MINUTES OF THE PLANNING COMMISSION MEETING OF JULY 7, 1971
The Planning Commission of the City of Seal Beach met.in regular session on WednesdBf,
July 7, 1971, in the eouncil chambers in the City Administration Building. The
meeting was opened at 7: 35 P.M. by Chairman Knapp and Vice Chairman Ripperdan led
the salute to the flag.

The minutes of the meeting of June 16, 1971 were approved as presented.
I. Election of Chairman and Vice Chairman
The Secretary informed the Planning Commission that the City Couneil had considered
appointments to Boards and Cammissions at their meeting of July 6, 1971, but had
taken no aetion to fill one expired term on the Planning Commission. It is
anticipated that appointments to boards and commission will be made by the City
Council in the near future. Therefore, it was suggested that the elections of
officers be held over until the composition of the Planning Commission had been
determined. With the consent of the Commission it was the order of the Chair
to hold this matter over until the meeting of July 21, 1971.
2. Publie Hearings
A. T. R. & M. O. Ratliff (R. E. Ratliff) V-IO-71
The hearing on the applieation of T. R. & M. O. Ratliff was continued from the meeting
of June 2, 1971. Mr. R. E. Ratliff, the authorized agent of the applicant asked
if minor changes could be made in the plans at some future date should they be desired.
Chairman Knapp stated that they could, as long as they were of a minor nature and
would not require additional variance consideration. Mr. Ripperdan questioned the
desirability of the 18" space between the existing poreh and proposed stairw~,
and suggested that the garage wall might be relocated to increase the length of the
garage. Mr. Ratliff responded by stating that the cost of relocating this bearing
wall would be very high. The architectual compatibility of the hip roof on the
existing house and flat roof at the proposed addition was questionable. The
applicant stated that he desired to put a sun deek over the proposed unit. Miss- Dorr
moved to approve the variance request to permit tandem parking and a foot cantilever
of the second story into the rear yard setback. Seconded by Mr. O'Toole and
passed unanimously.

B. Consideration of Proposed Amendment to Ordinanee No. ~28 (zoning) regarding
review of site and building plans (continued).
The public hearing on this proposed ordinance was continued from the meeting of
June 16, 1971. TWo alternatives were presented to the Planning Commission.
Alternative I had been considered at the June 16 meeting. This alternative
required that proposed signs were subject to plan review proceedings and that pro-
posed building plans which met all minimum code requirements would be reviewed
only at the staff level.

Alternative II differed from Alternative I in that proposed residential
developments continuing over five units and proposed commercial and industrial
developments would require review before the Planning Commission. There was
a brief diseussion of the two alternatives. Chairman Knapp moved that the
Planning Commission recommend to the City Council approval of Alternative II.
Seconded by Mr. Ripperdan and passed unanimously.

4. Written Communications
There were no written communieations.
5. New Business
A. H. S. Silverman (James Burns) PR-23-7l
Mr. Burns, the authorized agent was present to answer questions. The applicant
proposed the addition of a family room onto the rear of a single family dwelling.
All minimum code requirements were met. Miss Dorr moved to approve the plans
as presented. Motion secondedj. and passed unanimously.

Mrs. Lanning requested that the staff eontact David Ward, 250 6th Street, to
arrange a demonstration of the DuPark car stacking system.
Chairman Knapp stated that he had attended a Town Hall meeting in Long Beach at
whieh the Intercontinental Airport proposed for the Long BeaCh/Los Angeles
Harbor was discussed. Mr. Knapp stated that eonstruction could begin within
~ years, and felt that the flight pattern would affect Seal Beach. The staff
was directed to obtain further information on the proposal.
Being no further business the meeting was adjourned at 8:26 to 7:30 P.M.,
July 14, 1971 in the Council Chambers. At that time the City Couneil and
Planning Commission will hold a Joint meeting.
