HomeMy WebLinkAboutPC Min 1970-10-07 . . e e MINUTES OF THE PLANNING COMMISSION MEETING OF SEPTEMBER 16, 1970 The Planning Commission of the City of Seal Beach met in regular session on Wednesday, September 16, 1970, in the Counc11 Chambers at the City Admin1strat10n Bui1d1ng. The meet1ng was opened at 7:30 P.M. by Chairman Knapp and Vice Chairman Morr1s led the Pledge of Allegiance to the Flag. Present: Absent: Dorr, Knapp, Lann1ng, Morr1s, Ripperdan None Chairman Knapp welcomed Mr. Ripperdan as the new appointee to the Planning Comm1ssion. The minutes of the meet1ng of September 2, 1970 were approved as amended. 1. Pub11c Hearing - Cuthbert Jackson (B111 R. Gearhart), UV-5-70 Mr. Gearhart, authorized representat1ve of Mr. Jackson, presented plans for the construction of an apartment house on Lot 9, Tract 1084. He requested a Use Permit to permit an R-3 use in a C-2 Zone and variances from the he1ght, yard setbacks, covered park1ng and lot coverage requ1rements. The proposal 1S for an 8 unit apartment w1th 13 on-site parking spaces. There are special C1rcumstances because the lot is 1rregu1ar1y shaped. Mr. Gearhart expla~ned h1s plans in deta11, felt all encroachments were m1nor and that the bU11d1ng would be an asset to the commun1ty. Mr. Bill Smith, son of the owner of 225 4th St., stated that h1s father 11ved on the adJacent property and he felt the bui1d1ng would be too close to the property 11ne, cars would 1ncrease traffic congest10n and 10cat10n of the park1ng spaces would be detrimental to his father's property. Jean Parko, 313 Central, stated she felt the traffic and park1ng 1n the area and alley part1cu1ar1y were already a problem. Ed Strong, 223 4th St., stated that a variance to allow parking to encroach 1nto the sideyards would be regress1ng 1nstead of upgrad1ng and that the area was made up of small single homes or duplexes and th1s use not compatible. Foster Cook, 340 C11pper Way, felt the bui1d1ng was out of proportion for the lot, the he1ght and ba1con~es would 1nfr1nge on the Bridgeport owner's privacy. He also mentioned the parking problem and its attendant debr1s. Ed Tinker, 400 Clipper Way, felt that commercial property should be reta1ned for 1ts 1ntended use; w1th more development in the City more commerc1a1 areas would be needed. Tom Burt, C1~pper Way, concurred w1th Mr. T~nker. Mr. Laurence, 431 Central, concurred that retent10n of the commercial property would be of greater value to the c~ty. Mr. Jackson po~nted out that the tax bas1s made it impractical to develop cOMmercially. Other general d1scuss10n followed regard~ng park1ng, structural features and amenit1es prov1ded. Hearing closed. The Comm1ss10n d1scussed that amount of available C-2 land 1n the size of the build~ng. It was felt necessary to f1nd more setbakcs, and poss1b1y 1mprove the park1ng arrangement. Mrs. the app11cat10n because of the number of exceptions requ1red. Dorr and passed unan1mous1y. Resolution No. 484. the City as well as space or meet requ~red Lanning moved to deny Seconded by M~ss 2. Unfin1shed Business . A. Andrew Brown, V-16-70 Mr. Brown's application was carried over for more deta11ed plans of a proposed store and two apartments. Mr. Gordon, representing Mr. Brown, stated that the e e . park1ng arrangement had been revised provid1ng 5 on-s1te spaces. Staff 1ndicated that seven spaces would be the min~mum requ1red by Code. Further dtscuss10n of size of parking spaces, windows in the sidewalls and 10cat10n of stairs. Mr. Knapp felt the plans were st111 unsatisfactory and plans did not prov1de suff1c1ent detail. Miss Dorr moved to deny V-16-70 as presented because of insufficient park1ng. Seconded by Mr. Morr1s and passed unanimously. Resolution No. 485. 3. New Bus1ness A. Plan review - Un10n Federal Sav1ngs. PR-44-70 Plans were presented to install a 24" fascia s~gn on the circular roof at 12501 Seal Beach Blvd. The s1gn would be non-i11um1nated. After diqcussion, Mrs. Lanning moved to approve the plans as subm1tted with the suggestion that the low level small sign be removed. Seconded by M1ss Dorr and passed unanimously. Reso1ut10n No. 486. B. Plan Review - Zay Brand. PR-45-70 Mr. and Mrs. Brand presented plans for an addition to an existing residence at 855 MarV1sta. Liv1ng area add~tion 1tse1f meets all minimum code requirements. but enclosed patio shown on the plans would encroach ~nto the front yard and the height of the screen fence was over maX1mum. Mr. Brand requested that the front patio and fence be deleted from the request and that the Commiss~on act of the living area addition only. Mr. Knapp moved to approve the plans subject to the deletion of the patio and fence. Seconded by Mr. Morris and passed unanimously. Reso1ut10n No. 487. . 4. Other Business The Secretary d1sp1ayed plans for wall improvements at the Standard Service Stat10n located at Rossmoor Center for information only. Staff and Commission discussed points to be investigated in the serv1ce stat10n development standards. Staff directed to investigate possib11ity of estab1i~h~ng a parking distr1ct in the 200 block on Ma1n St. as t1me permits.
