HINUTES OF THE PLANNING COMUISSION MEETING OF AUGUST 15, 1973
TIle Plann1ng Commiss1on of the City of Seal Beach met 1n regular session on
Wednesday, August 15, 1973;,in the Counc1l Chamber of the City Adm1nistration
Building. The meet1ng was called to order by Chairman Knapp at 1;30 p.m. and
VicQ Chairman Lanning led the Pledge of Allegiance to the Flag.

The minutes of the meeting of AuRust I, 1973, were approved as corrected.
1. Public Hear1ngs
A. Mrs. T. Cunn1ngham, V-23-73 (cont1nued)
Act1ng Secretary Antos reviewed the app11cat1on and clarif1ed the quest10n
regard1ng w1ndows on exter10r s1des. Hearing reopened. Mr. Cunn1ngham, son
of the applicant, referred to previous variances for "0" sideyards. Mrs.
Cunningham explained the only alternat1ve plan would be three stories and she
felt this would be incompatible with the surround1ng area. In addition, a
carport in lieu of a garage would be visually unacceptable and cause a trash
problem. Mr. Cook stated previous variances did not mandate approval and felt
other vacant lots on Electr1c would face a s~ilar problem. General discuss10n
followed. Hear1ng closed. Mr. R1pperdan moved to approve the variance with
the condit10ns that a land use agreement be executed l1miting numher of units
to two, holding park1ng for vehicles and providing for annual inspection, eaves
not to encroach over pub11c right of way, landscaping to satisfaction of staff,
and front entrances setback 5 feet from property line. Seconded by Mrs.
Hammond.

B. Charlotte Crowley, V-24-73
Mr. Antos explained this variance to approve existing illegal rOOM add1t10n
encroaching into rear yard se~back and built without permits. Hearing open
Zelda Burrows, representative of Mrs. Crowley, stated that C1ty inspectors had
sanctioned the add1tion, but no perm1ts can be found. Mrs. Lanning concurred
that she remembered an occasion of an inspector being present. Mr. Antos advised
that permits were ava1lable on file for a side addition, but none for the rear
addition. Mr. Knapp suggested cont1nuing the hearing until ~lrs. Crowley could
be present to help explain. He so ordered to hearing continued to September 5
and requested Mrs. Crowley be present.
C. Amendment to Art1cle 12, Sec. 1200 (1), adding Section (f)
This amendment would eliminate pyramiding of res1dential uses through the C-3 and
M zones. Hear1ng open. No comments received. Hearing closed. Discussion by
Commission regard1ng necessity of the amendment and whether any residential
uses could be constructed in these zones without Commission action. Several
Commiss10ners expressed desire to defer th1s until total revision of zoning code
is undertaken. Mr. Cook asked for an explanation of residential use in Rossmoor
Bus1ness Center and Hr. Antos expla1ned the annexation agreement. Mr. Cook
moved to approve the amendment. Addit10nal discussion of needp,~ffec:t u~on value

the amendment and recommend 1tS adoption by the C1ty Counc11. Seconded by Mrs.
Lann1ngo~ Mr. Cook opposed a11ow1ng a three foot s1deyard from the front to the
entry onto a sideyard because of the appearance and long narrow dark corr1dor.

Plans were presented for a 70 un1t condom1n1um that had been approved in concept
by Reso1ut1on 715 with the cond1tion that f1na1 plans be subJect to plan review.
App11cant agreed to all of the proposed conditions. Mrs. Hammond moved to
approve the plans subJect to condit1ons of 1nstallat1on of block wall fence,
40 foot height limitation, and comp11ance W1th f1re department requirements for
park1ng area. Seconded by Mrs. Lann1ng and passed unanimously. Reso1ut1on No. 769.
5. Secretary's Report
Secretary advised of report from the Mayor regard1ng proJected energy shortages.
Staff furn1shed a report of 1nvestigat1ons in connection with land use agreements.

Request 1S for approval of fascia s1gns at the "West W1nd". No s1gns w111 flash
or rotate or simulate movement. Mr. Knapp moved to approve the s1gns. Seconded
by Mr. Cook and passed unanimously. Resolution No. 770.
Mr. Antos adv1sed that Mr. Neprud had been appo1nted as Planning Director. Staff
d1rected to prepare a letter to Mr. Neprud and Mr. Antos on their promotions.
