PROCLAMA TION
POLICE MEMORIAL WEEK
MAY 11 - 17, 2008
Whereas, The Congress and President of the United States have
designated May 15 as Peace Officers' Memorial Day, and the week in
which May 15th falls as National Police week; and
Whereas, the members of the Seal Beach Police Department play an
essential role in safeguarding the rights and freedoms of the citizens of
Seal Beach; and
Whereas, it.is important that. all citizens know and understand the
problems, "duties and responsibilities of their police department, and
that members of our police department recognize their duty to serve
the people by safeguarding life and 0" pr.operty, by protecting them
against violence and disorder, and by protecting the innocent against
deception and the weak against oppression or intimidation; and

Whereas, the Seal Beach Police Department has grown to be a modern
and scientific law enforcement agency which unceasingly provide a
vital public service;
Now, therefore, the City of Seal Beach, City Council does hereby
proclaim the week of May 11 - 17, 2008 to be:
"Police Memorial Week"
and commemorate law enforcement officers who by their faithful and
loyal devotion to their responsibilities, have rendered a dedicated
service to their community and, in so doing, have established for
themselves an enviable and enduring reputation for preserving the
rights and security of all citizens'" and further proclaim Thursday, May
15th, 2008, as "Peace Officers Memorial Day" in honor of those law
enforcement officers who, through their courageous deeds, have made
the ultimate sacrifice in service to their community or have become
disabled in the performance of duty, and let us recognize and pay
respect to the survivors of our fallen .heroes.
IN WITNESS WHEREOF, I hereby affix my signature and the seal of the
City of Seal Beach this twelfth day of May in the Year Two Thousand
Eight.

WHEREAS, the health of all people is one true measure of a nation, state or county
and the health of all Americans is inseparably linked with the health of all people
throughout the world; and
WHEREAS, the United States Surgeon General proclaims secondhand tobacco
smoke to be a known Class A carcinogen with no safe level of exposure; that
secondhand "tobacco smoke can be particularly detrimental to children and those
with physical impairments; and is a serious pp.blic health hazard; and
WHEREAS, a trend of businesses and local entities pr01Jiding smoke1ree outdoor
areas by poliC)', including parks and beaches, to protect the health and welfare of
residents is acknowledged and encouraged; and

\VHEREAS, the Centers for Disease Controlfound (between 1997-2001) the medical
and lost productivity costs of tobacco use in the United States is in excess of 167
billion dollars every year; and
NOW, THEREFORE, BE IT RESOLVED BY TIlE CITY COUNCIL OF SEAL BEACH that they
hereby proclaim:
May 31, 2008 '" WORLD NO-TOBACCO DAY
and be dedicated to reducing the prevale~ce of tobacco use and increasing the
awareness of protecting children and adults from secondhand smoke indoors and
outdoors.
