Present: Absent: Boeger, Crowley, Jones, Lanning, Murphy None The meeting was called to order by Chairman Boeger at 7:30 P.M. Minutes of the meet1ng of August 2, 1967 were approved as presented. 1. Public Hearing - Leonard H. Moore, V-1S-67 Leonard H. Moore, 500 Coast11ne Dr., Seal Beach, requested a variance to permit construct1on of a block wall fence along the s1de property line up to the front corner of the house on a corner lot located at 500 Coastline Dr..and descr1bed as Lot 158 of Tract No. 1811. This lot abuts three maJor streets and does not affect V1S10n of other properties or traff1C. Mr. Murphy moved to grant the variance as submitted. Seconded by Mr. Jones and passed unan1mously. Resolution No. l40. 2. Public Hearing - Wilfred J. McKinnon, V-16-67 Wilfred J. McKinnon, 12l Stanford Lane, requested a variance to permit converS1on of present garage to living quarters which would encroach into the front yard set- back. Construction of carport meets covered parking requirements. Unusual shape permits suff1c1ent area for drive and carport. . Comm1ssioners requested plot plan of area to study and deferred action unt1l next re~ular meet1ng. 3. Public Hearing - Mr. & Mrs. Henry Espoy, V-17-67 Mr. & Mrs. Henry Espoy, 1629 Seal Way, Seal Beach, requested a variance to perm1t construction of a 14 unit apartment bU1ld1ng on Lots 44, 46, 48, Block 11, Bay City Tract with less than the required lot area per unit and a portion of the units under the minimum required square footage per unit. General d1scussion. One protest rece1ved from Ethel T. Pflaum, an owner of adJacent Lot 42. Mr. Crowley moved to grant the var1ance subJect to the conditions that the m1nimum square footage for anyone unit be at least 600 square feet and that final building plans be submitted for plan review to receive f1nal approval of the var1ance. In add1tion, all garages shall be accessible for automobiles at all times. Seconded by Mrs. Lanning and passed unanimously. Resolut10n No. 141. 4. Public rearing - Amendment to General Plan "Circulation Element, Streets and Highways" A proposed revised and more deta1led map of the Circulation Element, Streets and Highways, of the General Plan which includes standards of r1ght-of-way and street widths for various types of streets was displayed and discussed. Mr. Crowley moved to adopt the map and standards entitled "Circulation Element, Streets and Highways" as an amendment to the Seal Beach General Plan. Seconded by Mrs. Lanning and passed unanimously. Resolution ~o. 142. e e . 5. Public Hearing - Amendment to Ord1nance No. 628, Article l7 A proposed amendment to Article 17, Ordinance No. 628, which adds Sect10n 1717, "H1ghway Dedication and Improvement" was d1scussed. Said amendment provides for requiring dedicat10n and improvement of streets and highways as a condition for issuance of any new Use and Occupancy perm1t by the Building Department. Mr. Jones moved to approve sa1d amendment and recommend its adoption by the City Counc1l. Seconded by Mr. Murphy and passed unanimously. Resolution No. l43 6. Public Hear1ng - Amendment to General Plan, Parks and Recreat10n Element A proposed map entitled "Parks and Recreation Element of the General Plan" was displayed along with proposed standards for establishing and developing local and ne1ghborhood parks for residential areas. Following discussion, Mr. Murphy moved that said map and standards be approved and adopted as an amendment to the Seal Beach General Plan. Seconded by Mrs. Lanning and passed unanimously. Resolut1on No. 144. 7. Other Business Review of city right-of-way behind sidewalks in some areas of College Park East. Petition received by city requesting the city to vacate property 1n return for an easement for publ1c utilities, street trees, street lights and s1gns, etc. Discussion of city policy regarding planting and type of street trees. . Mr. Crowley moved to recommend that the C1ty ma1ntain its established plan of three varieties of street trees planted in rotation. Seconded by Mr. Jones and passed unan1mously. Resolut1on No. l45.~ Mr. Murphy moved to recommend the vacation of r1ght-of-way beh1nd the sidewalk 1n the spec1fic area affected at the transition period to the contiguous sidewalk, curb and gutter and ident1fied by petition of property owners in return for an easement to be granted to the city for public uses. Seconded by Mr. Crowley and passed unan1mously. Resolution No. 146. ~ A public hearing was held at the meeting of August 2, 1967 regarding zoning of parcel of land owned by the City of Seal Beach and presently unzoned. Area to be zoned is described as the section from the reta1ning wall to Ocean Avenue exclusive of the City 8th St. Parking Lot on Lots 7, 8, 9, lO, ll, 12, l3 and 14, and the easterly 20 feet of Lots 6 and 15, all in Block 07, of Tract 2. Mr. Murphy moved to recommend to the City Counc1l that sa1d parcel be zoned R-3 P-D. Seconded by Mr. Jones and passed unanimously. Resolution No. 147. ~ Mr. Murphy moved to set a public hearing to consider an amendment to Ordinance No. 628 to add performance and development standards for Automobile serV1ce stations.
