Seal Beach, California January l5, 1973 The City Council and the Planning Commis~ion of the City of Seal Beach met in regular adjourned joint session at 8:00 o'clock p.~. Chairman Ripperdan called the Planning COl"'Ullission meeting to order and deferred to Uayor Sales to chaJ.r the joint session. Mayor Sales called the City Council meetin~ to order. ROLL _CALL , Planning Commission Present: Chairman Ripperdan Commissioners Dunn, Hammond, Knapp, Lanning Absent: None City CouncIl Present: Absent: Mayor Sales Councjlman Blackman, Holden, McKnew Barnes Also Present: Mr. Courtemarche, Mr. 1>furphy and Mr. Neprud and tfr. Antos. . Mr Courtemarche introduced Edward Haworth and hiB associates Don Smith and Jack DeAngelo of Edward Haworth and Associates, the plannin~ consultants who would he preparing the Land U~e Element for the General Plan in Seal Beach. Mr Haworth defined the phases that would be presented by his company on the Seal Beach Land Use Element and explained that Phase r which was presented for this meeting wa~ a basic study for compartive purposes. Xr Haworth stated the final report should be completed in mid-June. Mr Smith and Mr DeAngelo made a presentation with charts and maps of the statistical data collected in the preliminary state of develop~ent for the Land Use Element. Mr lIatl70rth s'.ggested that another joint session with the Council and Commission ~l7ould he helpful at a later tiMe to discuss the concepts of their analysis. Fe stated that the tentative community ~oals dated October 27, 1971 would be used as a guideline and requested that members of the City Council and the Planning Commission comment on those goals. CouncilMan Blackman referred to tentative community ~oa1~ number 7 and 11 regarding USl:'S of the Pacific ElectrJ.c P1.ght of t.]'ay and asked that alternative uses be cop.sidered 1n their study for this area. . Mayor Sales stated that the tentat1ve goal~ dateJ 1971 represented more of an open ~pace attitudE' than~wa!'J econol"lically sound for the city and asked that emphasis be placed on the dOt~tot~ area. Haworth and his associates for their presentation on behalf of the City Council and the Planning Commi~sion.
