MINUTES OF THE PLANNING COMMISSION MEETING OF JUNE 17, 1970

The Planning Comm1SS10n of the City of Seal Beach met in regular seSS10n on Wednesday,
June 17, 1970, in the Counc11 Chambers at the City Administration BU11d1ng The
meeting was opened at 7 40 P M. by Cha1rman Barton and V1ce Cha1rman Knapp led the
Pledge of Allegiance to the Flag.

The ~nutes of the meeting of June 3, 1970 were approved as presented.
1. Pub11c Hear1ng - MaJehuJar Living Trust (Donald Bretting) UP-1-70

Mr. Brett1n~, requested to locate a Bumper Car R1de at the Northwest corner of
Ocean Avenue and Ma1n Street. Plans show a 67' X 70' concrete slab w1th bumper
guards and a three foot fence, S1X foot h1gh fenced storage area, and temporary
t1cket off1ce bU11d~ng and 14 park1ng spaces at the site. The vehicles would
have a 4 cycle engine and would be in use four months a year dur1ng primarily
daylight and early evening hours. l1rf Dorothy Leonard, 829 Ocean Avenue,
Seal Beach, opposed the proposed plan as she felt 1t would not be an aSget to
the C1ty. Mr. Denso1 Rhodes, who operates a business at 113 Ma1n Street, Seal
Beach, opposed the plan as it would be of no benef1t to the City or or to h1s
bus1ness. Mr. Freemont Wood, 116 Main ~treet, Seal Beach, opposed the plan as
1t m1ght Jeopord1ze the value of his property and would be of no benef1t to
the C1ty. Mtf/ Ju11e Dolrr, 231 6th Street, Seal Beach oppoged the plan as 1t
would be a n01se pollutant to a small C1ty and it would not be 1n the character
wh1ch Seal Beach 1S now proJect~ng. Mr. Roger West, 1201 Electr1c, Seal Beach,
opposed the plan a9 1t would tend to create a carn1val atmosphere 1n the downtown
area. He also felt 1t would be of no benef1t, aesth1ca11y, property W1se or
1iv1ng W1se Two wr1tten commun1cat10n9 were rece1ved concern1ng Mr. Brett1ng's
proposal. Mr. Ross V. McGu1re, 134-A Ma1n Street, Real Beach, made a statement
1n his letter that he d1d not oppose the app1icat1on but he d1d not feel that
Mr. Brett1ng could make ends meet, w1th his proposal. Mr. Glenn 0 Tones
opposed the plan 1n h1s letter. ~r. Brett1ng expla1ned that the C-2 property
was zoned for purposes such as h~s plan suggested Mr. Knapp stated that th1s
plan was not 1n the 1nterest of the City and s1ted Hunt1ngton Beach as an
example, where the r1de 1S located away from a populated sect10n of the c~tY.,7
Mrs Lanning moved to deny the proposal Seconded and passed unan1mous1y. ~tS

was no v10lat10n D1scuss~on ensued and Chairman Barton suggested th1s matter
be discussed after the meetin~
Mr TIest, 1201 Electr1c Avenue, Seal Beach, discuss1ng the acts of the Rossmoor
Park Apartments, stated that t}1e 1-.1111C1ers of th1S complex had full knowledge of
the Bui1d1ng Code and should respect this as any pr1vate 1n d1v1dua1 would

. The Secretary 1ntroduced a quest10naire from the Southern California Planning
Congress, cons1dering 1f 1t would be benef1c1al for the Planners and Commiss10ners
to attend one day se~nars. Th~s topic was to be d1scussed after the meeting.

1nformat1on.

A. Hornbeak's Appeal of PR-16-70
.
Mr. Hornbeak has proposed enclosing a front patio in the Brid~eport Development.
Di9cuss1on ensued as to whether th1s proposal could be considered. It was the
Ctty's understanding that add~t10ns in the complex would not be encouraged, due
to the re1at1ve1y small S1ze of the lots and the acceptance of this remode11ng
could 1n1tiate an undesired precedent. The proposal could poss1b1y apply to
twenty-f1ve per cent of the development. Mr. Ralph Jensen, representing
Mr. Hornbeak, argued that th1s proposal would not affect the~fa6 setback or
affect the face of the lot. He stated that the plan of th1s particular model
1nc1udes a bonus area, th1s be1ng the area of djscuss1on. Mr. Jensen also
pointed out that a development must have some f1ex1bi11ty in the plans
The tOp1C of the or1gina1 contract was a~a1n ment10ned and Chairman Barton
moved to cont1nue the matter over until the next meet1ng at wh1ch tj~e the
Planning C0mm1SS10n members could check the property and reV1ew the or1gina1
purchaser's agreement. Mrs Lann1ng seconded the mot10n The vote was unan1mous, I

B Rossmoor Park Apartments (Bob Hirsch) ~-6-70

Mr Bob Hirsch proposed to convert a 20' X 60' area in several of the bU11d1ngs
1nto four s1ng1e apartments or guest rooms. Mr. Hirsch has deleted the manager's
apartment and created seven extra park1ng spaces. The only th1n~ substandard 1S
the size of the apartments. Mr Knapp moved that the variance be ~ranted as it
d1dn't alter the or1g~na1 structure or people dens1ty and the parking requ1rement
had been met. Mr. lwrris stated that the concept was excellent and he had no
obJect1ons Mr Crowley brought up the subJect of permanent rent1n~ and the
fact that some type of agreement should be drawn up concern1n~ use as a guest
room or temporary rental. Ifr Knapp moved to grant the appeal. Seconded by

A Standard 011 Co. (Mad1son Industr1es) PR-26-70
No representat1ve of the app11cant was present These are the same plans that
were passed 15 months ago concern1ng add1ng a service bay and storage area to the
serV1ce stat10n at Seal Beach Blvd and ~t. Cloud. No changes have been made.
App11cant has complied with Ordinance Number 748 Chairman Barton reaff1rmed h1s

No representative of the app11cant was present. The app11cant des1res to demolish
an eX1st1ng garage, rep1ac1ng a small port~on of this area with a bathroom add1t10n
Cha1rman Barton moved to hold th1s matter over unt11 the July 1, 1970 1"leet1ng
5econded by Mr. Knapp and passed unanimously.
C. ~ossmoor Bus1ness Center PR-28-70

Mr. Phi11p T1lden, represent1ng the proJect coord1nator requested to construct a
Mar~e Ca11endar's P1e Shop 1n the front port10n of the Rossmoor Center adJacent
to the Kentucky Chicken Restaurant. No s1gn1ng has been completed to date, but it
would follow the same patterns of the other Marie Ca11endar P1e Shops. Chairman
Barton noted that the park1ng stalls should be reversed as to those 1n the or1gina1
plans. 11r. T11den agreed. Chairman BaJjton moved to approve the plan Seconded by

Chairman Barton advised staff he was still w1tness~ng v101at10ns of conditions
of the variance at the Red Candle Restauuant. The owner was notif1ed by mail
the day following the last meet1ng, but has 19nored such mail and continues
the violation. it was d1scussed and moved by Chairman Barton that the owner
be requ1red to appear at a Pub11c Hear1ng at the next meet1n~. Seconded by
Mrs Lann1ng and passed unanimously.
Cha1rman Barton stated that the S1gn on Seal Beach Blvd near the Richf1eld
Stat10n for S & S does not show the words "City of Seal Beach". Conditions
of the agreement state that "City of Seal Beach" must be on the S1gnS
Mrs. Lann1ng adv1sed staff that the S1gnS were stacked up 1n back of the Car Wash
adJacent to the trash bin. These signs should be removed.
No further business, the meeting was adJourned at 9.17 P.M
