MINUTES OF MEETING
SEAL BEACH PLANNING COMMISSION
JULY 6, 1988
The Planning Comm1SS1on of the City of Seal Beach met in regular
session with V1ce Cha1rman Suggs call1ng the meeting to order at
7:30 p.m.
PLEDGE OF ALLEGIANCE was led by Comm1ss1oner Jessner.

MOTION by Sharp, second by Jessner to approve the Minutes of June
15, 1988 with one correct1on (page 1, Consent Calendar Item B...
change "cup 9-88" to "Plan Review 9-88").

SCHEDULED MATTERS
A. PLAB REVIEW 10-88
SEAL BEACH TRAILER PARK, 16 COTTONWOOD
Mr. Kn1ght presented the staff's report on Plan Rev1ew 10-88.
The applicant, Ken Williams, requests the add1tion of a second
story cabana to an eX1st1ng tra1ler in the Seal Beach Trailer
Park. Staff's recommendat1on is to approve Plan Rev1ew 10-88,
subJect to cond1 tions . Staff's concern is the des1gn of the
access to the second floor area. There are separate entrances
for both the existing trailer and the second floor add1tion. It
was staff's contention that this arrangement could be utilized as
two separate units, which is inconsistent with the approvals for
the tra1ler park and the 1ntent of two-story cabanas.

Mr. Sharp and Mr. Knight noted that there are proposed separate
entrances for both the first and second floors of this trailer.
There is one door from the inside, but it could be easily
blocked, thereby allowing the second story to be used as a
separate unl.t.
Mr. Knl.ght added that the ~ requl.res the full 13-0 sprl.nkler
system (versus the modl.fied 13-0 sprl.nkler system). Mr. Sharp
noted that Sl.nce this second story is new construction it would
pose no construction problems to add the full 13-0 sprl.nkler
system.
MOTION by Sharp, second by Rullo to approve Plan Review 10-88,
subject to the following conditions:
1. The color scheme for the exterior wall fl.nl.sh shall be
modl.fl.ed to consist of el.ther earth tones or muted
blue.

through Plan Review 10-88.
6. Access to the second floor cabana shall be l.ntegrated
with the eXl.sting tral.ler and the addl.tl.on of a second
separate entry or the opportunity to create a second
separate entrance shall not be perml.tted.

ORAL COMMUNICATIONS
There were no oral communicat~ons from the publ~c.
STAFF CONCERNS
MOLA SPECIFIC PLAN - Mr. Knloght salod he had had a dloscussloon
with the Mola proJect manager. He said Mola had a dloscussion
wloth the Corps of Engloneers and the Flosh & Game Commissloon
regard long wetlands. Modloflocations to the Tentative Tract Map and
the PreClose Plan will be made to allow for twenty acres of
wetlands in the southwest corner of the Hellman tract. This will
make the golf course smaller but 105 acres of open space will
remain.
Additionally, the Tentative Tract Map wloll be before the Planning
Commlossion at one of the August meetlongs.
NO PLANNING COMMISSION MEETING JULY 20. 1988 Mr. Knloght salod
there will be no meeting on July 20th because there are no agenda
lotems.
REORGANIZATION OF THE PLANNING COMMISSION - Mr. Knight salod the
Planning Commlossion will be reorganized at the August Jrd meeting
whether or not a fifth Planning Commlossioner has been appolonted.
Council Member Frank Laszlo has not yet appointed the flofth
Commlosslooner.
COMMISSION CONCERNS
Mr. Sharp salod he had attended an informatloon meeting at Clo ty
Hall regarding the OKS Associates traffic study. He felt an
additloonal meetlong should be set for all the Plannlong
Commissioners to attend. Mr. Knloght salod copies of the OKS
traffloc study would be gloven to Mr. Jessner and Mr. Rullo and
that a meetlong would be set and perhaps the OKS consultant could
attend.
