HomeMy WebLinkAboutPC Min 1967-08-02 . . . e e MINUTES OF PLANNING COMMISSION MEETING OF AUGUST 2, 1967 The Seal Beach Planning Comm1SS1on met in regular seSS10n on Wednesday, August 2, 1967, 1n the Council Chamber at City Hall. \ Present: Absent: CrowleYt Jones, Lann1ng, Murphy, Boeger None The meeting was called to order by Cha1rman Boeger at 7:30 P.M. Minutes of the meeting of July 19, 1967 were approved as presented. I. S1gns - Rossmoor Shopp1ng Center (Orange Ju11us, PR-8-67 - Taco Bell, PR-lO-67) Action had been deferred on the above applications until the Commiss1on could d1scuss the master plan for signs at the shopping center with the management. Mr. Robert Hirsch, Assistant Manager, was present and advised the Comm1ssion of the controls being maintained through lease restrictions of all s1gns in the center. Minimum number of pole signs with limited location, fascia signs on tenant building and identificat10n directory s1gns s1milar to first portion of the center all planned. Management of the center to reta1n tight control to prevent poor taste is s1gns that would reflect on the ent1re development. Mr. Murphy moved to approve the Taco Bell s1gn " w1th the cond1tions that the scintillat1ng effect be e11minated and that the pylon be placed adjacent to the building. Seconded by Mr. Jones and passed unanimously. Resolution No. 136. Mr. Murphy moved to approve the Orange Julius sign with the condit1on that the pylon be placed adJacent to the bui1d1ng. Seconded by Mr. Jones and passed unanimously. Resolution No. l37. II. Public Hearing - Dieter Trost, V-l4-67 Mr. Trost, 232 College Park Drive, requested a var1ance to permit construct1on of a patio partially roofed to the rear lot line.on Lot ll, Tract 5848. Side yard setbacks would be maintained. Rear of lot abuts elevated freeway and offramp. No protests were rece1ved. Th1s would prov1de more pr1vacy as. well as help to minimize the noise from the freeway. Mr. Jones moved to grant the variance as submitted. Seconded by Mr. Crowley and passed unanimously. Resolution No. 138. III. Public Hear1ng - Zoning Classification of City Property at 8th & Ocean C1ty property, presently unzoned, and described as the easterly 20 feet of Lots 6 and 15 and all of Lots 7, 8, 9, 10, lIt 12, l3 and 14t all in Block 07, of Tract No.2 was discussed as to the most logical and reasonable zone class1f1cation/ to be established at the request of the City Council. Mr. Silas Trapp felt the open area and park effect was priceless. Mr. Phelan felt an R-3 Zone would be impractical and it should be zoned as R-l s1milar to the adjoining property or R-4. Further discuss10n of R-3 or R-4 P-D to make it ava1lable for development but still be able to ma1nta1n control. Public Hearing closed. e e . IV. Plan Review - Bertram H. Sproul, PR-11-67 Mr. Sproul, 5832 Scotwood Drive, Palos Verdes, presented plans for review for construction of two studio apartments on Lot 28, Block 5, Bay C1ty Tract, street address 128 5th St. After discuss10n and review of complete bU1ld1ng plans displayed by Mr. Earhart, Mr. Murphy moved to approve as presented. Seconded by Mrs. Lanning and passed unanimously. Resolution No. 139. V. Other business Informal discuss10n of possible building by Mr. Jones. Study session of poss1ble amendments to General Plan. 1. Circulation element, streets and highways. Establishing widths, major, secondary, etc. as well as standards. Conform to Orange County standards. Definat10n of type of streets. Set goals for future development. Mr. Murphy moved to set public hearing at the next meet1ng. Seconded by Mr. Crowley and passed unanimously. 2. To act1vate the above proposed amendment, an amendment to the zoning ord1nance would be necessary to establish guidelines. Mr. Murphy moved to set public hearing for ordinance amendment at next meeting. Seconded by Mr. Jones and passed unanimously. . 3. Proposed amendment to General Plan for revised map of Parks and Recreation Element and set standards. Mr. Jones moved to set public hearing at next meet1ng. Seconded by Mr. Murphy and passed unanimously. 4. D1scussion of service stat10n standards for proposed amendment to General Plan and Zoning Ordinance. Public hearing to be set at later meet1ng.
