MINUTES OF THE PLANNING COMMISSION MEETING OF OCTOBER 3, 1973
The Plann1ng Comm1ssion of the City of Seal Beach met in regular session on
Wednesday, October 3, 1973, in the Council Chamber of the C1ty Administrat10n
Building. The meeting was called to order by Vice Chairman Lanning at 7:30
p.m. ~ ,I

Mr. Knapp's absence was excused.
The Pledge of Allegiance to the Flag was led by Commissioner Hammond.
The Secretary expla1ned the procedure for rece1v1ng testimony during a public hear1ng.
The minutes of the Ueeting of September 19, 1973 uere approved as presented.
1. Public Hearings
A. Lester McPherson, V-29-73
The Secretary rev1ewed the app11cation requesting variances from requ1red front,
inter10r side and rear yards, parking access from street, and partially uncovered
parking at 249 16th St. Hearing opened. Mr. Carl Irw1n, representing the applicant,
expla1ned that Mr. MacPherson's first name should be corrected as Peter. He
explained that several of the requests covered existing nonconforming conditions
including an ex1sting curbcut. If all parking were provided from the alley, an
existing laundry room would have to be removed and some conflict would be created
for proper ventilation. Laundry room constructed on concrete piers, not full
foundation. Steve Brooks, 5176 Sisson, Hunt1ngton Beach, advised he would be the
tenant in the new unit to enable him to be close to care for his grandfather. No
other comments rece1ved. Hearing closed. Mro Cook requested more investigation
to provide parking off the alley and relocate the laundry, curb cut closed to
provide additional on-street parking. Mr Ripperdan concurred. Mr. Cook moved
to continue the act10n until November 70 Seconded by Mrso Hammond and passed
unanimously by the members present.
B. The Southrich Company (Hastings Co.), V-30-73
Request to construct a restaurant fdcility at 5th Sto and Pacific Coast Highway
adjacent to the ARCO service station site with no alley, less than required parking,
no loading zone, and parking stalls less than 20 ft. in length. Hear1ng open.
T1m Unger, Orange, representing Southrich, requested a two week continuance for
better preparation and conceptual planso Mr. Ripperdan questioned the proposal
qualified as a d1nner house, but found it does meet the def1nit1on adopted by the
Plann1ng Commiss1on. Joseph Patrick Onesty, 455 Galleon, was prepared the
oppose the action, but preferred to wa1t until full proposal had been made. Mrs.
Casares asked for staff recommendat1ons. Mro Onesty reported that some ne1ghbors
had not rece1ved notice of the hear1ng. Walter Huppenbauer reserved comments to
next meeting. It was reported that Virgil Sewell, 513 Galleo~ had not rece1ved
notice. Mark Gossimer, 451 Galleon, did not get notice and was concerned about
noise ex1sting from Coast Highway being increased by a restaurant development of
this typeo

Mrso Casares commented she had been concerned w1th th1s property S1nce 1967 and
suggested that the PreC1se Plan be amended to let other commerc1al uses be
considered 0 Secretary reviewed the h1story of the s1teo l~o Unger commented on
h1story of attempt1ng to develop the siteo Chairman ordered hearing cont1nued
unt1l October 17 at 7:30 p4m.
2. Oral Communicat10ns
Steve Spence, 209 7th St.., asked about the return of items on the Land Use Element
from the C1ty Counc1l.. He spoke at length about facts and proposal developedo
He suggested that a complete 1n depth study of parking around the Po Eo r/w areao
A offer was made by 40 - 60 cit1zens wil11ng to ass1st in such a studyo Mr.
Spence also spoke about need for better enforcement and, if necessary, to 1ncrease
penalt1es regard1ng on~site parking. In reply to Mro Cook, Mro Neprud explained
that this was a cursory reV1ew to be cons1dered in depth at October 10; that a
specif1c plan for the right of way 1S suggested 1n the LoUoEo At the time such
a specif1c plan 1S under development, voluntary assistance would be welcomed.
Mrs. Agur, 11 Marina, asked for more considerat10n to curtailed use of vehicles
during fuel shortage by more bike and h1k1ng areaso Dave Potter, 1007 Seal Way,
made a presentat10n of facts and figures regarding development of the Water and
Powr propertyo

Discussion of Land Use Element dovewed'under.Oral Communicationso Recommended
that Commission adJourn to October ~O for detailed studyo Letter from Mro Linton,

advised staff that consultant is preparing presentat10n, but staff recommends no
additional delay in studyo Discussion followed as to time to consider this referral
from Councilo Mr. Ripperdan ind1cated he would like to see Architectural Review
Comm1ssion act1vated to assist des1gn in the coastal d1stricto
Preliminary p~oposal for creation of Public Land Use Zone presented to Commission
for reviewo General discussion of items in this proposed ordinance by members
of the Comm1ssion and members of the audience. One point d1scussed was group1ng
public uses of open space and structures 1n a single categoryo Secretary pointed
out proposed Open Space/Recreation/Conservation Element presented for review to
be in conJunction with the zoning.. Robert Laughlin, 611 Ocean, pointed out that
any soning could be changed, but these proposals were a step in the right direction
to show intent of useo After additional discussion, Mro Ripperdau moved to set
public hearing for October 17.. Seconded by Mrs. Hammond and passed unanimously by
the members present..

Mr. Cook requested that an incons1steney 1n the proposed Open Space/Recreation/
Conservation Element be correctedo
