MINUTES OF THE PLAIOIIBG COMMISSION MEETIBG OF MAY 10, 1972
The Planning Commission of the City of Seal Beach met in regular adjourned session
in the Council Chambers at the CitY' Administration Building. The meeting was
opened at 7: 35 p.m. bY' Chairman Knapp and was f'olloved by the Pledge of' Allegiance
to the Flag.
Present: Dunn, Knapp, O'Toole, Ripperdan
Absent: Lanning
Mrs. Lanning's absence was excused due to femily illness.
1. Consideration of Parking study (continued)
Secretary brief'ly reviewed possible methods of solution. He advised that Item 1
had been adopted bY' the Council to go into effect on June 1 with limited parking
on one side of' the street in the old town area f'rom Electric Ave. and .Marina Dr.
to the ocean. Staff vill study results and report to the Commission on the
effectiveness of this procedure in the f'all.

Enf'orcement of' on-site parking proviSions was discussed and it was felt that &
program should be developed to advise the residents of the need to utilize all
on-site parking for vehicles and encourage their cooperation.
The 3rd item vas condemnation Of' deteriorated and antiquat'ed garages. This could
be diff'icult and take a great deal of' time to accomplish. Possibly a better
method vould be to have residential occupancy permits subject to reneval on an
annual or some other basis. Manhatta Beach's ordinance appears to have been
effective vi th the control at the time of sale. More detail study of' this could
be provided as to its applicabilitY' to Seal Beach. It 't1as felt this item should
have serious consideration in the recommendations to the Council.
Item #4 concerned increasing on-site parking requirements for ne't1 construction.
An increase from l~ /1 to 2/1. If' the higher requirement had been in effect for
the past three Y'ears, an additional 156 on-site spaces would have been provided.
It l:f&S discussed whether tandem parking should be e.lloved bY' code along vith an
increase in the parking requirement, but it vas felt that a land use agreement
should be executed to allow the citY' the right of inspection. The Commission
gave this item a high prioritY' for recommendation to Council.

Purchase or lease of land for additional public lots vas not feasible because
of excessively high cost.
Item #6 concerned the possibility of constructing a parking lot on the citY'-ovned
southeast end of the P.E. right of vay. A revised sketch of' 1/2 parking and 1/2
landscaping vas reviewed. During discussion, it vas tlre opinion of the Commission
that a comprehensive stud7 should be made and a master plan be developed before
moneys are spent. This plan could provide direction after final alignment is
decided upon. Development of' a plan should be recommended to Council and the
Commission could follow with definite recommendations regarding parking.
Enlargement of the First St. Lot is proposed under Item #7 as recommended bY' thegRecreation Dept. Commission felt that the Council should acquire clean title
to the entrance road bef'ore plans are made to increase the size of' this lot.

Item #8 proposed establishment of a parking district in the coastal district.
This would be long rage aDd not economical. It would require much study for
it to be implemented. As suggested at a previous meeting, new signs will be
installed at the Main St. lot to encourage a higher use.
Mr. Antos reported on Item #9 t parking structures and their cost. Costs make
them unftl&VJ:tbJ.e~and impractical. Construction of this type at the 8th ad 10th
St. Lots would defeat the purpose of encouraging beach use away from the pier
area.
The purchase or lease of private lots on Seal Way would be impractical and
not serve sufficient cars.
Item 11 dealt nth providing lots a distance avay from the beach and transporting
visitors b.y tram. It would be an expensive gamble to find out if it were
workable. This could be considered in the future if the parking situation
worsens and a greater demand appears.

Item 13 concerns angle parking along Ocean Ave. The City Engineer and Traffic
Sargeant feel strongly against this proposal. Copies of a traffic study made
recently under a TOPICS grant vere distributed to the Commission with more
detailed accident information. It was felt this proposal vas not advisable.

In SWIIDl&1"y, the staff is to prepare a resolution for adoption vi. th the Commission
recommendations as itemized above.
2. Consideration of Determination of Zone "Automotive Tire Service Center"
Secretary Neprud reported that a request for this type of use had been received
and it is not specifically designated in the Code. Staff recommends the C-2
General Commercial Zone as it is compatible mth other allowable uses. Mr. Knapp
moved to determine the C-2 Zone as the first zone for an Automobile Tire Service
Center with on-site parking required as 1 space for each 300 sq. ft. of gross
floor area. Seconded by Mr. Ripperdan and passed unanimously by the members
present.

The secretary reported on the Airport Land Use Commission and their actions
regarding the zone of influence at the Naval Air Station, Los Alami tos .
