The City Council and the Planning Commission met in regular adjourned session
at 8:00 p.m. with Mayor Sales calling the meeting to order with the Salute to
the Flag.

Messrs Smith and Lafer of Haworth and Anderson, Consultants
Mayor Sales requested that the audience refrain from commenting until Oral
Communications were openedo
Mr. Neprud introduced Messrs Smith and Lafer, reviewed the past procedure and
purpose.
Mr. Sm.i th reviewed the specific areas to be considered, and presented sketch plans
of land use alternatives. More detailed discussion of each specific area followed
with comments from Commissioners and Councilmen indicating their choice of concepts
and their reasoning.
A recess was called at 9:50 p.m. and the meeting reconvened at 9:55 pom.
Mayor Sales briefly reviewed Agenda Item 5 regarding status of parcels zoned
in a manner as to be inconsistent with the tentative land use designation.
It was pointed out that from the adoption of the Land Use EJ.ement and Map until
amendmen1;s were processed and adopted, a discrepancy could exist. Various
procedures to remedy this problem were discussed.
Oral Communications:
Mr. Barnes announced he would hold an "Old Tcnm Forum" at the Marina Center on
May 31, 1913, 8 p.m. to discuss these issues.
Robert Cook, 441 Central, asked for clarification of the Water and Power site
because it would involve heavY ramifications to the areao Mr. Courtemarche
responded with an explanation of' existing plan and opposition to high density
leaving light commercial the only feasible use.
Dee Stout, Seal Beach Trailer Park, presented a petition of 53 signatures requesting
the City to construct a "Roque" court for older citizenso Mrs. Cook, 441 Central,
asked why a plan was needed since the city was alright as it is. Mr 0 NePrUd
e:plained State requirements.

Mro Gallucci, 206 1st Sto, asked for proposed height of buildings on the Vater
and Power site and where Redevelopment Agency revenue can be spent 0 Mr. Neprud
and Mr. Courtemarche explained. Christine Ager, Trailer Park, does not want more
parking or encouragement for tourists. Mrs. Steimnan, 209 12th St., asked what
the status of the P.Eo right of way is and its prognosis. Mro Courtemarche
replied. Richard Shantz, 907 Ocean, wants people encouraged to use Main St.
and concerned about the effect of any parking or development at the pier to
Main St. businesseso Ken Coombs, 201 Ocean, would like to see utility lines
under grounded to improve the appearance of the cityo Mr. Murphy explained
the undergrounding program. Georgiana Brown, 212 14th, felt too much emphasis
was on the automobile and future planning should consider other types of transport.
Terry Barton, 415 Ocean, cautioned that the upgrading of Main St. and development
of Water and Power property could effect traffic flow and lifestyle of residentso
Dave Potter, 1007 Seal Way, disagreed with changes at the pier because it would
attract more people.. traffic and trash. The Water and Power property could create
the same traffic problems that exist at Seaport Villageo Mitzy Morton, 13th St.,
stated more parking facilities needed. David Recupero, Bixby Ranch Co., asked
about 78 acre parcel adjacent to golf' course and asked that it be designated
a "U" or Undesignated Zone. Several Councilmen responded that there was no
need to change at this time.u1th the Navy lease on this property effective
until 19850
