HomeMy WebLinkAboutPC Min 1971-02-17 . . . e e MINUTES OF THE PIANNING CmIMISSION MEETING OF FEBRUARY 17, 1971 The Planning Commiss1.on of the City of Seal Beach met 1n regular seSS10n on Wednesday, February 17, 1971, in the Council Chambers at the City Administration Building. The meeting was opened at 7:35 P.M. by Chairman Knapp and Vice Chairman Ripperdan led the Pledge of Allegiance. Present: Absent: Dorr, Knapp, O~Toole, Ripperdan Lanning Mrs. Lanning's absence was excused because of illness. The minutes of the meeting on February 3, 1971, were approved as presented. 1. Public Hear1ng - Donald R. and Bette Lee Sorenson, V-2-7l Mr. and Mrs. Sorenson, 9276 Lemonite, Pedley, Calif., represented by James Lazarou, 10666 Westminster Ave., Garden Grove, requested a variance to permit the construction of a duplex at 126 14th St. with a second story encroachment into the rear yard, less than the required distance between main build1ngs and a tandem parking arrangement. The hearing \\Tas opened with the applicants and their agent in attendance. In discussion, it was pointed out that alteration of the plans to make the two buildings contiguous would cause the parking to encroach 1nto the rear setback. The two types of roof styles on the two units was discussed as well as whether the flat roofed unit was structured for a second story addition. Mr. Don Salem, 141 Dolphin. spoke and advised the Commission the agenda packet had not been placed 1n the library for this meeting. He objected in principle to any var1ances being granted and specifically to tandem parking. lIe felt the idea fulfilled the legal requirements but that it did not work. The reasoning behind the establishment of a requ1rement for 10' between main buildings was discussed. The Secretary also advised that the Chief Building Inspector informed him that an eave connection would not qualify as a single building. Mr. Lazarou explained the flat roof on unit A was designed to provide light and ventilation for unit B with no 1ntent of adding a second story to the unit. ~[r. Sorenson stated that tandem parking should be no problem since the tandem side would be for one unit. Mrs. Sorenson felt the parking problem in the area was caused by visitors and tourists and was not the responsibility of the property owners. After further discussion. the applicant agreed to revise the plans eliminating the space between buildings. Miss Dorr moved to continue the hearing to the next meeting, seconded by Mr. Ripperdan and passed unanimously. 2. Oral Communications Mr. Don Salem spoke about the variations of the law and that the Law Revis1.on Commission is trying to find answers. He mentioned various possibilities they are considering and requested the Planning Commission make any suggestions they had to solve the problems. Tandem parking should be followed up and reports made on its effect and usability. 3. Written Communications The Orange County General Planning Program newsletter was presented. "Securing Open Space for America" was furnished the Commissioners by Westmo~and supplied an article "Don't Give H!J.;h Rise A Beachhead". Unfinished Business Mr. Neprud, Secretary, advised the Commission he was scheduling regular meetings with the City Engineer, Building and Fire Departments for coordination of requirements. He would then ask the Commission to consider their recommendations as conditions of approval of any actions taken. Mr. Neprud presented a draft of a proposed amendment providing for vision clearance at the intersections of alleys or alley and street. He also projected a slide exhibiting a typical case. In discussion, it was felt an abatement period of existing problems should be included. The consensus of opinion was a period of one year was sufficient. The staff was directed to contact the City of Manhattan Beach for a copy of their ordinance. Staff also to report on the number of existing hazardous intersections. Mr. Salem suggested that the Commission recommend one-way alleys and restricted street parking near alley intersections. In other discussion, the Commiss10n expressed their desire to recommend that the General Plan Review Committee encourage Main Street development. It was felt this could be very attractive and a great improvement for the businesses and to the City.
