MINUTES OF THE PLANNING COMMISSION MEETING ON APRIL 11, 1973
The Planning Commission of the City of Seal Beach met in regular adjourned session
on Wednesdq, April 11, 1973, in the Council Chamber of the City Administration
Building. The meeting was called to order by Chairman Ripperdan at 7:40 p.m.
and Vice Chairman Dunn led the Pledge of Allegiance.

The minutes of the meeting of April 4, 1973 were approved as presented.
1. New Business
A. Consideration of Sketch Plan Phase of Revision of the
Land Use Element
Mr. Ed Haworth and Mr. Don Smith of Haworth and Anderson, Consultants, were
present and offered conceptions of planning districts for consideration. Work
sheets were distributed for Commissioners comments.
District 6, College Park East - Area reasonably stable as residential. One
alternative would be to purchase approximately 15 hanes in a central area for
conversion into a park. Other alternatives considered the Bixby property as
a park or residential use.. Naval Air Station requires open area at golf course.
If air operations cease, this area would require review.
District 4, College Park West - Good and unique residential area. Park area to
be increased with development under wq.
District 3, Leisure World - Stable developed area. Outside uses, Le. steam
plants, need study for effect on the community.
District 7, Naval Weapons Station - No alternatives offered. Navy firm on the
continuation of the station. City could have some effect on wildlife area.
NASA area will not have as great or intensive use as previously. County has
no plans to expand Aquatic Park unless another entrance to the tidelands is
provided to eliminate entry through the Anaheim Bay. ME'. Dunn suggested that
a base plan be developed for the weapons station as protection if the use is
changed in the future.
District 5, Rossmoor - Well planned area with schools and parks and commercial
area. Use of Bix)y property at freewq and Seal Beach discussed.
District 2, Marina Hill - Four concepts presented. No.1 with the area behind
the hill developed as multi-family or condOllliuium use, flood control area as park
and light industrial. A green belt suggested between river and channel as a
demarcation between cities. Possible relocation of city yard to 1st and P.C.H.
No.2 suggests a similar concept with city yard behind the highwq frontage and
the frontage used as commercial. The R-3 use behind hill be developed as R-l.
No.3 - Oil area remaining with the park expanding. Earthquake fault area
discussed. No. 4 suggested a multiple use of oil field with golf course and
cluster development of residential to clean up the area visually.

District 8, Surfside - Size of lots creates problems and no changes anticipated.
Future zoning standards should be studied wi th input fram the Board of Directors.
District 9, Sunset Beach - Consultant to investigate pros and cons for annexation.
Commerclf:a1 shoudil be conscblidated. Discussion of right-of-way, open space
alternatives and beach access.
Five minute recess. Meeting reconvened at 9:50 p.m.
District 1, Old Town - This area deserves the most attention since it is subject
to change. This is the image of the city. Specific locations pointed out to
create identity. Ci ty plan can use or yeverse the effect of the Long Beach
Marina. Important intersections need emphasis.t~;MB.p presented graphicaUy
illustrating the increase in density since 1965. A more detailed map will be
prepared. Three alternatives presented. Lack of parking in the area the huge
problem. Use of water and power property, city yard and PE ri8ht of way
discussed as parking and green space. There is a lack of professional offices.
Suggested creating a plaza/entrance at Electric and Main. Circulation must
be studied in detail. Desirable to remove diagonal parking, but not feasible
unless other accessible parking made available. If other parking arrangements
could be made, Main Street lends itself to many opportunities for design to
increase interest. Did not recommend a mall. Limited traffic flow better.
Discussion of riverfront area and possible uses with green belt maintained.

Another concept included pier development for revenue and a point of interest.
Tram service could be expanded to control transient parking. Water and Power
property designed as combined residential and commermtal use. Vehicles,
parking and circulation vital jssue for this area. General discussion of all
concepts of this area.
Commission advised of joint meeting with City Council on M8\Y 7, 1973.
No further business, the meeting was adjourned at 10:40 p.m.
