ORDINANCE NUMBER 1571-U
AN ORDINANCE OF THE CITY OF SEAL BEACH REPEALING
ORDINANCE NO. 1569 AND REVIVING CHAPTER 28, ZONING,
OF THE SEAL BEACH MUNICIPAL CODE AND DECLARING
THE URGENCY THEREOF

THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES ORDAIN AS
FOLLOWS:
Section 1. The Council adopted Ordinance 1569 on April 21 ,2008. Ordinance
1569 is scheduled to become effective May 21,2008. Ordinance 1569 repealed
Chapter 28, Zoning, of the Seal Beach Municipal Code.
Section 2. The Council hereby repeals Ordinance Number 1569, entitled: "An
Ordinance of the City of Seal Beach Amending the Seal Beach Municipal Code
by Deleting Chapter 28, Zoning, in its Entirety and Adopting a New Title 11,
Zoning," and revives Chapter 28, Zoning of the Seal Beach Municipal Code.

Section 3. This ordinance is adopted as an emergency measure pursuant to
Seal Beach City Charter Article IV and an urgency ordinance pursuant to
Government Code Section 36937(b). If this Ordinance is adopted as a regular
ordinance, Ordinance 1569 will become effective for a short period of time before
this Ordinance becomes effective and repeals it. Thus, confusion and disputes
could occur as to which set of regulations apply: the regulations contained in the
existing Zoning Code and this Ordinance, or the regulations contained in
Ordinance 1569. In order to avoid such confusion -and administrative uncertainty,
it is necessary for the immediate preservation of the public peace, health, and
safety that this Ordinance take effect immediately. Based upon the foregoing,
this is an emergency measure within the meaning of Seal Beach City Charter
Sections 412 and 416 and an urgency ordinance within the meaning of
Government Code Section 36937(b) and shall take effect immediately.
Section 4. All legal prerequisites to the adoption of this Ordinance have
occurred.
Section 5. The City Clerk is directed to delete or revise as necessary all cross
references to Title 11 in the Municipal Code or any ordinance and shall certify to
the adoption of this Ordinance.
