MINUTES OF THE PLANNING COMMISSION MEETING OF NOVEMBER 28, 1973 The Planning Commission of the City of Seal Beach met in regular adjou~ned sessio~ on Wednesday, November 28. 1973, in the Council Chamber of the City Administration Buildingo The meeting was called to order by Chairman Knapp at 7:30 pomo and Vice Chairman Lanning led the Pledge of Allegianceo Present: Absent: Cook, Hammond, Knapp pLanning p Ripperdan None Also Present: Harold Halldin,l City EngineerS) and Ted Perryp Staff Traffic Engineer The minutes of the meeting of November 2lp 1973 were approved as presentedo 10 Study Session This study session held to consider a proposed revised Circulation Elemento Secretary reviewed the original and revised Element and mapso lIe explained this proposal to update the Elsment and bring it into conformity with the newly adopted Land Use Element and incorporate changes in the freeway systemo The purpose of this session to arrive at basic agreement on revisions to the map and the staff will follow up by preparing a text prior to setting a public hearing. . Mr. Halldin spoke to the Commission amplifying the proposed changes.in classification of streets and the staff's reasonso He also explained the future plans for street construction or modificationo Mr. Halldin advised of the proposed bicycle plan to be presented soono Discussion followed on many streets and suggestions made for other ravisions. Mro Cook was concerned that designation of certain streets might encourage undesirable traffic flowso Mro Neprud explained that Electric Ave4 had been specifically omitted until the development of the specific plan of the areao Revisions to be made to the map in the Leisure World area, College Park East and delet10n of Central Avenue until Electric Aveo consideredo In discussion of Pacific Coast HighwaYll Mro Neprud explained that a Scenic Highway Element would be adopted uhtch could provide conditions to upgrade and landscapeo 20 Revision to Public Land Use Zone Amendment City Council referred the proposed amendment back to the Commission with proposed revisionso Secretary advised of suggested changeso Mro Cook moved to approve the changes and recommend adoption of the revised amendment by the City Council. Seconded by Mro Ripperdan and passed unanimouslyo 30 Other Business Mro Neprud distributed copies of the parking study to the Commissiono No action required . .
