SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR
PIER DECK REHABILITATION PHASES II & III
PROJECT No. 50217
SUMMARY OF REQUEST:

The City Council is asked to consider a request to approve the plans and
specifications for the Pier Deck Rehabilitation Project No. 50217 and authorize
staff to solicit for bids.
BACKGROUND:
The Seal Beach Municipal Pier originally was constructed in 1906, is
approximately 1800 feet long consisting mostly of poly-wrapped timber piles,
timber support members and a timber deck. Lifeguards and Public Works crews
regularly inspect and monitor various components of the Pier. Additional
inspections and testing are performed periodically by outside engineering firms.
Overall the Pier and its deck are in fair condition, however because of its timber
construction, surface appearance and condition will wear and become rough and
rustic. In October 2005 staff was directed to address this area of concern.
A study by Moffatt & Nichol in May of 2006 provided alternatives and
recommendations to rehabilitate the pier ~ecking. The final decision was made
to replace the aging Douglas Fir decking with an imported Greenheart hardwood
that has a longer lifespan and is more resistant to fire.
Design and construction costs of over a million dollars made replacing the entire
pier's surface deck difficult to accomplish in one fiscal year. The project was
subsequently split up into four (4) phases. Phase one was completed in the
spring of 2007.

The California Coastal Commission has delayed future phases of construction
while reviewing the City's permit application. This application is scheduled for
the June, 2008 Coastal Commission Agenda. Any conditions or requirements
levied by the Commission will be included in the plans and specifications as an
addendum to prospective bidders. The delay has allowed the City's design
engineer to complete plans for Phases two and three. Both phases will be
constructed at the same time.
Engineering staff has finished preparing the final bid documents which has been
approved by the City Engineer and is ready for bidding.
Plans and specifications are available for review in the City Engineers office.
FINANCIAL IMPACT:
In the approved 2007/08 - 2008/09 Budget, Capital Improvement Program funds
are budgeted for Project No. 50217 in the amount of $700,000. The engineers
estimate for the pier deck rehabilitation is $625,000.

It is recommended City Council approve the plans and specifications for the Pier
Deck Rehabilitation Phases 1\ & \II and authorizing solicitation for bids.
