MINUTES OF THE PLANNING COMMISSION MEETING OF NOVEMBER 8, 1972 The Planning Commission of the City of Seal Beach met in regular adjourned session in the Council Chambers at the City Administration Building. The meeting was opened at 7:30 P.M. by Chairman Ripperdan. Mrs. Hammond led the Pledge of Allegiance. Present: Absent: Hammond, Knapp, Ripperdan Dunn, Lanning Absences were excused for both Mrs. Lanning and Mr. Dunn. It was explained that this was a study/discussion meeting with representatives of Surfside Colony, Ltd. regarding special problems and conditions relating to District III. The Secretary reviewed the annexation and zoning of the District including recent amendments. Marcia Kober and three other members of the Board of Directors for the Colony were present. Miss Kober brought up four points of the code the Board thought should be revised or strengthened. Each area was discussed at length. She pointed out a conf1ect in wording between Sec. 1801.1 A 4 and Sec. 1500B regarding the "0" setback on one side. She also requested an amendment to require a 2'6" setback off the access road in the S-P Zone. Staff directed to prepare amendment and set hearing. It was suggested by the Board that the parking requirement for the R-3 zone of District III be increased to 2:1 for new development or redevelopment. Another request was for some kind of requirement for filing of reconversion plans at the time of the issuance of a building permit for homes in A row assuring that conversion is possible to provide parking if the lease is terminated for parking on the right-of-way. Staff directed to prepare a proposal. It was also requested that the code restrict reduction of lots or parcels of record. Staff is presently investigating this for the coastal district and discussed the problem of developing a method of detection and enforcement. Secretary reviewed the points discussed. Additional discussion followed. Secretary reported on the status of retaining consultants to assist in development of the Land Use Element to the General Plan.
