MINUTES OF THE PLANNING COMMISSION MEETING OF NOVEMBER 21, 1973
The Planning Commission of the City of Seal Beach met in regular mess ion on
Wednesday, November 210 19730 in the Council Chamber of the City Administration
Building. The meeting was called to order by Chairman Knapp at 7:30 p.m. and
Vice Chairman Lanning led the Pledge of Allegiance.

1. Public Hearings
A. Jee Da Chango V"'36-7J
Applicant requemts variance to permit the location of mechanical pool equipment
closer thllln ten feet from neighboring rasidence at 4249 Dopood. Secretary
explainad that Building Dept. attaches conditions with the permit outlining
all requirements. Hearing open. Mr. Chang explainsd the location of the equipment
was indicated on the plans and no objection was made at the time the permit was
issued and he was not advised the location was unacceptabla until pool was gunited.
He further explainsd that other locations uare not satimfactory and would effect
landscaping or sunbathing area. He statad the neighbor had no objections and the
only part of the residence within the ten foot area uas the kitchen. In reply
to Mrs. Lanning, Mr. Chang admitted the conditions were attached to the permit.
Mr. Ripperdan pointed out the noise made by pool equipment and felt it would be
better located at the rear fence. Don Smitho neighbor across streeto was familiar
with equipment located next to patios with no problem and favored approval of
this variance. Dava Carriono next door neighboro felt the permit uas not properly
checked and consideration should be given to the fact no neighbors vsre objecting.
Discussion of whether contractor was aware of conditions and why he did not
follow them. Mr. Reid explained stages of inspection. Hearing closed. Mr.
Ripperdan did not find hardship and falt equipment could ba relocated. Mr. Cook
and Mrs. Lanning concurred. Mr. Cook moved to deny tha variance. Seconded by
Mrs. Lanning and passed unanimously. Resolution No. 793. Application advised
of his right of appeal.
B. Michael Comminoso UV-l-73
Mr. Comminos requested a ren~al of use varianca to parmit on-sale liquor and
entertainment in the C-l Zone at the Ranch House. Secretary reviewed the
history of this permit and that renewal requests the right to have tuo maaicians
and dancing for special occasions. Police Chief reports no problems with this
operation. Hearing open. Mr. Comminos advised the operation will continua as
at present. Request for dancing in banquet room for mpecial parties. Hearing
closad. Mr. Comminos explained that he does not cater to young trada and is
not interested in running a night club. After discussiono Mr. Knapp moved to
approve renewal of permit as requested for a period of ~o years. Seconded by
Mrs. Hammond and passed unantmouslyo I Resolution No. 794. Secretary advised that
approval vas not final until affirmed by the City Council.

Co Open Space/Rec~eation/Conservation Element to the General Plan
Hearing continued from last meeting with revisions to the Element made as request~o
Hearing open. Mr. Ripperdan asked for the Dtatus of Sunset Aquatic Parke and
the Flood Control Basin Park. Secretary gave a brief reviewo Mrso Do~r asked
if this included the Circulation Element and the Secretary explained the green
belt corridor addition and the Circulation Element would be studied next weeko
Hearing closed 0 Mr. Knapp moved to approve the revised Element and recommend
its adoption by the City Councilo Seconded by Mrso Lanning and passed unanimouslyo

Do Amendment to Seco 1801 and 1803, Lot Area per INelling Unit
Requirement and Minimum Lot Sizeo
This amendment to bring the zoning code into conformance with the adopted Land
Use Elemento Secretary reviewed the proposed amendmento Hearing openo Mr 0
Cook felt this proposal had been well discussed during the Land Use Element
meetings 0 No other commentso Hearing closedo Mro Ripperdan moved to approve
the amendment and recommend its adoption by the City Councilo Seconded by Mrso
Lanning and passed unanimouslyo Resolution Noo 7960
20 Oral Communications
Mrso Dorr, 231 6th St., asked about parking problema near Main and Electricg
particularly near the Stan Miller/North Sales operationo Secretary advised
that an investigation is unde~ay and a report to be made to the City Council
at their next meetingo

Secretary reported on the C=2=PP property at 450 Pacific Coast HighuaYl) revieued
the history and recommended consideration of change of zoneo Chair ordered a
public hearing to be set for December 5, 19730
50 Report from Secretary
Mro Neprud advised of request by City Council to make parking study to determine
need, if any, for parking on the Pacific Electric right of wayo Preliminary
report furnished for the Commission as information onlyo Further study will
follow with alterutive concepts presentedo Mro Neprud reviewed the area,
opinion poll, questions asked and resultso Police checked available parking
in the area between 3 and 5 80mo Contact made with merchants in 200 and 300
blocks of Main Street regarding commercial parking problemso
Hro Neprud reported on a meeting with the City Engineer and Recreation Director
regarding bicycle trailso Preliminary work done and map drawn. He proposed
a study session at the close of the December 5 meeting with a hearing to be
scheduled latero He advised that the City Council had directed the first phase
to be enacted and that funds a&"e available..

Secretary Neprud also advised that a temporary employee had been obtained with
background in landscape architecture to assist in preparing conceptual planso
Mrs. Lanning expressed appreciation for the card from the Commissiono
Mro Knapp discussed homes tfith atriums and side entry garages and recommended
that Commissioners visit one of these models if possibleo He felt that 45% lot
coverage still did not allou this particular model any latitude for additions.
