MINUTES OF THE PLANNING COMMISSION MEETING OF JUNE 2. 1971
The Planning Commission of the City of Seal Beach met in regular session on
Wednesday, June 2, 1971. in the Council Chambers at the City Administration
Building. The meeting was opened at 7:43 P.M. by Chairman Knapp and Vice
Chairman Ripperdan led the Salute to the Flag.

The minutes of the meeting of May 19, 1971 were approved as presented and the
minutes of the meeting of May 26, 1971 were approved as amended.
I. Public Hearings
A. T. R. & M. O. Ratliff. V-IO-71
Mr. and Mrs. Ratliff, represented by R. E. Ratliff, 1145 E. 108th St., Los
Angeles. requested a variance to permit construction of a second unit at 1522
Ocean Ave. with the following four exceptions to eode requirements: (I) tandem
parking, (2) two parking stalls less than 20 ft. in length, (3) Use of a portion
of the rear setback for parking, and (4) seeond story encroachment into the rear
yard. Hearing was opened. No protests were received. Diseussion followed
regarding the garage size, previous variances granted and that the use of the
rear setbaek for parking eould set a precedence. Mr. Ratliff asked for direetion.
Hearing was elosed. Additional discussion about garage size and use of rear
setback.

Mrs. Lanning moved to deny the request b~cause of number of varianees required.
Seconded by Mr. Ripperdan and passed unanimously. After request by the applieant.
the motion was rescinded with the approval of the first, seeond and all members
voting to allow Mr. Ratliff time to revise the plans to be resubmitted at the
June 16 meeting.
2. Oral Communieations
There were no oral communications.
3. Written Communications
A letter was received from Mr. and Mrs. B. W. Ferguson regarding the proposed
ordinance to provide vision clearance which expressed their views and opposed
adoption of the ordinance. Chair ordered that a eopy of the letter be submitted
to the City Council and directed the staff to advise Mr. and Mrs. Ferguson of
the action taken.
4. Unfinished Business
There was no unfinished business.
5. New Business

Bernsteins' of Long Beach, through their representative Williamson and Sehmid.
presented plans for proposed remodeling of an existing building at 509 Marina

required parking area followed. Mr. Knapp moved to approve the plans with the
condition that on-site parking remain open for vehicular use only. Seeonded by
Miss Dorr and passed unanimously. Resolution No. 544.
B. Theodore P. Coreoran, PR-20-71
Mr. Corcoran, 300 Corsair Way, presented plans for a proposed single family
residence at 340 Ocean :Av~o The plans are acceptable as submitted. Mr. Ripperdan
moved to approve the plans. Seeonded by Mrs. Lanning and passed unanimously 0
Resolution No. 545.
6. Other Bus iness
The staff was directed to investigate pipe and chain obstruetion of garages at
the rear of 1514 Ocean.
Continued review of General Plan Goals.and tentative revisions:
(9.) Industry
Seal Beach should eneourage development of non-noxious industry, such as
researeh and development and other light industry, in areas where sueh activities
would be compatible with existing land uses. The City does recognize the advantages
of industry by providing jobs within the area and eontributing to the tax base of
the community.
(IOo) Cireulation
Seal Beach should carefully eonsider the development of freeways and/or rapid
transit systems and give favorable aetion only when it is in the best interest of
the City. Efforts should be made to improve the traffic circulation in the eoastal
section of the City.
(II.) Annexation
The City should consider future annexations on the merits of each proposal. The
City should only consider the annexation of unincorporated areas or consider the
request for annexation by unineorporated areas when such territories prove to be
beneficial to those involved.
(12o) Railroad right-of-way
The abandoned Pacific Electrie Railroad right-of-way should be acquired in
segments by the City, at such time as funds become available. A majority of
this area should be developed as a park green belt. A precise plan should be
developed in conjunetion with the downtown area.
(13o ) Bay and Marshland
The City should encourage the preservation of the pr~stine .state of the 'bay and
marshland area. It should be reeognized that the Naval Weapons Station area is
unique and the City should continue to eooperate and be interested in the
preservation of the natural assets.

It was requested that the staf'f make arrangements in the near future for a tour
of the weapons station facility by the commission.
Mrs. Lanning was exeused at 10:20 P.M.

Quality" or "Ecological and Environmental Preservation".
No further business, the meeting was adjourned at 10:25 P.M.
