MINUTES OF THE PLANNING COMMISSION MEETING OF FEBRUARY 4, 1970
The Planning Commission of the City of Seal Beach met in regular session on Wednesday,
February 4, 1970, in the Council Chambers at the City Administration Building. No
meeting was held on January 21, 1970, due to lack of a quorom.

The meeting was called to order by Vice-Chairman Knapp at 7: 30 P.M. with the
Salute to the Flag. Mr. Barton's absence was excused because of illness.
The minutes of the meeting of January 7,1970, were approved as presented.
1. Public Hearing - Sisters of St. Joseph of Orange, UV-1-70
.
Sisters of St. Joseph of Orange, represented by Kiely Corporation, requested a
Use Variance permitting an addition to an existing building used as a religious
retreat in an R-l Zone. The location is 240 Ocean Avenue. All required setbacks
will be maintained and no change in the front exterior will be made. This use
has been in existence since 1938 and there is no plan to increase the usual number
of sisters in residence at any one time. Public Hearing opened. Mr. Case, 104
Ocean, asked for a postponement to enable residents to study plans. Mr. Neprud,
staff representative, pointed out that plans and staff assistance have been
available at the city offices for any interested persons. Failure to investigate
the plans prior to the meeting does not constitute good cause for postponement.
Eugene Vichier, 208 Ocean, asked what effect this would have on zoning. He was
advised that the zoning would remain R-l. Mr. Vichier, the next door neighbor to
the retreat, also asked if the new addition would extend further toward the beach
and was advised that the new addition would match the existing building line.
Mrs. Pelochino, 117 Ocean, expressed concern over increased building height and
was int'6rmedcthat there would be no increase from the present height. She also
asked if this could open the possibility ~or hotel, motel, or rooming house use
in the R-l Zone. It was explained that this request was for a continuing use as
a religious retreat at this particular location only and would not apply to other
R-l properties. The staff pointed out that an additional driveway apron was shown
on the plans and recommended that it be excluded since it would eliminate an on-
street parking space 100% of the time while furnishing a net of one additional
off-street parking space only a portion of the time since the retreat is only used
on a part-time basis. The.additiQQal~apronLWoula decrease tne aesthetics on the

Mr. Crowley moved to grant the Use Variance permitting an addition to a non-conforming
use in the R-l Zone as submitted with the conditions that the additional driveway
apron be eliminated and subject to affirmation by the City Council in conformance
with Planning Commission pOlicy. Seconded by Mr. Morris and passed unanimously
by the members present. Resolution No. 393.
There were no oral or written communcations. Staff advised the Commission of the
next S.C.P.A. meeting in Hermosa Beach. No further business, the meeting was
. adjourned at 8:10 P.M.
