MINUTES OF THE PLANNING COMMISSION MEETING SF APRIL 29, 1970
The Planning Commission of the City of Seal Beach met in regular adjourned session
on Wednesday, April 29, 1970, in the Council Chambers at the City Administration
Building. The meeting was opened at 7:30 P.M. by Vice Chairman Knapp with the
Pledge of Allegiance to the Flag.

Mr. Barton's and Mrs. Lanning's absences were excused. The minutes of April 15,
1970 were approved as presented.
1. Explanation of adopted Rules and Regulations re Annabelle K. Luraschi, V-8-70
A letter was received from Laurence Peters, attorney for Mrs. Luraschi, requesting
a continued hearing on subject case pursuant to the Rules and Regulations, Article
X, Section B, requiring at least three affirmative or negative votes to approve
or deny an application. He also requested sufficient time be allowed before the
continued hearing to permit preparation of revised plans and that the hearing then
be readvertised so that all five members would be eligible to participate. The
Chairman order that the hearing be continued to May 20, 1970, at 7:30 P.M. and
that it be readvertised in the prescribed manner.
2. S~ua1y"oi Amenities and Dwelling Unit Sizes
The staff presented study material collected from other cities in the county
pertinent to this subject. Most cities tie the minimum umit size to the number
of rooms. Some cities use the state minimum requirement tied to the number of
occupants. The possibility of linking the unit size to the size of the lot was
discussed as well as establishing an absolute minimum and a required average per
building to allow the owner/developer flexibility. It was pointed out that it
should be considered whether on-site common recreation facilities could be
averaged into the living unit space. The staff could locate no other City with
any code requirement concerning amenities. The City of Garden Grove does use an
informal apartment features questionnaire to encourage developers to include
amenities. General discussion followed looking for a method to provide reasonable
equity for 25 foot lots as well as developments on accumulated lots. Opinions
were expressed that amenities should improve a development, not compromise the
other requirements. Number of occupants is difficult to police, while area can
be controlled at the time of construction. Requirement cannot be extremely rigid
because people like different types of facilities - Leisure World was cited as
an example. It was noted that the requirement sets the minimum only and does not
limit a builder to that area. The secretary will investigate a variety of types
of new construction and arrange for the Commission to make inspection tours to
provide visual assistance for determining a reasonable requirement. The apartment
features questionnaire is to be included in the next agenda to be considered for
adoption as a policy.
3. Other Business
The City Manager submitted a letter regarding the application of Nar1and Corp. and
Holiday Inns, Inc. and requesting that this hearing be set for an adjourned meeting.
The Chairman so ordered that the hearing be sched~led for May 13, 1970.

Mr. Crowley asked for information regarding control of water and dockways in the
Huntington Harbor/Aquatic Park area. Much of the water area is in the City of
Seal Beach while homes and businesses are in Huntington Beach and a policing
problem is existing. Staff directed to research it.
No further business, the meeting adjourned at 9:15 P.M.
