HomeMy WebLinkAboutPC Min 1973-02-07 . . . e e MINUTES OF PLANNING COMMISSION MEETING OF FEBRUARY 7, 1973 The Planning Commission of the City of Seal Beach met in regular session on Wednesday, February 7, 1973, in the Council Chambers of the City Administration Building. The meeting was called to order by Chairman Ripperdan at 7:33 pomo and Mr. Knapp led the Pledge of Allegiance. Present: Absent: Hammond, Knapp, Lanning, Ripperdan Dunn The minutes of the meeting on January 241) 1973 were approved as amended. The Secretary briefly explained the procedure for public hearings. 10 Public Hearings A. Raul Dedeaux (Carl Irwin), V-l-73 Mr. AntqS reviewed the variances requested by the applicant to permit a third floor addition to a nonconforming structure at B-39 Surfside. These requests include e~roachments into yards and a portion of the structure on the Southern Pacific right of way. Proposal would meet minimum requirments for a second unit on the property in an R-l zone. Bearing openedo Bob Stole\! representing Mr. Irwin\! requested a contiD\l!l8nce to resolve questions raised by the Surfside Board of Directorso Chair ordered hearing continued to the meeting of February 211) 1973. Bearing opened. Applicants present. No oral comments were made. One written communication received favoring the requesto Bearing closed. Applicant indicated willingness to comply with engineering conditions and execute a land use agreement. Mrs. Lanning moved to approve the variance as presented. Seconded by Mrs. HaDlDlOnd and passed unanimously by the mmbers present. Resolution No. 721. 2. Oral Communications There were no oral communications. 3. Written Communications Consultant provided excerpt for the January 15 issue of U.S. News and World Reporto 4. Unfinished Business A. 7085 acre Bixby Parcel Mro Antos continued his reports on the various zones in order to establish the highest and best use. Phase 2 included R...1-3000\! Agricultural, Research and Development\! Open Space and Public Use. Final report will cover an in-depth study of zones and uses practical for the area. Discussion followed. Mr 0 Neprud advised the Council would be considering a petition for a park district. By agreement, the final report will include R-1-7000, R-1-5000, R-1-3000, R-3 and Open Space. Mr 0 Knapp requested an economic comparison be included. e e . So New Business Ao Revision of In-Lieu Park Fee Schedule in Proposed. Subdivision Ordinance Following the Commission's consideration of the proposed Subdivision Ordinance, the City Attorney indicated that a revision of the fees be made to conform with the Subdivision Map Act. All other aspects of the ordinance are satisfactory. Discussion followed regarding need for parks and their location in relation to the development. Option of dedication or payment of fees was considered at length. Mro Knapp moved to approve the revised fee schedule and recommend its adoption with the proposed Subdivision Ordinance. Seconded by Mrs. Lanning and passed unanimously by the members presento Resolution No. 722. 6. Secretary's Report Mr. Antos reported on the South Coast Regional Commission meeting and items to be considered. Mr. Knapp asked if the City had filed an application requesting exclusion and Mr. Neprud advised of the work in process.
