as
lighting are prohibited. Park regulations shall provide that domesticated animals be leashed and
under the control of the party responsible for the animal at all times within the park. Frontage to the
park from Seal Beach Boulevard cannot be gated or in any way obstruct access by the public to the
park area. Removal of trees to create open space other than as required for normal maintenance and
tree husbandry (such as removal and replacement of diseased and dead trees) is prohibited. The
property would revert to the developer upon a violation of any of these conditions (including several
others that are listed on the grant deed.)
FISCAL IMPACT:
The City has leased and maintained this property for many years. Acceptance of the grant deed
places the title of the property with the City and the City will continue to maintain the property per
past practice.

Commission to consider the feasibility of installing an exercise circuit on the Electric Park
greenbelt. -
" BACKGROUND:
City administrative staff recently met with representative of the 10K Run Committee about their
annual Seal Beach 10K Run event. Each year, as part of the program, the committee is dedicated
to donating portions of their proceeds to enhance recreation uses in the City. Last year's
donation was allocated to providing building improvements to the Marina Center.
Mr. Bill Ayers and Ms. Virginia Fairman, committee representatives, presented one possible
proposal for this year's donation. They are considering the placement of an exercise circuit on
the, Electric Park greenbelt. The idea has been shared with Recreation, Planning and Public
Works. The following outlines staff concerns regarding this proposal.
Recreation
The experience of the other cities with exercise circuits is, that over time, the courses are
not widely used by the public.
Public Works
Similar to playground equipment, the circuit components will require regular
maintenance and equipment replacement. Due to budget constraints, the department has
continued to grapple with the issue of deferred maintenance and equipment replacement
in City parks and other areas.
Planning
A specific plan for the Electric Park greenbelt has previously been adopted by the City
Council. Any additions or changes to this area would be subject to Planning Commission
approval as well as approval of the State Coastal Commission.

In the Capital Improvement Project budget, the Public Works Department has identified park,
recreation and landscape improvement projects that have been deferred due to the unavailability
of funds. Staff is currently compiling a list of projects that the lOK Run Committee may wish to
consider for future donation of funds.
RECOMMENDATION:
The Commission to provide comments regarding the proposed placement of an exercise circuit
on the Electric Park greenbelt and provide inpu~ regarding alternative projects for consideration
by the 10K Run Committee for future donation of funds.

SUMMARY OF REOUEST:
The, Commission shall hold an election to sele~t a Chair and Vice-Chair for the upcoming year.
BACKGROUND:
Per City of Seal Beach Resolution 87-1 that adopted the rules and regulations defining the
Commission's structure, duties and responsibilities and related functions, Section 2 states that the
Commission, in regular session, folloWing the first day of July of every year, shall elect from its
members a chair and vice-chair. The terms of office shall be one year and no officer shall serve
more than two consecutive terms in the same office.
RECOMMENDATION:
Commission to conduct an election per its parliamentary procedure to select a new Chair and
Vice-Chair for the City of Seal Beach Parks and Recreation Commission.
