HomeMy WebLinkAboutPC Min 1973-01-24 . . . . e MINUTES OF PLANNING COMMISSION MEETING OF JANUARY 24, 1973 The Planning Commission of the City of Seal Beach met in regular adjourned session on Wednesday, January 24, 1973, in the Council Chambers of the City Administration Building. The meeting was called to order by Chairman Ripperdan at 7:35 p.m. and Vice Chairman Dunn led the Pledge of Allegiance. Present: Absent: Dunn, Hammond, Knapp, Lanning, Ripperdan None The minutes of the meeting of January 11. 1973, were approved as presented. The minutes of the joint meeting with the City Council on January 15, 1973, were also approved as presented. I. Discussion of Goals for the Land Use Element Secretary explained the purpose of the meeting - goals in the General Plan. He reviewed the history of development of the General Plan. Goals were revised in 1971 through a similar process as the original plan. He explained that the attitudes were different originally from today with lower density more desirable now. Ed Haworth, consultant, pointed out the importance of citizen participation and the need for input by the Commission. Meeting proceeded by considering each goal with questions and comments. I. Features of the Community - Need to remember separate sections of community. New areas will not produce change. Only 'old town' area has opportunity to be guided. Highrise still not desirable along beachfronto Small town atmosphere important. 2. Waterfront - Marshalands now protected as federal refuge. Must retain existing parks and public access to beach. Parking and transportation problems discussed. Staff to furnish consultant with copy of parking study. Discussion of social activities to involve all areas of city: churches, civic and social clubs, school identity and other community acti~ities. Possible mall concept for Main St. and future plan for P.E. right of way considered. 3. Parks, Recreation, etc. - Need for center for adutls, possible use of Flaod 60ntrol Retarding Basin, eventual use of 'steam plant' property were all discussed. Pointed out the need for a plan for the Weapons Station in the event it were ever declared surplus. Bicycle trails and recreation department plans must be considered. Beach trees existing and additional plantings as well as landscaping along Pacific Coast Highway are needed. 4. Population - COnsultant asked for clarification of community attitude toward controlled growth. Concern over traffic generated was more evident that number of persons. 50 Housing - Self explantory and no further comments made. 6. Commercial - Need to coordinate Main St. and Pacific Coast Highway commercial activities and/or developmento 'lIIIl . . . 70 Public Facilities - Most public facilities are already established. Desire for ~ome type of facility to help community identity and cohesiveness of all areas of city. 8. Industry - No change in original concepto 90 Circulation - Need to know future plans of State about freeway development and local highways. 100 Annexation - No ~ediate changes to goal as outlined. 110 Railroad right-of-way - Definite need for development of precise plan. 120 Weapons Station - Marshlands considered along with beachfront. Use of land previously discussedo General discussion followed regarding types of development.
