HomeMy WebLinkAboutPC Min 1967-04-20 . . . e e MINUTES OF THE PLANNING COMMISSION MEETING OF APRIL 20, 1967 The Seal Beach Planning Commission met 1n regular session on Thursday, Apr1l 20, 1967, in the Council Chamber at City Hall. Present: Absent: Boeger, Crowley, Lann1ng, Murphy Jones The meet1ng was called to order by Chairman boeger at 7:30 PM. M1nutes of the meeting held on April 6, 1967 were approved as presented. I.. Public Hearing, Edward Artman, V-6-67 Postponed to next regular meeting on May 3, 1967. II. Plan Review, North American Aviat10n, PR-3-67 Postponed to next regular meeting on May 3, 1967. III. Golden Rain Foundation, UV-1-67 Public hearing held on April 6, 1967. Hearing reopened for new information pertaining to request for use variance. Additional discussion followed. An artist's rendering of the proposed building d1splayed. Mr. Crowley moved to grant the use variance based on the find1ngs that no written protests were received. Unanimous approval of given by the presidents of all Mutuals 1n Leisure World as well as the manager of the Golden Rain Foundation. Resale program necessary for f1nancial stability of the Foundation. Resale program is presently operating on a temporary bas1s in one of the apartments and neighboring residents desire its removal. No 1ncrease in traffic would be generated since program already in operation. Proposed build1ng would blend w1th the architecture of other build1ngs and be an aesthet1c add1t10n. This use variance reaffirms original approval of a resales office and serves as approval of permanent site location. In accordance with Planning Commission policy, th1s Use Variance will become effect1ve only after approval by the City Council. Seconded by Mr. Murphy and passed unanimously.by the me~bers . present. Resolution No. 119. Ten minute recess called at 8:20 P.M. Meeting reconvened at 8:30 P.M. IV. Other Business Discussion of regular meeting night. By unanimous approval, the regular meetings will be changed to the first and third Wednesday of each month. Mr. Stratford presented several items for discussion and study including new state law regarding ded1cation of parks, model ordinance for establishing plan lines, addendum to general plan to establish park & recreation areas and regulations. After d1scussion, Mr. Murphy moved that the Planning Commission declare its opposition to Section l31(g) of Public Law 89-285, the Hi~hway Beautificat10n Act e e . of 1965, and urge Congress to delete the provision by appropriate amendment. In add1tion, the Planning Commission recommend that the City Council of the C1ty of Seal Beach take similar action. Seconded by Mr. Crowley and passed unanimously by the members present.
