MINUTES OF THE PLANNING COMMISSION MEETING OF MARCH 6, 1974
The P1annlng Commlsslon of the Clty of Seal Beach met In regular seSSlon on
Wednesday, March 6, 1974, In the Councl1 Chamber of the Clty Admlnlstratlon
BU11dlng. The meetlng was called to order by Chalrman Knapp and Vlce Chalrman
Lannlng led the Pledge of A11eglance to the Flag.
Present. Cook, Hammond, Knapp, Lannlng, Rlpperdan
Absent: None
The mlnutes of the meetlng of February 20, 1974 were approved as corrected.
1. Pub11C Hearlngs
A. B1Xby Ranch Co., UV-1-74 (contlnued)
Mr. Knapp and Mr. Rlpperdan abstalned from actlon In thlS app11catlon due to
comp11mentary membershlps In the Old Ranch County Club. Vlce Chalrman Lannlnq
preslded. Secretary Antos revlewed the rules of procedure for a pub11C hearlng.
Mr. Antos summarlzed the app11catlon for a bl11board s1gn In the C-2 zone at
3900 Lampson Ave. Hearlng open. Mr. Emerson, representlng the Blxby Co.,
suggested the term bl11board s1gn mlght not be correct and the proposal was
more properly deflned as a monument slgn. He exp1alned that the s1gn 1S never
leased for advertlslng by others, but only carr1ed advert1s1ng or lnformatlon
regardlng B1Xby propertles. D1Scuss10n of what B1Xby propertles could properly
be advertlsed at th1S 10catlon. Mr. Cook felt that a monument slgn could not
be changed and should be permanent 1n nature. After addltlona1 d1Scuss10n,
Mr. Emerson wanted an opportunlty to study def1n1tlons and what constltutes
on-slte use. S1gn structure eX1stlng wlth all copy removed. Chalrman ordered
the hearlng contlnued to March 20.

App11cant proposed the constructlon of an add1tlon to a s1ng1e faml1y home wlth
121 x 201 screened In. Addlt10n would encroach 1nto the requlred rear yard
setback. lerrl Canales represented the owner and exp1alned that the property
1S lrregu1ar1y shaped and abuts the ne1ghborlng s1deyard. No other comments
recelved. Hearlng closed. Mrs. Hammond moved to approve the varlance as
submltted. Seconded by Mrs. Lannlng and passed unanlmous1y. Reso1utlon No. 812.

There were no wrltten communlcatlons.
4. New Buslness
A. Clty Councl1 referral of UV-2-74 (Douglas 011 Co.)
Secretary rev1ewed the app11catlon and past actlon by the P1annlng Comm1ss10n.
He advlsed of Counc11's dlScuss10n and dlrectlon to the Commlss10n. Barbara
Prochnow, 3150 Alrway Ave., Costa Mesa, represented the app11cant and revlewed
thelr request, clted other 10cat10ns wlth s1ml1ar operatlon and explalned the
need for the sale of addltlonal products. She pOlnted out the operatlon at

leucad1a and because of 1tS s1m11ar1ty 1n a beach town; 1t had experlenced no
problems. Chlef Clbbarell1 had verlf1ed leucad1a's experlence. D1SCUSSlon
followed of percentage of gasol1ne sales and beer and W1ne sales, hours of
operat10n, etc. Mr. Knapp felt that th1S would be 1n d1rect v101at1on of
the serV1ce statlon operatlon ordlnance. If thlS type of operatlon 1S des1rable
by the Clty, the ord1nance should be amended lnstead of a var1ance. He sug~ested
reaff1rm1ng the or1ginal act10n and that a suggest10n be made to the Counc11 to
study the serV1ce stat10n ord1nance. Mr. R1pperdan moved to reafflrm the
Comm1ss10nls prev10us actlon due to vlolatlon of serVlce stat10n ordlnance.
Seconded by Mr. Knapp and passed unan1mously. Resolut10n No. 813.
5. Report from Secretary
Mr. Antos adv1sed the A1rport Land Use Comm1ss10n actlon regard1ng sphere of
1nfluence.
He also adv1sed that Apr11 1 was tentat1vely scheduled for a J01nt meetlng of
the Comm1ss10n, C1ty Counc11, and Parks and Recreat10n Comm1ss10n for reV1ew
of the proposaJs for the P.E. rlght of way.
Cha1rman Knapp noted that th1S was the last meetlng for Mrs. Hammond and expressed
the Comm1ss10nls apprec1at10n for her serV1ces.
No further buslness, the meetlng was adJourned at 8:40 p.m.
