MINUTES OF THE PLANNING COMMISSION MEETING OF JANUARY 17, 1973
The Planning Commission of the City of Seal Beach met in regular session on
Wednesday, January l7, 1973, in the Council Chambers of the City Administration
Building. The meeting was called to order by Chairman Ripperdan at 7:30 p.m.
Vice Chairman Dunn led the Pledge of Allegiance.

The minutes of the meeting of January 3, 1973, were approved as presented.
l. Public Hearings
There were no public hearings.
2. Oral Communications
There were no oral communications
3. Written Communications
A report was received from W. D. Murphy, City Engineer, regarding Tentative
Tract Map No. 7521, its approval by the City Council and the conditions imposed.
4. Unfinished Business
Mr. Antos reported regarding the highest and best use of the 7.85 acre Bixby
parcel. This report pertained to existing city zoning only. Later reports will
study various zoning from other agencies and new and innovative type zoning.
Following all reports, the Commission can determine the highest and best for
this property. Mr. Antos summarized his written report and discussed possibilities,
requirements and effects of R-l, R-3, R-4 (high rise), c-o and C-l zones.
Mr. Dunn commended Mr. Antos and the staff for the thorough report. He asked
that some similar zoning to the Bridgeport precise plan be considered in a later
report. He felt this concept is impressive and might be more acceptable to the
neighboring R-l than an R-3 development.
Mr, Knapp questioned if our requirement for 7,000 sq. ft. lots is reasonable and
if it should be revised. He moved to eliminate the R-4, C-O and C-l zones from
further study for this property. Seconded by Mr. Dunn and passed unanimously.
5. New Business
Secretary Neprud briefly reviewed a study of patio covers in Bridgeport. Staff
recommended against any patio covers over light wells, courts or sideyards due
to the design of the area. Mr. Neprud reported that no building permits had been
issued for patio covers in the area. Mr. Dunn again commended the report and
accepted it as presented with no action. Mrs. Hammond agreed.

60 Report from Secretary
Mr. Neprud reported on the schedule of development of the Land Use Element as
a clarification for the Commission. He also advised as to what the consultant
would bring to discuss at the adjourned meeting.
Commission advised that the Regional Commission for the Coastal Zone is meeting
on January 22 in Long Beach. Mr. Antos will attend as representative from the
City.
No further business, the meeting was adjourned at 8:25 p.m. until January 24,
1973, at 7:30 p.m.
