This resolution reflects the consensus of a meeting this
date wherein a large number of concerned citizens from
all areas of Seal Beach, not just those areas adjacent
to the Electric Avenue right-of-way, participated; and
The citizens of Seal Beach are deeply concerned with the
quality of life in our City; and
Our City ia a small, closely-knit, residential community
wherein live a divers1ty of economic and soc1al classes
unique in coastal cities so close to metropolitan areas* and
This unique and valuable character is and must continue to
be the result of planning and control exerc1sed by City
officials,both elected and hired, in an intelligent, dili6ent
and concerned manner for the sole benefit of the citizens
of our City; and
The request to zone the Pacific Electric right-of~way to
accomodate multiple dwellings, if granted by the Planning
Commission, would result in a radical alteration of the
unique and special character of Seal Beach and would place
increased burdens on the present citizens of Seal Heach with
no concomitant benefits; and
Whereas, One immediate alteration to the character of Seal ~each
would be the creation of two h1gh-speed streets and a
barrier of housing parallel and close by our valuable
beaches, thereby further d~nying inland citizens access to
the beaches; and
Whereas, The construction of hi6h density mutliple dwellings in
the center of the coastal part of our City will have wide-
ranging effects on the remainder of the community including
an increased demand on the school, sewage, and water
facilities and an increased demand on our already inadequate
streets, recreation and pa~king facilities; and
Whereas, The imposition of these burdens on the present cit1zens
of Seal Beach is unnecessary for the purpose of raising
revenue for any major projects such as a sewage treatment
facility because the City has surplus money in exces~ of
two million dollars; and

Whereat,
There are other less expensive and less obtrusive means
of producing revenue and these alternative means must be
given full consideration by the Planning Commission prior
to granting this requost; and

Wbereas. The last rema1n1ng open area in the coastal part of the
City is being treated solely 'S an exploitable commercial
asset with no apparent study or investigative effort
being made to explore other uses more beneficial to th~
present citizens of the City; therefore be it
RESOLVED. That the Planning Commission declare and abide by a
moratorium on any zoning or construction actions with
respect to the Redevelopment A~ency area, which inc~udes
the Pacific Electric right-ot-way, until the City Council
has reassessed and defined in detail tho City Kaster
Plan; and thcr~fore he it
RESOLVED, That the Planning Commission deny the request to re-zone
the Paclfic Electric right-ot-way to accomodate resi-
dential building_
This resolution unanimously adopted by tho assembly
present and voting.
